Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Action Program of the Government implementing Resolution No. 07-NQ/TW dated November 27, 2001 of the Politburo on international economic integration (issued together with Decision No. 37/2002/QĐ-TTg dated March 14, 2002 of the Prime Minister);

At the request of the Minister of Home Affairs,

DECISION:

Article 1. Approving the Plan for Training and Capacity Building of Human Resources for International Economic Integration during the Period of 2003-2010 (issued together with this Decision).

Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairman of the National Committee for International Economic Cooperation, Chairmen of People's Committees of provinces and centrally-run cities shall be responsible for implementing this Decision.

TRAINING AND CAPACITY BUILDING OF HUMAN RESOURCES FOR INTERNATIONAL ECONOMIC INTEGRATION PERIOD 2003-2010

International economic integration has entered a crucial phase with the implementation of international commitments, directly affecting the country's economic and social development goals. Resolution No. 07-NQ/TW dated November 27, 2001 of the Politburo on international economic integration clearly outlines a specific task of "strengthening training activities for human resources." In their action programs, the Government has assigned relevant ministries and sectors to develop plans for training human resources for international economic integration.

In recent times, ministries, sectors, and localities have made initial efforts in training and capacity building for cadres participating in international economic integration, such as disseminating and implementing the Party and State’s policies on international economic integration, knowledge of international law, international trade agreements, and some specific skills serving negotiation processes, organizing conferences, seminars, etc. These training and capacity-building activities have contributed to equipping basic and necessary knowledge to meet the immediate requirements of international economic integration work.

However, the training and capacity-building of human resources for international economic integration in recent times still face many difficulties and limitations. The content of training and capacity-building mainly focuses on disseminating general policies and spreading basic knowledge about the world market, international law, trade agreements including the Vietnam-U.S. Trade Agreement, and some specific skills in response to the requirements of international economic integration work. The content, program, textbooks, and teaching materials for training and capacity-building are not consistent, lack synchronization, and do not delve deeply into specific skills and techniques. The level of teachers teaching international economic integration programs is limited. The organization of training and capacity-building lacks a unified plan, remains scattered depending on each ministry and sector. Therefore, to accelerate the process of international economic integration in the coming time, it is necessary to have a focused plan to train and build a team of participants in this work from central to local levels, across various industries and fields of international economic integration.

I. OBJECTIVES, TARGETS, CONTENT, AND FORMS OF TRAINING AND CAPACITY BUILDING

1. Objectives.

Training and capacity building to ensure that by 2010 there will be a cadre of personnel engaged in international economic integration who are proficient in business operations, foreign languages, knowledgeable about international law, and capable of meeting the requirements of international economic integration.

From 2003 to 2005, focus on developing a complete system of programs, textbooks, and materials on international economic integration to serve the training and capacity building of individuals involved in international economic integration work; train a cadre of teachers (including part-time teachers) to meet the requirements of training and capacity building for the cadre involved in international economic integration work; conduct planning, training, and capacity building for key cadres currently involved in international economic integration work and prepare for the subsequent phase.

During the period of 2006-2010, supplement, improve, and enhance the quality of training and capacity-building programs, textbooks, and materials; further improve the quality of the teaching staff; enhance the qualifications of individuals involved in integration through training and capacity building, and form a specialized force of experts in international economic integration across various fields.

2. Targets.

- Administrative officials working on international economic integration at ministries, sectors, and localities; managers of enterprises (state-owned, other economic sectors) and industry associations;

- Judicial positions, primarily lawyers and judges related to international economic integration work;

- Labor forces participating in integration, primarily export workers, factory workers of enterprises directly involved in import and export, and vocational school students;

- Managers, researchers, lecturers of research institutes and universities, colleges, and technical secondary schools, and students and pupils (potential cadres for international economic integration) trained in universities, colleges, and technical secondary schools in economics and engineering majors related to international economic integration.

3. Content.

a) Basic knowledge about international economic integration, including:

Policies, guidelines, and policies of the Party and State on international economic integration; Vietnam's international commitments on economic and trade cooperation; the world market and international law, laws of partners, the WTO legal system, ASEAN, and other multilateral organizations; bilateral trade agreements.

This is the content that needs to be widely disseminated among all those involved in international economic integration work.

b) Professional knowledge and skills in international economic integration specific to each field of participation.

Basic knowledge of international law, economic development, international trade; specialized professional skills, legislative drafting skills, economic and trade policy formulation, tools and measures to protect legitimate rights and interests of domestic enterprises, understanding of trade barriers of other countries, negotiation skills, information gathering on international markets; experience in resolving foreign trade disputes, intellectual property protection, etc.

In-depth knowledge of specialized professional integration into the international economy.

c) Supplementary contents include:

Computer science, foreign languages (mainly English), language and customs of countries with cooperative relations with Vietnam.

4. Training and Development Forms.

The training and development of human resources for international economic integration is organized in various forms: centralized, part-time; on-the-job training, training through work, field visits; training both within and outside the country.

II. IMPLEMENTATION SCHEDULE AND COSTS

1. Implementation Schedule.

a) Period 2003 - 2005.

Develop programs, textbooks, and training materials for individuals participating in international economic integration; train and develop teachers (including part-time teachers) and focus on training and developing those directly involved in international economic integration. Specifically:

- For administrative officials, enterprise managers, and industry association members participating in the integration process: provide basic knowledge training on international economic integration for 27,000 officials; provide professional training for 5,800 officials and in-depth training for 320 officials.

- For judicial positions: train 7,290 candidates for judicial positions, including 1,500 judges, 900 enforcement officers, 300 notaries, 90 arbitrators, and 4,500 lawyers. Provide advanced training for 8,210 officials in judicial positions, including 1,800 enforcement officers; 300 notaries; 110 arbitrators; 2,400 lawyers and 3,600 trial participants.

- For export labor and workers participating in integration: focus on training 1,200 export labor management officials; 150,000 export workers and the majority of production workers in enterprises directly involved in import and export activities; simultaneously, train 600,000 vocational school students.

- For technical staff and integration participants: provide integration knowledge training for 4,500 management, research, and teaching staff from research institutes and universities; expand the scale of high-quality engineering, bachelor's, and talented engineering programs at some universities; focus on training 4,500 or more students in key and advanced fields such as electronics, aerospace engineering, new materials, and information technology; train 25,000 software experts and 50,000 information technology staff; train 450,000 students in economics, business administration, law, etc.; train 30,000 vocational school students for labor export and supply to industrial zones.

b) Period 2006 - 2010.

Supplement, improve, and enhance the quality of training programs, textbooks, and materials towards specialization; improve the quality of the teaching staff; conduct advanced training and development for integration participants and form a team of integration experts across various fields. Specifically:

- For administrative officials, enterprise managers, and industry association members participating in integration: provide basic knowledge training on international economic integration for 26,500 people; provide advanced professional training for 2,900 people; provide in-depth training for 280 people.

- For judicial positions: train 17,000 candidates, including 2,500 judges and 12,500 lawyers; provide advanced training for 18,200 officials, including 5,100 trial participants and 12,500 lawyers.

- For workers and employees participating in international economic integration: provide international economic integration knowledge training for 600 export labor management officials and 200,000 export workers; train 1,600,000 vocational school students to participate in international economic integration.

- For technical staff and integration participants: provide international economic integration knowledge training for 7,500 management, research, and teaching staff from research institutes and universities; train between 250,000 and 350,000 students in economics, business administration, finance, banking, foreign trade, and law; train approximately 50,000 vocational school students for labor export and supply to industrial zones.

2. Implementation Costs.

The costs for implementing this plan will be sourced from state budget, enterprises, industry associations, projects, international and foreign organizations' funding, and the participants themselves.

III. IMPLEMENTATION STRATEGIES

- Conduct surveys and classify each group of international economic integration human resources to determine appropriate training programs and methods.

- Organize the development of a system of training programs, textbooks, and materials for international economic integration human resource training, including basic knowledge training programs on international economic integration and specialized professional training programs in relevant fields of ministries and sectors.

- Survey the current status of teaching staff (including part-time teachers) to develop plans for training and developing existing teaching staff in terms of content and teaching methods, and to train new teaching staff.

- Review, supplement, amend, and issue new regulatory legal documents on training and capacity building for officials and civil servants in general, and human resources participating in international economic integration in particular.

- Strengthen activities and coordination among agencies within the National Committee for International Economic Cooperation and with departments responsible for international economic integration within ministries, sectors, and localities in the work of training and capacity building for human resources for international economic integration.

- Enhance material infrastructure and teaching equipment for schools and centers involved in training and capacity building for officials in international economic integration.

- Diversify funding sources for training and capacity building for officials in international economic integration. State budget funds need to be focused on tasks such as developing programs and textbooks; training and capacity building for teachers; teaching and learning equipment; organizing courses for leadership training, expert training, excellent lawyers, and highly skilled workers.

- Strengthen international relations in the work of training and capacity building for officials in international economic integration. Significant funding should be allocated for sending officials participating in international economic integration to visit, survey, train, and enhance their skills abroad.

- Ministries, sectors, and localities need to closely coordinate in implementing the plan for training and capacity building for officials engaged in international economic integration work, with the Ministry of Trade, the Ministry of Justice, the Supreme People's Court, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Education and Training, the Ministry of Finance, and the Ministry of Planning and Investment playing a key role.

IV. IMPLEMENTATION

Based on this Plan:

1. The Ministry of Home Affairs shall take the lead and coordinate with relevant agencies to guide, organize inspections, monitor, urge the implementation of the plan, and regularly compile the situation to report to the Prime Minister; integrate various training and capacity building plans and programs for officials and civil servants into an overall program annually, guiding the training and capacity building tasks for human resources for international economic integration for ministries, sectors, and localities; develop and issue regulatory legal documents on training and capacity building for human resources for international economic integration work within its authority, or submit them to the Government and the Prime Minister for issuance; regularly organize mid-term reviews of the implementation of this plan.

2. The Ministry of Trade shall take the lead and coordinate with the Ministry of Home Affairs and relevant agencies to develop and implement the plan for training and capacity building for cadres and civil servants engaged in international economic integration work at central ministries, sectors, and localities; managers of state-owned enterprises (and other economic components), and industry associations.

3. The Ministry of Justice shall take the lead and coordinate with the Ministry of Home Affairs and relevant agencies to develop and implement the plan for training and capacity building for judicial positions under its management and training for judges of people's courts at all levels.

4. The Supreme People's Court shall take the lead and coordinate with the Ministry of Home Affairs and relevant agencies to develop and implement the plan for training and capacity building for judicial positions under its management.

5. The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with the Ministry of Home Affairs and relevant agencies to develop and implement the plan for training and capacity building for labor management officials, export workers; workers of enterprises directly involved in import and export, and vocational school students.

6. The Ministry of Education and Training shall take the lead and coordinate with relevant agencies to develop and implement the plan for training and capacity building for management officials, researchers, lecturers of research institutes and universities, colleges, and vocational schools, and students and pupils (as a source for officials engaged in international economic integration work).

7. The National Academy of Political Science Ho Chi Minh, training institutions of ministries, sectors, and localities, and universities and colleges have the responsibility to develop training programs, textbooks, materials, and train and build capacity for a team of teachers to teach international economic integration content.

8. The Ministry of Culture and Information, the Vietnam General Confederation of Labor, Vietnam Television, Voice of Vietnam, and related agencies shall develop plans and programs for public education and dissemination of general knowledge about international economic integration.

9. The Ministry of Finance shall take the lead and coordinate with the Ministry of Planning and Investment, the Ministry of Home Affairs, and relevant agencies to develop the budget plan and guide the mobilization and utilization of other funding sources to ensure the implementation of the training and capacity building plan for human resources for international economic integration work from 2003 to 2010.

Ministries, ministerial-level agencies, government agencies, provincial people's committees, and centrally-administered city people's committees shall base themselves on the Plan for training and capacity building for human resources for international economic integration work from 2003 to 2010, coordinate with relevant agencies to effectively implement this plan.
