CIRCULAR
Guidelines for the level of expenditure on creating electronic information

Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the State Budget Law;
Pursuant to Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government on the application of information technology in the activities of state agencies;
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
To meet practical requirements, the Ministry of Finance hereby provides guidelines for the level of expenditure on creating electronic information as follows:
Part I
GENERAL PROVISIONS
1. Scope of application:
This Circular applies to administrative agencies, public service units; other agencies and organizations using state budget funds to implement the creation of electronic information on computer networks at central ministries and agencies and localities.
Creating electronic information on computer networks means establishing databases and providing information on computer networks to transmit information, serving management work and professional activities of administrative agencies and public service units of the State. The results of creating electronic information must be approved by the head of the agency or unit before being put into use.
2. Scope of Application:
The levels of expenditure specified in this Circular shall apply to calculating costs for hiring individuals or organizations outside to perform tasks related to creating electronic information on computer networks.
Civil servants, public officials, and employees who work overtime to create electronic information on computer networks shall be paid overtime wages according to Circular Joint No. 08/2005/TTLT-BNV-BTC dated January 5, 2005 of the Ministry of Finance and the Ministry of Home Affairs guiding the implementation of wage systems for night work and overtime for civil servants, public officials, and employees.
Part II
SPECIFIC PROVISIONS
I. CONTENT OF EXPENDITURE:
1. Data entry;
2. Creating hypertext pages;
3. Creating electronic information based on existing data.
II. LEVEL OF EXPENDITURE:
1. For data entry work:
a) Structured data entry: Maximum expenditure level is 250 dong per field (or called item of information), within forms corresponding to different management indicators.
b) Unstructured data entry: Maximum expenditure level is 7,800 dong per page, equivalent to 46 lines x 70 characters per line (depending on actual pages and specific requirements for data verification), including data verification and proofreading. Format and presentation techniques follow the provisions of Circular Joint No. 55/2005/TTLT-BNV-VPCP dated May 6, 2005 of the Ministry of Home Affairs and the Office of the Government guiding the format and presentation techniques of documents.
2. For the task of creating hypertext pages (Web) which is a type of data described in Hypertext Markup Language (HTML), with the main function of allowing connections to other resources on the network. Hypertext pages have the following types:
a) Simple hypertext page: Mainly textual content aimed at presenting information. Maximum expenditure level is 7,800 dong per original A4 page converted into a hypertext page (unstructured text converted into hypertext, depending on complexity).
b) Complex hypertext page: Texts that utilize advanced features of Hypertext Markup Language, creating a user-friendly, aesthetically pleasing interface, easy to use, serving as a basis for users to efficiently search and use information. Maximum expenditure level is 28,100 dong (depending on the complexity of layout aesthetics, many images, use of advanced technologies, complex links).
The expenditure levels specified in paragraph a and paragraph b point 2 section II part II of this Circular do not include design interface and overall page structure costs.
3. For the creation of electronic information in foreign languages, the expenditure level may be increased by 10% to 30% compared to the specified levels.
3. For work involving the creation of electronic information in foreign languages or ethnic minority languages, the expenditure levels may be increased by 10% to 30% from the prescribed levels (excluding design interface and overall page structure costs).
5. For the creation of electronic information from existing paper-based data sources:
a) In cases where peripheral devices are used to scan existing paper data (converting printed text data into image file data), then specialized software is used to convert information from image files into text (with proofreading): the maximum expenditure level is equal to 15% of the unstructured data entry expenditure level specified in paragraph b point 1 section II of this Circular.
b) In cases where peripheral devices are used to digitize images and store them as a single file for possible integration into texts or hypertexts: the maximum expenditure level is equal to 1/3 of the expenditure level specified in paragraph a point 5 section II of this Circular.
Heads of units shall consider and decide on specific expenditure levels based on financial capacity and practical needs, ensuring they do not exceed the expenditure levels specified in this Circular. Based on the aforementioned specific expenditure decisions, heads of units may apply payment by volume for each workload. Payment by volume must be conducted transparently within the unit and reflected in the internal expenditure regulations of the unit.
III. MANAGEMENT AND USE OF EXPENSES:
Funds for this task are allocated in the annual state budget estimates of agencies and units. For 2007, central ministries and agencies and localities shall implement within the scope of the state budget estimates already assigned.
Settlement and finalization must comply with valid invoice and certificate regulations.
Part III
IMPLEMENTATION
This Circular takes effect 15 days after its publication in the Official Gazette and replaces Circular No. 111/1998/TT-BTC dated August 3, 1998 of the Ministry of Finance guiding the expenditure levels for creating electronic information under information technology.
Any difficulties encountered during implementation should be reported to the Ministry of Finance for research and resolution./.
