PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

On the basis of Decree No. 90/2001/NĐ-CP dated November 23, 2001 of the Government on assistance for the development of small and medium-sized enterprises;

Pursuant to Resolution No. 01/2004/NQ-CP dated January 12, 2004 of the Government on major solutions to be focused on directing and managing the implementation of the state budget for the year 2004;

At the proposal of the Minister of Planning and Investment,

DECISION:

Article 1. Approves the Program to assist in training human resources for small and medium-sized enterprises during the period 2004-2008 (annexed hereto).

Article 2. Directs the Ministry of Planning and Investment to issue the Regulation on management and implementation of the Program to assist in training human resources for small and medium-sized enterprises.

Article 3. Directs the Ministry of Finance to take the lead and coordinate with the Ministry of Planning and Investment to issue the Circular guiding the use of funds for the Program to assist in training human resources for small and medium-sized enterprises during the period 2004-2008.

Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of provincial People's Committees and municipal People's Committees directly under the Central Government are responsible for enforcing this Decision./.

PROGRAM

Assistance in training human resources for small and medium-sized enterprises during the period 2004-2008

(Annexed hereto by Decision No. 143/2004/QĐ-TTg dated August 10, 2004 of the Prime Minister)

Small and medium-sized enterprises play a significant role in the strategy for economic and social development, contributing to industrialization and modernization of the country. However, at present, the capacity of small and medium-sized enterprises is still limited, and the training and development of managerial human resources for these enterprises have not met the requirements. Meanwhile, the demand for training from entrepreneurs and managers of small and medium-sized enterprises is increasing, making it necessary for the State to provide assistance in training managerial human resources for these enterprises.

The Program to assist in training human resources for small and medium-sized enterprises is part of the overall policies and programs of State assistance for small and medium-sized enterprises as stipulated in Decree No. 90/2001/NĐ-CP dated November 23, 2001 of the Government on assistance for the development of small and medium-sized enterprises.

I. OBJECTIVES, TARGETS, AND SCOPE OF THE PROGRAM

1. Objectives of the Program:

- General Objective: To promote and create conditions for small and medium-sized enterprises to enhance their competitiveness, contributing more to the economic and social development of the country; develop both in quantity and quality the system of service providers and business development services, particularly consulting and training services for managerial human resources to assist small and medium-sized enterprises in sustainable growth and development.

- Specific Objectives: Provide necessary knowledge to entrepreneurs, managers of small and medium-sized enterprises, and those intending to establish enterprises; address deficiencies in knowledge, skills, and information; gradually improve management capabilities, technical and technological development, and human resource management to meet the growth needs of small and medium-sized enterprises; assist managers of small and medium-sized enterprises in acquiring knowledge and skills to build production and business strategies, expand markets domestically and internationally to meet the requirements of international economic integration.

2. Targets of the Program:

The targets of the Program are the owners and managers of small and medium-sized enterprises as defined in Article 4 of Decree No. 90/2001/NĐ-CP dated November 23, 2001 of the Government on assistance for the development of small and medium-sized enterprises.

Additionally, the Program will pay due attention to individuals and organizations wishing to start businesses; female entrepreneurs; and business support service providers.

Participants in the Program must have a need and willingness to be trained and comply with the training regulations.

3. Scope of the Program:

a) For small and medium-sized enterprises and entrepreneurs:

Business management training for owners and managers, including: comprehensive business management training, business planning, marketing management, financial accounting management, human resource management, technical and technological management; marketing consultation; entrepreneurship training.

b) For business support service providers:

Training and improving the quality of business support service providers for small and medium-sized enterprises according to specialized topics to ensure the number and quality of instructors to implement the Program.

4. Duration of the Program: Five years.

II. CONTENT OF THE PROGRAM

1. Training and enhancing human resources for small and medium-sized enterprises:

a) Entrepreneurship training: Providing essential information about laws, policies of the Party and State, regulations on establishment and operation of enterprises; knowledge and skills in formulating strategic and operational plans. This section includes short-term courses lasting five days.

b) Business management training, including short-term courses lasting seven days with the following content:

- Enhancing the ability of small and medium-sized enterprises in planning and managing business operations through comprehensive business management training courses.

- Strengthening human resource management capabilities for small and medium-sized enterprises through human resource management training courses.

- Enhancing marketing capabilities for small and medium-sized enterprises through marketing management training courses.

- Assisting small and medium-sized enterprises in formulating marketing plans, marketing skills, and skills to participate in trade fairs and exhibitions through training courses on planning, marketing skills, and synthesis.

- Enhancing financial and accounting management capabilities for small and medium-sized enterprises through financial and accounting management training courses.

- Enhancing technical and technological management, intellectual property, and quality standards capabilities for small and medium-sized enterprises through technical and technological management training courses.

2. Enhancing the quality of business support service providers:

To strengthen the skills of business support service providers to have the capability to participate in various training activities of the Program, the content of knowledge enhancement includes:

- Comprehensive consulting and marketing skills training for consultants, lecturers, and creating opportunities for them to practice professional standards.

After participating in comprehensive advisory training, business support service providers will undergo specialized training on starting a business, integrated business management, marketing management, financial-accounting management, business planning, technical-technology management, and human resource management.

This training program includes short-term knowledge enhancement courses lasting approximately 14 days.

3. Implementation Plan for the Program:

It is anticipated that over a period of five years, the Program will be implemented as follows:

- Develop some basic teaching materials.

- Conduct 18 training sessions for instructors, serving 540 participants.

- Organize 3,589 various training sessions for small and medium-sized enterprises and individuals or organizations wishing to start a business, serving approximately 107,670 participants.

III. IMPLEMENTATION SCHEDULE AND BUDGET FOR THE PROGRAM

1. Implementation Schedule:

a) Period 2004 - 2005:

- Conduct surveys and assess specific training needs of small and medium-sized enterprises, and develop plans to implement the Program.

- Select and cooperate with institutions and organizations currently implementing human resource training programs, regardless of economic sector or organizational model, both domestic and foreign, to effectively carry out the Program and meet the requirements of small and medium-sized enterprises in various industries and regions.

- Organize seminars and exchanges with domestic and international organizations that have experience in training and enhancing the capabilities of small and medium-sized enterprise owners and managers to draw lessons for organizing and implementing the Program.

- Develop teaching materials and some necessary basic documents.

- Perfect the management mechanism for implementing the Program through the organization of pilot training sessions.

The Ministry of Planning and Investment will review and evaluate the Program's implementation over two years: achievements, shortcomings, training needs; propose supplementary measures and report to the Prime Minister for adjustments to ensure the Program's effectiveness.

b) Period from 2006 to 2008:

- Planned activities:

+ Organize approximately 10 instructor training sessions;

+ Organize 1,900 business management training sessions;

+ Organize 1,400 business startup training sessions;

+ Organize 274 market expansion skills training sessions.

- The Ministry of Planning and Investment will coordinate with relevant ministries, localities, and business associations to implement the Program as planned.

2. Budget for Implementing the Program:

a) The Program will be implemented based on the principle of socializing training and knowledge enhancement work: small and medium-sized enterprises and entrepreneurs contribute part of the budget; the state budget (central and local budgets) will provide partial funding; priority should be given to small and medium-sized enterprises in particularly difficult areas.

b) Program Budget:

- The total estimated budget for the entire Program to assist in human resource training for small and medium-sized enterprises from 2004 to 2008 is 119.4 billion VND.

- Annually, based on the Program's activity plan, the Ministry of Planning and Investment will prepare a budget estimate to allocate within the state budget according to the provisions of the State Budget Law.

- Initially, the Program's budget for 2004 is 1 billion VND to establish the Program, conduct surveys, compile and print materials, and implement pilot training sessions, which will be deducted from the approved total budget mentioned above.

- The budget sourced from the state budget allocated for education and training as stipulated in Clause 2, Article 11 of Decree No. 90/2001/NĐ-CP dated November 23, 2001 of the Government on assisting the development of small and medium-sized enterprises. Additionally, other sources of international and foreign funding should be mobilized.

IV. IMPLEMENTATION

1. The Ministry of Planning and Investment shall perform the state management functions prescribed in Decree No. 90/2001/NĐ-CP dated November 23, 2001 of the Government on assisting the development of small and medium-sized enterprises, and is responsible for organizing the implementation of this Program.

2. The Ministry of Finance shall perform state management functions regarding finance and ensure the Program's budget implementation according to the plan, schedule, and current regulations; participate in managing and assisting the Program according to its functions and tasks.

3. The Ministry of Education and Training shall cooperate with the Ministry of Planning and Investment to implement the Program, mobilize reputable and qualified training institutions and lecturers to participate in the Program.

4. Provincial Departments of Planning and Investment shall assist provincial People's Committees in performing state management functions to organize the implementation of the Program to assist small and medium-sized enterprises in their respective areas.

5. Business associations shall participate in implementing the Program, regularly provide feedback to state management agencies on the Program's implementation to meet the requirements of small and medium-sized enterprises. /
