Regulations on the loss rate for salt storage in the national reserve (sand-dried salt)

Pursuant to the Law on National Reserves dated November 20, 2012;

Decree No. 94/2013/ND-CP dated August 21, 2013, issued by the Government to provide detailed implementation of the Law on National Reserve;

Pursuant to Decree No.87/2017/ND-CP July 26, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director General of the State Treasury Administration;

Article 1. Scope of Regulation and Applicability

1. Scope of Regulation: This Circular stipulates the loss rate for salt in the national reserve (sand-dried salt) during importation, exportation, and storage preservation.

2. Applicability: This regulation applies to agencies, organizations, and individuals involved in the management and preservation of salt in the national reserve.

Article 2. Definitions

1. Loss rate during importation: No loss.

2. Maximum loss rate during exportation: 0.36%/time.

From the seventh year onwards, the annual loss rate increases by 0.1%, but the total maximum loss rate throughout the entire storage period shall not exceed 14%.

Article 3. Application of Loss Rates

Heads of national reserve units shall base their guidance and organization of implementation on the loss rates for salt in the national reserve (sand-dried salt) during importation, exportation, and storage preservation as prescribed in this Circular, without exceeding the stipulated limits.

Article 4. Organization of Implementation

1. This Circular takes effect from February 5, 2018.

2. The Director of the State General Reserve Corporation (the specialized agency managing the national reserve) and the Heads of relevant units responsible for managing salt in the national reserve shall be responsible for organizing the implementation of this Circular./.
