OF THE MINISTRY OF FINANCE NO. 138/1998/TT-BTC OCTOBER 21, 1998 GUIDING THE ISSUANCE, MANAGEMENT, USE AND SETTLEMENT OF EXPENSES FOR THE POPULATION AND HOUSING CENSUS AT 00:00 ON APRIL 1, 1999
Pursuant to Decision No. 106/1998/QĐ-TTg dated June 9, 1998 of the Prime Minister on organizing the Population and Housing Census, after reaching consensus with the Central Steering Committee for the Population and Housing Census, the Ministry of Finance guides the contents of expenditure, issuance, management, use, and settlement of expenses for the Population and Housing Census at 00:00 on April 1, 1999 as follows:
I. GENERAL PROVISIONS:
- The expenses for the Population and Housing Census shall be guaranteed by the State budget and managed uniformly from central to local levels.
- The Central Steering Committee for the Population and Housing Census (hereinafter referred to as the Steering Committee) and all levels shall organize management, accounting, and settlement of expenses according to the current financial management system and specific provisions set forth in this Circular.
II. SPECIFIC PROVISIONS:
1. Content of expenditure:
The Population and Housing Census at 00:00 on April 1, 1998 shall cover the following expenditures:
- Publicity expenses.
- Printing and transportation expenses for survey forms, questionnaires, and guidance materials.
- Expenditure on printing survey forms, questionnaires, and guiding materials.
- Expenditure for drawing diagrams and compiling lists.
- Expenditure for census officers at the grassroots level.
- Data processing and result analysis expenses.
- Summary and award expenses.
- Expenditure for summary.
- Other related expenditures for the Population and Housing Census.
For the above expenditures, the Steering Committees at all levels shall implement the current financial expenditure regulations.
2. Regarding specific expenditure levels for census officers:
a. For civil servants participating in the Population and Housing Census, the expenditure regulations shall be applied according to the current financial expenditure regulations on travel expenses and conference fees stipulated by the Ministry of Finance.
b. For census officers not receiving state salaries, the expenditure regulations are specified as follows:
- Delegates not receiving state salaries who attend meetings and training sessions organized at the district level shall be entitled to a daily meal allowance of 15,000 VND; a maximum accommodation allowance of 40,000 VND per day for delegates staying overnight, provided that there is a receipt for the accommodation fee; and a travel subsidy of 7,000 VND per delegate for attending a training session from their commune to the district and returning, if the distance between the commune and the district is between 5km and 15km, and 15,000 VND per delegate if the distance exceeds 15km.
- Delegates not receiving state salaries who attend meetings and training sessions organized at the commune cluster level shall be entitled to a daily meal and travel allowance of 15,000 VND. If the delegate's residence is more than 15km away from the training location in plains, midlands, low mountains, and more than 10km away in high mountains, islands, remote areas, they will be entitled to an accommodation subsidy of 10,000 VND per day.
- Census officers conducting direct surveys at the grassroots level shall be entitled to a daily allowance of 15,000 VND to support food and rest expenses.
3. Preparation of the budget estimate:
Local Steering Committees at all levels shall prepare the budget estimates under their management and submit them to the higher-level Steering Committee. Provincial Steering Committees and Steering Committees of the Ministry of Foreign Affairs (for overseas surveys), the Ministry of Public Security, and the Ministry of National Defense shall prepare the budget estimates for the Population and Housing Census under their management and submit them to the Central Steering Committee.
The Central Steering Committee shall be responsible for consolidating the total budget estimate for the Population and Housing Census; and shall coordinate with the Ministry of Finance to submit it for approval by the Prime Minister.
4. Allocation of funds:
Based on the funds allocated for the Population and Housing Census by the Prime Minister, the Central Steering Committee shall take the lead and coordinate with the Ministry of Finance to allocate funds to the Steering Committees of provinces and centrally-administered cities, the Steering Committees of the Ministry of National Defense, the Ministry of Public Security, the Ministry of Foreign Affairs, and the Office of the Central Steering Committee for the Population and Housing Census.
Based on the funds allocated by the Central Steering Committee, the Steering Committees of provinces and centrally-administered cities shall allocate funds to the Steering Committees of districts, counties, and towns under their jurisdiction.
5. Issuance of funds:
Based on the budget estimate of the Central Steering Committee, the Ministry of Finance shall issue funds to the Central Steering Committee to transfer funds to the Steering Committees of provinces and centrally-administered cities and the Office of the Central Steering Committee according to the progress of implementation.
Based on the budget estimate of the Steering Committees of districts, counties, and towns under the province, the Steering Committees of provinces and centrally-administered cities shall transfer funds to the Steering Committees of districts, counties, and towns under their jurisdiction and the Office of the Steering Committee of the province (if any) to implement according to the progress of work.
At all levels, the Steering Committees may utilize the existing accounting and finance staff of the General Statistics Office from central to local levels to monitor, manage, and supervise the expenditure content, ensuring compliance with the purpose, target group, and prescribed regulations.
Specifically, for the funds allocated to the Steering Committees of the Population and Housing Census under the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Foreign Affairs, the Ministry of Finance shall issue funds directly to these Ministries based on the budget estimate of the Central Steering Committee which has been allocated to these agencies.
6. Inspection, settlement, and review of settlement of funds:
During the implementation process, the Steering Committees at all levels shall cooperate with the financial authorities at the same level to inspect and supervise the implementation of expenditure regulations for the Population and Housing Census.
After the completion of the Population and Housing Census, the Steering Committees at all levels shall promptly prepare comprehensive settlement reports on the funds used and submit them to the higher-level Steering Committee according to the current regulations.
The Central Steering Committee shall be responsible for inspecting and reviewing the settlement reports of the provincial and centrally-administered city Steering Committees, and consolidating the overall settlement report on the total census funds to submit to the Ministry of Finance, and cooperating with the Ministry of Finance in reviewing the settlement reports of the Population and Housing Census funds of the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Foreign Affairs.
The Ministry of Finance shall be responsible for inspecting and reviewing the comprehensive settlement report on the total census funds prepared by the Central Steering Committee, and cooperating with the Central Steering Committee in inspecting and reviewing the settlement reports of the Steering Committees at all levels.
7. The expenses for the Population and Housing Census at 00:00 on April 1, 1999 shall be recorded in Chapter 061, Category 13, Item 01, and corresponding sub-items according to the current State Budget Classification.
III. IMPLEMENTATION PROVISIONS:
This Circular takes effect fifteen days from the date of signature. The provisions herein shall apply only to the general population and housing census at 00:00 on April 1, 1999. During implementation, any difficulties should be reported to the Ministry of Finance and the Central Steering Committee for the General Population and Housing Census for consideration and resolution.
