Article 1Approve the Master Plan for Construction of the Nghi Son Economic Zone, Thanh Hoa Province until 2025 with the main contents as follows:
1. Scope of Study:
The Nghi Son Economic Zone in Thanh Hoa Province has a total area of 18,611.8 hectares located in Tinh Gia District, Thanh Hoa Province, including 12 communes: Xuan Lam, Tinh Hai, Hai Yen, Mai Lam, Hai Thượng, Hai Ha, Nghi Son, Truc Lam, Truong Lam, Tung Lam, Tan Truong, Hai Binh in Tinh Gia District, with geographical boundaries defined as follows:
- South bordering Quynh Luu District, Nghe An Province;
- West bordering Nhi Thanh District;
- South bordering Quynh Luu District (Nghe An Province);
- North bordering Nguyen Binh and Binh Minh Communes (Tinh Gia District).
2. Nature of the Nghi Son Economic Zone:
- A comprehensive economic zone with multiple industries and sectors, focusing on heavy industry and basic industries such as oil refining and petrochemicals, high-grade steel production and processing, machinery manufacturing, automobile production and assembly, shipbuilding and repair, power generation, construction materials production, consumer goods production, processing and export... linked to the effective development and operation of the Nghi Son Seaport; operating under special preferential mechanisms; serving as a driving force for socio-economic development in Thanh Hoa Province and the Northern Central Region.
- An important industrial-city-tourism-service zone of Thanh Hoa Province and the Nam Thanh-North Nghe region; having its own boundaries and operational regulations.
3. Population and Land Scale:
a) Population scale:
- Current population in 2006: 80,600 people;
- By 2015: approximately 160,000 people;
- By 2025: approximately 230,000 people.
b) Land scale:
Total land area of the entire economic zone is 18,611.8 hectares, of which:
- Duty-free zone: with an area of 550 hectares.
- Customs-regulated zone: with an area of about 10,498 hectares, including:
+ Industrial construction land: with an area of about 2,965 hectares;
+ Seaport area: with an area of about 860 hectares;
+ Concentrated tourist land areas: about 350 hectares;
+ Residential land construction areas (resettlement, urban and rural residential areas): about 1,516 hectares;
+ Central areas: about 368 hectares, including service centers 121 hectares, specialized centers serving the entire economic zone 131 hectares, urban central areas land about 116 hectares;
+ Urban green space land: about 428 hectares;
+ Transportation land: 1,201 hectares;
+ Training land: 195 hectares (including 102 hectares of residential land for students and staff);
+ Golf course and recreational land: 330 hectares;
+ Landscape water body green space, ecological green space, etc.: about 2,121 hectares;
+ Development reserve land: about 100 hectares;
+ Land for key infrastructure projects: 40 hectares;
+ Public cemetery land: 25 hectares.
- Other land within the economic zone: with an area of about 7,563.8 hectares, including military land, hills, natural ecological green belts along rivers, river surfaces, lakes, forestry ecological green space...
4. Spatial Development Orientation:
a) Selection of land and direction of development:
- Coastal area from Bach Bang River mouth southward to the foot of Cu Da Mountain:
+ Focus on building and developing port systems and port services, enhancing the effectiveness of the Nghi Son Port system (comprising general ports and specialized ports) to serve the development of the economic zone, surrounding areas, and regions.
- Area north of Bach Bang River:
+ Favorable for concentrated urban development in the lower reaches of Bach Bang River, adjacent to National Highway 1A and north towards Cong Town, Tinh Gia District; combining residential distribution in the central urban area with some suburban residential clusters.
- Area south of Bach Bang River:
+ East of National Highway 1A, develop industrial zones, particularly heavy industries and basic industries such as oil refining, cement, thermal power, steel production... requiring large-scale maritime transportation;
+ West of National Highway 1A: develop multi-industry zones such as machinery, automobile and motorcycle assembly; paper, commercial concrete, food processing industries, especially post-petrochemical industries.
- Hill and mountain area west:
Combine hill and mountain systems, lakes to develop entertainment and resort areas connected with natural scenery and ecosystems.
- Island sea area:
+ Develop eco-tourism on Nghi Son Island;
+ Exploit the Me Island area, combining economic development with national defense, emphasizing environmental protection.
b) Functional Zoning:
The Nghi Son Economic Zone includes two main functional zones: the Duty-Free Zone (non-customs regulated) and the Customs-Regulated Zone.
- Duty-Free Zone:
The duty-free zone covers an area of about 550 hectares, closely integrated with the seaport, including:
+ Port and hinterland area about 50 hectares;
+ Financial center, service center, management center, product promotion and display center, entertainment area covering about 100 hectares;
+ Export processing zone and recycling industry area covering about 320 hectares;
+ Transportation land within the duty-free zone about 80 hectares.
- Customs-Regulated Zone includes:
+ Port area: with a land area of about 860 hectares and water surface area of about 1,460 hectares, including:
. Southern Port Area: land area of about 460 hectares and marine exploitation area of about 410 hectares, capable of receiving ships up to 50,000 tons; annual cargo handling capacity of the port is 55 million tons;
. Northern Port Area on Nghi Son Island: potential port development area, land area of about 400 hectares and marine exploitation area of about 1,050 hectares, capable of receiving ships from 50,000 to 70,000 tons.
. Me Island Port Area: with an area of about 500 hectares, capable of receiving ships from 100,000 to 300,000 tons.
- Industrial Zones:
The land area for industrial development until 2025 is about 2,965 hectares, including industrial zones:
+ Eastern Area of National Highway 1A:
. Petrochemical industrial zone: with an area of approximately 550 hectares (excluding oil pipeline corridors and port areas), located in Mai Lam and Hai Yen communes;
. Shipbuilding and new ship construction industrial zone: with a scale of about 65 hectares; located in the southern part of Nghi Son island;
. Nghi Son thermal power plant: capacity of 1,800 MW, total land area for the plant and ash disposal site is 255 hectares, located in Hai Ha commune;
. Metallurgical industrial zone: with an area of approximately 255 hectares, located in Hai Ha and Hai Thượng communes;
. Nghi Son cement factory: with a total area of approximately 110 hectares, including 40 hectares for the factory construction and 70 hectares for auxiliary areas;
. Multi-industry industrial zone: total land area of approximately 345 hectares, located in Mai Lam commune;
. Fuel storage area: total land area of approximately 60 hectares, located in Hai Ha commune.
+ Western area of National Highway 1A:
Multi-industry industrial zones: total land area of approximately 1,020 hectares belonging to Tan Truong, Tung Lam, and Truong Lam communes; including the Cong Thanh cement factory with an area of approximately 63 hectares; other industries covering 768 hectares; material industry and mineral extraction areas approximately 189 hectares;
+ Small-scale industrial facilities scattered currently have approximately: 30 hectares;
+ Land reserved for development until 2015: in the hilly areas of Hai Yen, Hai Thượng, Mai Lam, and Tung Lam communes, approximately 470 hectares.
- Urban area:
In addition to commercial and service centers already arranged within the bonded zone, the customs zone is expected to be organized as follows:
+ Administrative center: with an area of approximately 20 - 30 hectares, built along the main road facing the Lach Bang river area;
+ Commercial and service center, cultural and sports center: with an area of approximately 60 hectares, located in the northern part of Truc Lam commune;
+ Urban residential areas: combining the construction of new urban areas with the renovation and upgrading of existing residential clusters in Truc Lam, Hai Binh, and Xuan Lam communes; housing types include diverse architectural styles: high-rise buildings, garden houses, villas, linked houses...;
- Medical and educational facilities: distributed reasonably within the specific planning of residential areas.
- Tourism and service areas:
+ Nghi Son Island Tourist Area: with an area of 100 hectares, including various service forms such as restaurants, hotels, and high-end entertainment;
+ Tran Lam Ecotourism Resort at Khe Nhoi Lake, with an area of approximately 250 hectares;
+ Golf Course, Hotel, and Ecotourism Area in Tan Truong commune, with an area of approximately 330 hectares;
+ Marine Ecotourism Area in the Me Island region.
- Parks and green spaces: including recreational areas, central flower gardens, and ecological green belts along rivers and coasts, occupying approximately 20% - 25% of the total planned area of the Economic Zone;
- Industrial Service Areas: with a total area of approximately 50 hectares, located in the center of industrial zones;
- Training and Vocational Education Center, consisting of two areas:
+ The detailed-planned area within the new Nghi Son urban area, with a scale of 25 hectares;
+ The newly proposed construction area with a size of 170 hectares, including approximately 40 hectares for school construction, located in the southern part of Khe Tuong Lake in Tan Truong commune;
- Residential Clusters outside the Urban Area:
Apart from residential areas in the new urban center, some clusters in Truong Lam, Tan Truong, Tung Lam communes, and the northern part of Nghi Son Island will be retained; combined with mixed settlement and improvement, economic and social infrastructure systems will be upgraded;
+ Form resettlement areas to serve land clearance work, stabilize residents' lives according to their professions when suitable professions cannot be transferred, vocational training and job transition for appropriate age groups; improve and stabilize the living standards of people in these areas;
+ For rural residential areas that remain unchanged, measures to improve living conditions should be implemented (renovate technical infrastructure projects, invest in building social infrastructure projects, create employment opportunities for those of working age);
c) Architectural Planning Layout and Natural Landscape Protection
To maintain, protect, restore, and exploit scenic spots, the following measures should be implemented:
- Partially leveling the ground in investment and construction areas without disrupting natural landscapes;
- Protecting marine ecosystems, wetlands, and paddy fields, improving and supplementing various suitable tree species for urban and tourism purposes;
- Reasonably exploiting the coastline, transforming flooded areas, high mountains, riverbanks, and lake areas into green zones and attractive tourist spaces.
5. Orientation for Technical Infrastructure Development
a) Transportation:
- External transportation:
+ Air transport: constructing a civilian airport of Class II in Quang Loi commune, Quang Xuan district, with an area of approximately 300 hectares;
- Railways:
+ The section passing through the western industrial zone of National Highway 1A will be rerouted westward, approaching the expressway and North-South high-speed railway system;
+ Upgrading and expanding the Khoa Truong station into a central station;
+ Constructing a railway line connecting the non-tariff zone and Nghi Son port with the national railway network;
- Waterways:
Phase 2015:
+ Investing and completing the southern Nghi Son island integrated port;
+ Investing in and constructing the northern Nghi Son port to directly serve the petrochemical, cement, and non-tariff zones;
+ Investing in the crude oil import port on Me Island;
Phase after 2015:
+ Completing the investment and construction of the northern Nghi Son island port;
+ Continuing to invest in the Me Island port, combining economic and defense activities;
- Roadways:
+ Constructing the western expressway parallel to the current National Highway 1A;
+ Completing the connection between Nghi Son and the Ho Chi Minh highway, including adjusting the section from km 0 + 00 to km 4 + 661 to align with the overall planning of the Nghi Son Economic Zone;
+ Constructing the connection from Nghi Son port to Quynh Luu - Nghe An;
+ Upgrading and expanding the National Highway 1A section passing through the Nghi Son Economic Zone to meet the standards of a secondary urban road;
- Local transportation:
+ The main transportation system includes north-south axes connecting the central urban area to industrial zones and Nghi Son port, east-west axes connecting Nghi Son port to the expressway, with red-line boundaries of 40 - 80 meters;
+ Inter-zone routes with boundaries of 48 - 60 meters;
+ Local routes with red-line boundaries of 22.5 - 27 meters.
+ Road corridors serving eco-tourism areas shall have a red-line width of 14 meters;
+ Intersections of main road axes (East-West, North-South) with external traffic shall be designed for grade-separated intersections.
- Parking facilities system:
+ An international bus station shall be located near the Khoa Truong railway station. The anticipated area is approximately 6 hectares;
+ A long-distance vehicle parking center for north-south transportation shall be situated in the green area near Mount of Village Truong Thanh, Tung Lam Commune, with an anticipated area of about 6 hectares;
+ Bus stops and parking lots shall be arranged according to detailed planning.
b) Water supply:
- Water usage standards:
+ Domestic water supply standard until 2015: 100 liters/person/day-night, provided to 85% of the population; until 2025: 120 liters/person/day-night, provided to 95% of the population.
+ Tourist water supply standard: 300 liters/person/day-night.
+ Industrial and high-tech water supply standard: 20 - 30 cubic meters/ha/day-night.3/day-night; until 2025 it will be 140,000 cubic meters
/day-night.3- Water source: mainly from Lake Yen My to Lake Dong Chua, after 2015, additional water sources will be supplemented from Lake Song Muc.3a) An application form for extension or amendment of the permit;
- Water supply facilities:
+ Raw water pumping station: constructed at Lake Yen My then pumping raw water to Lake Dong Chua and Kim Giao Lake;
+ Water treatment plant: constructing water treatment plants at Lake Dong Chua to serve the southeastern part of National Highway 1A, capacity: 90,000 cubic meters
/day-night; water treatment plant at Kim Giao Lake to serve the western part of National Highway 1A, capacity: 50,000 cubic meters3/day-night; the northern part uses water from the water treatment plant of Cong Town with current capacity of 5,000 cubic meters3/day-night which will be increased to 15,000 cubic meters3- Stormwater drainage system:3a) An application form for extension or amendment of the permit;
+ Selecting separate stormwater drainage systems, main drainage routes using circular culverts, branch drainage outside urban areas using open ditches or covered ditches with grates;
+ Main drainage direction: draining into the Tuong Cung River, House River, Cau Lau River, Cau Ho River, Yen Hoa River, and Bang River, then discharging into the East Sea.
c) Power Supply:
- Power supply standards:
+ Residential power supply: initial phase 350 watts/person; long-term 500 watts/person;
+ Industry: multi-sector: 200 kilowatts/ha, heavy industry: 300 kilowatts/ha; warehouses, ports: 50 - 150 kilowatts/ha; urban centers: 120 kilowatts/ha;
- Power source: utilizing the national power grid supplied from the 220kV substation at Cau Lau, Truong Lam Commune.
d) Wastewater Drainage:
- Standards and demand:
+ Wastewater discharge standards are equivalent to clean water supply standards.
+ Total wastewater generated by each stage.
Until 2015: 58,806 (cubic meters/day-night);
Until 2025 approximately 85,140 (cubic meters/day-night).3- Wastewater Treatment:
+ Treating wastewater for industrial clusters and urban residential areas.3+ Wastewater drainage system: within the economic zone, there are two drainage systems: industrial wastewater drainage system and urban wastewater drainage system.
+ Industrial wastewater is cleaned in two stages:
. Initial treatment in factories to meet Class C standards according to TCVN 5945 - 2005;
. Secondary treatment at centralized wastewater treatment stations in industrial zones to meet Class B standards according to TCVN 5945 - 2005 before being discharged into the environment.
+ Constructing six wastewater treatment stations, divided by region.
e) Environmental Sanitation:
- Solid waste:
+ Household solid waste: collected centrally, waste needs to be sorted at the source into non-organic solid waste for recycling and organic solid waste for landfill at the common solid waste disposal site;
+ Industrial solid waste: must be sorted immediately at the source, recovered and reused. Non-reusable solid waste transported out and dumped into the landfill along with household waste. Hazardous solid waste requires special handling plans;
+ Medical waste: classified as hazardous waste, must be incinerated to meet standards;
+ Solid Waste Disposal Site (SWDS): household solid waste sent to the SWDS of Tinh Gia District (north of the study area). Industrial solid waste sent to the SWDS in Truong Lam Commune. Within the disposal site, a separate area for hazardous industrial waste landfill is allocated. The scale of the SWDS is approximately 60 hectares.
- Cemeteries:
+ Closing, isolating with green belts, then relocating scattered cemeteries within the Economic Zone to designated areas:
+ Cemetery on the slope of Mountain Rang Cua in Hai Ha Commune, area around 8 - 12 hectares;
+ Cemetery on the slope of Mountain Xuoc in Hai Thuong Commune, area around 15 - 20 hectares;
- Planning two new cemeteries: cemetery of Tinh Gia District (northwest of the Economic Zone) where crematoriums will be built in the future to serve about 30% of the urban population and a new cemetery in Truong Lam Commune (south of the area), each with a scale of 30 hectares;
- Relocated cemeteries will be transferred to the cemetery in Truong Lam Commune and other areas as planned.
e) Postal and Telecommunications:
- The main signal source will be taken from the Nghi Son switchboard, transmitted through trunk lines to provide services to the design area;
- By 2025: Nghi Son Economic Zone will reach 115,000 subscribers, achieving a subscriber density of 50 units/100 people. It is necessary to expand the capacity of the Nghi Son switchboard and build satellite switchboards. Establishing a provincial information center in the Nghi Son Economic Zone;
- Optical cable transmission, continuing to invest in new optical cable lines and completing loop circuits;
- Peripheral network: continuing to construct and expand trunk cables and branch cables in the coming period to meet the subscriber growth rate as well as match the economic growth rate;
- Mobile network: ensuring service supply to meet the information needs of residents as well as the Economic Zone's requirements.
6. First-phase construction planning until 2015:
a) Objectives of the first-phase planning
The first-phase construction planning aims to exploit advantages under the most favorable conditions to develop foundational and breakthrough facilities.
- Preparing detailed planning for functional zones;
- Investing in human resource development for the Nghi Son Economic Zone;
- Investment projects for socio-economic infrastructure construction in the Nghi Son Economic Zone and functional zones.
b) Scale of the first-phase planning
- Investment in developing human resources for the Nghi Son Economic Zone;
- Projects to invest in constructing socio-economic infrastructure for the Nghi Son Economic Zone and its functional areas.
b) Scale of the initial planning phase
- Population scale: approximately 160,000 people, including about 120,000 residents in new urban areas (including residents of existing villages within new urban areas), about 19,000 residents of existing villages undergoing renovation, and approximately 20,000 other population components such as: resident students, military personnel, transient visitors, daily laborers from nearby areas (pendulum workers)...;
- Urban construction land scale: approximately 6,691 hectares.
c) Forming and developing functional zones:
- Investing in building resettlement areas:
Projects for constructing resettlement areas to provide new housing for households affected by relocation and compensation in the Nghi Son Economic Zone, including: Truc Lam Resettlement Area, resettlement area in Tien Phong Commune, Hai Binh District, resettlement area at the Nghi Son Industrial Park in the southeast of Dò Bè Drain, Binh Minh Commune, and preparing to invest in some resettlement areas in Tan Truong and Truc Lam Communes to serve land clearance, construction of Lam Lam projects, and infrastructure within the economic zone...;
+ Developing industrial zones: including the Oil Refining Zone, Thermal Power Plant Zone, Steel Industry Zone; Shipbuilding and Automobile Assembly Industrial Zone, and other industries;
+ Developing tourism and entertainment zones:
. Nghi Son Ecotourism Island Zone, with a scale of 100 hectares;
. Golf Course Zone, with a scale of 330 hectares;
. Ecotourism spots on Bach Bang River.
+ Professional Education Center Zone: to be built in the new urban area of Nghi Son, with a scale of 25 hectares.
+ Developing urban residential zones:
. Constructing part of the new urban area of Nghi Son, which includes a complete urban center system such as: the city-wide administrative center, medical center, sports center, service centers...;
. South Bach Bang River Urban Area (Hai Binh), Western Urban Area, and resettlement areas.
Article 2. The People's Committee of Thanh Hoa Province directs the Management Board of the Nghi Son Economic Zone:
- To organize the announcement and management of construction according to the Master Plan for Construction of the Nghi Son Economic Zone until 2025 as prescribed by law.
- To implement detailed planning and investment development projects for the Nghi Son Economic Zone in accordance with the approved construction plan and current relevant legal documents.
Article 3. This Decision shall take effect from the date of signing.
The Minister of Construction and other Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairman of the People's Committee of Thanh Hoa Province, Director of the Management Board of the Nghi Son Economic Zone, and related organizations and individuals are responsible for implementing this Decision./.
