Regarding the issuance of the Regulation on the management and implementation of the Program to assist in training

human resources for small and medium enterprises during the period 2004 - 2008

THE MINISTER OF PLANNING AND INVESTMENT

Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the tasks, powers, and state management responsibilities of Ministries and ministerial-level agencies;

Pursuant to Decree No. 61/2003/ND-CP dated June 6, 2003 of the Government regarding the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;

Pursuant to Decree No. 90/2001/ND-CP dated November 23, 2001 of the Government on assistance for the development of small and medium enterprises;

Pursuant to Decision No. 143/2004/QD-TTg dated August 10, 2004 of the Prime Minister approving the Program to assist in training human resources for small and medium enterprises during the period 2004 - 2008;

At the proposal of the Director of the Small and Medium Enterprise Development Agency,

DECISION:

Article 1. The accompanying this Decision is the Regulation on the management and implementation of the Program to assist in training human resources for small and medium enterprises during the period 2004 - 2008.

Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 3. The Head of the Office of the Ministry, the Director of the Small and Medium Enterprise Development Agency, the Heads of units directly under the Ministry related to this matter, the Heads of units directly organizing training courses, the Heads of institutions providing training services, and the participants of the Program shall be responsible for implementing this Decision.
