Pursuant to Article 48 and Article 50 of the Road Traffic Law dated June 29, 2001.
Pursuant to Decree No. 22/CP dated March 22, 1994 of the Government on the tasks, powers, responsibilities for state management and organizational structure of the Ministry of Transport.
Pursuant to Section 3, Article 3 and Section 4, Article 4 of Decree No. 86/CP dated December 8, 1995 of the Government on the division of responsibilities for state management of product quality.
Pursuant to Circular No. 1192/KCM-GTVT dated June 12, 1996 guiding the implementation of Decree No. 86/CP dated December 8, 1995 on the division of responsibilities for state management of product quality.
Considering the proposal of the Director of the Science and Technology Department, the Director of the Legal Affairs - Transportation Department, and the Director of the Vietnam Vehicle Inspection Bureau.

Article 1. Hereby promulgates with this Decision the "Temporary Regulations on the Quality Inspection of Imported Motorcycles and Motor Vehicles and Imported Engines Used for the Production and Assembly of Motorcycles and Motor Vehicles."
Article 2. This Decision takes effect 15 days from the date of publication in the Official Gazette.
Article 3. The Heads of the Ministry's Office, the Director of the Science and Technology Department, the Director of the Legal Affairs - Transportation Department, the Director of the Vietnam Highway Administration, the Director of the Vietnam Vehicle Inspection Bureau, the Directors of Provincial Departments of Transport and Public Works, and the Heads of relevant units shall be responsible for implementing this Decision./.
