Pursuant to the Inspection Ordinance dated April 1, 1990;
On the basis of Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decree No. 75/2003/NĐ-CP dated June 26, 2003 of the Government on the organization and operation of Postal, Telecommunications, and Information Technology Inspection;
Pursuant to the proposal of the Director of the Cadre and Civil Servant Department and the Inspector General of the Ministry of Posts and Telecommunications,
DECISION:
Article 1. This Decision promulgates the "Regulations on the tasks, powers, and working relationships of the postal, telecommunications, and information technology inspection system" attached hereto.
Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette. All previous regulations that conflict with this Regulation are hereby abolished.
Article 3. The Head of the Office, the Director of the Cadre and Civil Servant Department, the Inspector General of the Ministry, and the Heads of agencies and units under the Ministry of Posts and Telecommunications are responsible for implementing this Decision.

Chapter I GENERAL PROVISIONS
Article 1. Position and role of Postal, Telecommunications, and Information Technology Inspection
Postal, Telecommunications, and Information Technology Inspection is organized as a system within the organizational structure of the Ministry of Posts and Telecommunications, performing state inspection and specialized inspection functions regarding postal services, telecommunications, information technology, electronics, Internet, broadcasting transmission, radio frequency, national information infrastructure, and other areas within the scope of state management under the authority of the Ministry of Posts and Telecommunications (hereinafter referred to collectively as postal services, telecommunications, and information technology). Specialized inspection of postal services, telecommunications, and information technology is an essential function in state management by the Ministry of Posts and Telecommunications, serving as a means to ensure legal compliance, strengthen discipline in management; ensuring strict implementation of laws on postal services, telecommunications, and information technology. Within their functional, task, and power scope, agencies and units under the Ministry of Posts and Telecommunications have the responsibility to organize inspections and checks on the compliance with laws on postal services, telecommunications, and information technology throughout society.
Article 2. Scope of Regulation
This Regulation specifically stipulates the tasks, powers, and working relationships of inspection organizations as provided in Article 4 of Decree No. 75/2003/NĐ-CP dated June 26, 2003 of the Government on the organization and operation of Postal, Telecommunications, and Information Technology Inspection.
Article 3. Applicability
This Regulation applies to:
a) Agencies performing state management functions of the Ministry of Posts and Telecommunications, and inspection organizations within the Postal, Telecommunications, and Information Technology Inspection system;
b) Inspection objects as specified in Article 2 of Decree No. 75/2003/NĐ-CP dated June 26, 2003 of the Government on the organization and operation of Postal, Telecommunications, and Information Technology Inspection.
Article 4. Organizational System of Postal, Telecommunications, and Information Technology Inspection
1. Organizational system:
a) Postal and Telecommunications Inspectorate, headquartered in Hanoi;
b) Postal and Telecommunications and Information Technology Inspectorate Region I, headquartered in Hanoi;
c) Postal and Telecommunications and Information Technology Inspectorate Region II, headquartered in Ho Chi Minh City;
d) Postal and Telecommunications and Information Technology Inspectorate Region III, headquartered in Da Nang;
đ) Postal and Telecommunications and Information Technology Quality Management Inspectorate, headquartered in Hanoi;
e) Radio Frequency Inspectorate, headquartered in Hanoi.
2. Inspection organizations within the Postal, Telecommunications, and Information Technology Inspection system shall have separate seals and accounts according to the names prescribed in Clause 1 of this Article.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. All previous provisions that conflict with this Regulation are hereby abolished.
Chapter II DUTIES AND POWERS OF THE INSPECTION ORGANIZATIONS FOR POSTS AND TELECOMMUNICATIONS AND INFORMATION TECHNOLOGY
Section 1 Inspection of the Ministry of Posts and Telecommunications
Article 5. Duties and powers of the Inspection of the Ministry of Posts and Telecommunications
1. To take the lead or participate in drafting legal normative documents on inspection work, administrative violation handling, complaints, and reports regarding posts, telecommunications, and information technology, and anti-corruption efforts within the sector.
2. To develop annual inspection and supervision programs and plans for submission to the Minister for approval and implementation after the Minister's endorsement.
3. To direct, guide, and inspect the heads of agencies and units under the Ministry’s state management authority in implementing legal provisions concerning inspection work; inspection programs, plans, and operations of subordinate inspection organizations.
4. To inspect and supervise the execution of assigned tasks, responsibilities, policies, and laws by agencies, units, and individuals directly managed by the Ministry.
5. To inspect and supervise compliance with laws regarding public services managed by the Ministry of Posts and Telecommunications and the state capital in enterprises with state participation operating in the posts, telecommunications, and information technology sectors under the Ministry’s management as stipulated by law.
6. To inspect the compliance with laws by the state, procedures, regulations, and provisions of the Ministry of Posts and Telecommunications for state agencies, economic and social organizations, and citizens nationwide within the scope of the Ministry’s state management authority.
7. To propose to the Minister of Posts and Telecommunications to recommend to the Minister, the head of the equivalent ministry managing other sectors to suspend the enforcement or amend and abolish regulations issued by those ministries and equivalent agencies that conflict with legal normative documents on posts, telecommunications, and information technology; to report to the Minister of Posts and Telecommunications to suspend enforcement and request
8. To temporarily suspend or stop actions violating laws on posts, telecommunications, and information technology by agencies, organizations, and individuals who have or are at risk of causing damage to state interests, rights, and legitimate benefits of organizations and citizens.
9. To handle administrative violations concerning breaches of laws on posts, telecommunications, and information technology according to the specialized inspection authority prescribed in the Administrative Violation Handling Decree dated July 2, 2002, and other legal provisions on administrative violation handling.
10. To assist the Minister in citizen reception and complaint resolution, anti-corruption work, including receiving complaint letters; verifying and concluding cases; and recommending measures for complaint resolution to the Minister in accordance with legal provisions.
11. To advise the Minister on issues related to inspection work; to identify and advise the Minister on matters requiring revision, supplementation, or issuance of appropriate regulations to meet the Ministry’s state management requirements.
12. To provide guidance and training on inspection operations, specialized inspection work in posts, telecommunications, and information technology, and people's inspection operations for the inspection staff, cooperating members, and heads of units under the Ministry’s management. To coordinate with relevant agencies and units to promote and guide the implementation of laws on inspection, complaints, reports, and anti-corruption.
13. To serve as the liaison of the Ministry of Posts and Telecommunications in relations and coordination with central and local law enforcement agencies and state inspection organizations to resolve cases involving violations of laws on posts, telecommunications, and information technology.
14. To perform tasks as prescribed in Articles 9 and 14 of the Inspection Ordinance, and other tasks assigned by the Minister of Posts and Telecommunications and the General Inspector of the State.
Article 6. Tasks and Authorities of the Inspector General of the Ministry of Posts and Telecommunications
1. Deciding to establish inspection teams or assigning inspectors to conduct inspections, audits, and re-inspections of organizations and individuals engaged in postal, telecommunications, and information technology activities.
2. Temporarily suspending or revoking decisions made by heads of units directly under the Ministry's management that are incorrect regarding inspection work.
3. Warning or temporarily suspending the work of inspected subjects within the Ministry’s jurisdiction when they intentionally obstruct inspection tasks; if the subject is outside the Ministry’s jurisdiction, report and propose the competent authority to decide.
4. Suspend, temporarily suspend, or recommend the competent authority to suspend operations of organizations, enterprises, and individuals if there is sufficient evidence indicating that their activities violate laws on postal services, telecommunications, and information technology.
5. Temporarily suspend or recommend the competent authority to suspend implementation or revoke decisions made by agencies, organizations, and enterprises if such decisions contravene laws on postal services, telecommunications, information technology, and inspection.
6. Based on inspection conclusions, recommend the competent authority to handle violations by organizations and individuals according to the law.
7. Decide on administrative penalties within the authority stipulated in Clause 3, Article 38 of the Administrative Violation Handling Ordinance dated July 2, 2002, Clause 3, Article 5 of Decree No. 75/2003/NĐ-CP dated June 26, 2003 of the Government on the organization and operation of Inspection of Postal Services, Telecommunications, and Information Technology, and other related legal documents; propose relevant state management agencies to impose administrative penalties for violations within their areas of management.
8. Perform other authorities prescribed in Article 15 of the Inspection Ordinance.
Section 2 Inspection of the Postal, Telecommunications, and Information Technology Administration Region
Article 7. Tasks and Authorities of the Inspector of the Postal, Telecommunications, and Information Technology Administration Region
1. Develop annual inspection and audit programs and plans concerning postal, telecommunications, and information technology within the region's state management scope, submit to the Director for approval after obtaining the agreement of the Inspector General of the Ministry.
2. Inspect and audit compliance with state laws and regulations of the Ministry of Posts and Telecommunications on postal, telecommunications, and information technology; compliance with legal provisions on production, purchase, sale, import, and export of specialized equipment under the Ministry's state management authority for agencies, organizations, and individuals within the region's scope and management authority.
3. When requested, be responsible for participating in inspection and audit teams of the Ministry Inspectorate, Radio Frequency Spectrum Inspectorate, Postal and Telecommunications Quality Management Inspectorate, and Information Technology within the region's management scope.
4. Coordinate with relevant state agencies to conduct inspections, audits, detect, prevent, and handle violations of laws related to postal, telecommunications, and information technology within the region's management scope.
5. Inspect and audit cases assigned by the Director of the Postal, Telecommunications, and Information Technology Regional Administration or the Inspector General of the Ministry.
6. Propose the Director to resolve issues related to inspection work. If the proposal is not accepted, have the right to reserve and report to the Inspector General of the Ministry for consideration and resolution.
7. Apply preventive measures as stipulated in Article 46 of the Administrative Violation Handling Ordinance dated July 2, 2002, and impose administrative penalties for violations of postal, telecommunications, and information technology within the region's management scope and authority according to the following principles:
a) For cases involving administrative penalties for frequency, radio wave transmission equipment, or quality management violations, notify the Radio Frequency Spectrum Administration or the Postal and Telecommunications Quality Management Administration immediately after issuing the penalty decision to coordinate monitoring.
b) For complex administrative violations involving radio frequency or quality requiring technical equipment to accurately determine the violation and its severity, request the specialized management agency (specifically the Frequency Control Centers or Quality Management Sub-Offices) to conduct testing for handling violations or immediately transfer case files to corresponding specialized management agencies for handling and report to the Ministry Inspectorate.
c) For administrative violations exceeding the authority to impose penalties of the Postal, Telecommunications, and Information Technology Regional Administration Inspectorate, immediately transfer case files to the Ministry Inspectorate or the People's Committee of the province or centrally-administered city for administrative penalties.
8. Assist the Director in organizing citizen reception work, handling complaints and reports from units and individuals directly managed by the Administration; verify, conclude, and propose the competent authority to resolve complaints, reports, and disputes over postal, telecommunications, and information technology within the region's management scope.
Article 8. Duties and Authorities of the Inspector General of the Postal, Telecommunications, and Information Technology Inspection Bureau in Regions
1. The Inspector General of the Postal, Telecommunications, and Information Technology Inspection Bureau in Regions shall have the duties and authorities stipulated in Clauses 1, 4, 5, and 6 of Article 6 of this Regulation within the scope and administrative management authority of the Bureau.
2. To decide on the handling of administrative violations related to postal services, telecommunications, and information technology within the managed area in accordance with the law.
Section 3 Inspection of the Frequency Spectrum Management Bureau
Article 9. Duties and Authorities of the Inspector of the Frequency Spectrum Management Bureau
1. To develop annual inspection and supervision programs and plans regarding the specialized administrative management field of the Bureau for approval by the Bureau Director after obtaining the agreement of the Inspector General of the Ministry.
2. To take the lead in inspecting and supervising the compliance with laws and regulations of the Ministry of Posts and Telecommunications concerning frequency spectrum, transmission and broadcasting, satellite orbits, and electromagnetic compatibility for organizations and individuals nationwide.
3. When requested, to be responsible for participating in inspection and supervision teams of the Ministry Inspectorate, the Postal, Telecommunications, and Information Technology Inspection Bureau in Regions, and the Postal, Telecommunications, and Information Technology Quality Management Bureau Inspectorate.
4. To inspect and supervise cases assigned by the Frequency Spectrum Management Bureau Director and the Inspector General of the Ministry.
5. To propose solutions to the Bureau Director for issues related to inspection work. In case the proposal is not accepted, there is the right to reserve and report to the Inspector General of the Ministry for consideration and resolution.
6. To coordinate with relevant state agencies to conduct inspections, detect, prevent, and handle violations of laws related to the management and use of frequency spectrum and radio wave transmitting equipment.
7. To apply preventive measures as prescribed in Article 46 of the Administrative Offense Handling Decree dated July 2, 2002, and to impose administrative penalties for violations in the management and use of radio wave transmitting and receiving equipment and frequency spectrum within the Bureau's administrative management authority; In cases where administrative offenses require higher-level penalties than those authorized to the Bureau Inspectorate, immediately transfer the file to the Ministry Inspectorate for administrative penalty proceedings.
8. To assist the Bureau Director in organizing citizen reception work, handling complaints and reports from units and individuals under direct management of the Bureau; to examine, verify, conclude, and propose to competent authorities the resolution of complaints, reports, and disputes in the Bureau's management domain according to the law.
Article 10. Duties and Authorities of the Inspector General of the Frequency Spectrum Management Bureau
1. The Inspector General of the Frequency Spectrum Management Bureau shall have the duties and authorities stipulated in Clauses 1, 4, 5, and 6 of Article 6 of this Regulation within the scope and administrative management authority of the Bureau.
2. To decide on the handling of administrative violations related to frequency spectrum and radio wave transmitting equipment in accordance with the law.
Section 4 Inspection of the Postal, Telecommunications, and Information Technology Quality Management Bureau
Article 11. Duties and Authorities of the Inspector of the Postal, Telecommunications, and Information Technology Quality Management Bureau
1. To develop annual inspection programs and plans regarding quality management of postal services, telecommunications, and information technology for approval by the Bureau Director after obtaining the agreement of the Inspector General of the Ministry.
2. To take the lead or coordinate with relevant state agencies to conduct inspections and supervisions on compliance with laws and regulations of the Ministry of Posts and Telecommunications concerning quality management: products, equipment, construction projects, networks, network connections, postal, telecommunications, electronic, information technology, and Internet services for organizations and individuals nationwide.
3. To apply preventive measures as prescribed in Article 46 of the Administrative Offense Handling Decree dated July 2, 2002, and to impose administrative penalties for violations in the administrative management of quality: products, equipment, construction projects, networks, network connections, postal, telecommunications, electronic, information technology, and Internet services within the Bureau's administrative management authority; In cases where administrative offenses require higher-level penalties than those authorized to the Bureau Inspectorate, immediately transfer the file to the Ministry Inspectorate for administrative penalty proceedings.
4. When requested, to be responsible for participating in inspection and supervision teams of the Ministry Inspectorate, the Frequency Spectrum Management Bureau Inspectorate, and the Postal, Telecommunications, and Information Technology Inspection Bureau in Regions.

To assist the Bureau Director in organizing citizen reception work, handling complaints and reports from units and individuals under direct management of the Bureau; to examine, verify, conclude, and propose to competent authorities the resolution of complaints, reports, and disputes in the Bureau's management domain according to the law.
Article 12. Duties and Authorities of the Inspector-in-Charge of the Postal Quality Management Department, Telecommunications and Information Technology
1. The Inspector-in-Charge of the Postal Quality Management Department, Telecommunications and Information Technology shall have the duties and authorities stipulated in Clauses 1, 4, 5, and 6 of Article 6 of this Regulation within the scope of the State management authority of the Department.
2. To decide on administrative violations related to postal quality, telecommunications, and information technology management according to the provisions of the law.
Section 5 Positions and Titles within the Postal, Telecommunications, and Information Technology Inspection System
Article 13. Appointment of Positions within the Postal, Telecommunications, and Information Technology Inspection System
1. The Inspector-in-Charge of the Ministry of Posts and Telecommunications shall be proposed by the Minister of Posts and Telecommunications.
2. The Deputy Inspector-in-Charge of the Ministry of Posts and Telecommunications shall be proposed by the Inspector-in-Charge of the Ministry and the Director of the Personnel Department, and then submitted for appointment by the Minister of Posts and Telecommunications.
3. Inspectors-in-Charge of Departments under the Ministry shall be proposed by the Department Heads, and then submitted for appointment by the Inspector-in-Charge of the Ministry and the Director of the Personnel Department to the Minister of Posts and Telecommunications.
4. Deputy Inspectors-in-Charge of Departments under the Ministry shall be appointed by the Department Heads after obtaining written agreement from the Inspector-in-Charge of the Ministry and the Director of the Personnel Department.
5. Heads and Deputy Heads of inspection departments under the Ministry of Posts and Telecommunications shall be proposed by the Inspector-in-Charge of the Ministry and submitted for appointment by the Director of the Personnel Department to the Minister of Posts and Telecommunications.
Article 14. Inspectors within the Postal, Telecommunications, and Information Technology Inspection System
1. Inspectors are civil servants assigned to work in inspection organizations within the Postal, Telecommunications, and Information Technology Inspection System, appointed according to the Inspector Regulations issued pursuant to Decree No. 191/HĐBT dated June 18, 1991 of the Council of Ministers (now the Government) regarding the issuance of Inspector Regulations and other laws concerning cadres and civil servants, specifically as follows:
a) Appointment of Inspectors (Level 1): Civil servants engaged in inspection work with at least two years of experience (excluding probationary periods for newly recruited civil servants) or at least one year of experience (for civil servants transferred from Party and State agencies or military units to engage in inspection work) who meet the professional standards set forth in Decree No. 191/HĐBT dated June 18, 1991 and Decision No. 818/TCCB-CP dated October 21, 1993 of the Government Cadre Organization Department (now the Ministry of Home Affairs) on the issuance of professional standards for civil servant ranks in the National Inspectorate, shall be proposed by the Department Head (at the Departmental Inspectorate) or the Inspector-in-Charge of the Ministry (at the Ministry Inspectorate) and submitted for review and appointment by the Minister of Posts and Telecommunications through the Personnel Department Director.
b) Appointment of Senior Inspectors (Level 2): Civil servants ranked as Chief Clerk, Chief Engineer, or Chief Researcher, or equivalent positions, assigned to inspection work with at least one year of experience and meeting the professional standards for the Inspector rank, shall be proposed by the Department Head (at the Departmental Inspectorate) or the Inspector-in-Charge of the Ministry (at the Ministry Inspectorate), and submitted for review and appointment by the Minister through the Personnel Department Director to the National Inspector General. Civil servants with at least nine years of experience in the Inspector rank, minimum salary grade 5/10 (salary coefficient 2.97) or clerks with minimum salary grade 5/10 (salary coefficient 2.97) and at least one year of inspection experience, meeting the professional standards set forth in Decree No. 191/HĐBT dated June 18, 1991 and Decision No. 818/TCCB-CP dated October 21, 1993, shall be proposed by the Department Head (at the Departmental Inspectorate) or the Inspector-in-Charge of the Ministry (at the Ministry Inspectorate) and submitted for review and recommendation to take the promotion examination of the National Inspectorate, to be appointed by the National Inspector General after passing the examination.
c) Appointment of Senior-Level Inspectors (Level 3): Inspectors with at least six years of experience in the Senior Inspector rank, minimum salary grade 4/9 (salary coefficient 4.29), meeting the professional standards set forth in Decree No. 191/HĐBT dated June 18, 1991 and Decision No. 818/TCCB-CP dated October 21, 1993, shall be proposed by the Personnel Department Director for review and recommendation to take the promotion examination of the National Inspectorate, to be appointed by the National Inspector General after passing the examination.
2. Inspectors at all levels, upon appointment, shall receive inspector rank salaries, be issued Inspector cards, and enjoy policies for Inspectors.
3. The appointing authority for Inspectors at a certain level shall also have the authority to relieve them of their positions at that level.
4. The Radio Frequency Control Center Inspectors and the Postal Quality Management Department, Telecommunications and Information Technology Inspectors shall be assigned Inspectors at regional frequency control centers and regional quality management bureaus. The working relationship between the Department Inspectors and the regional frequency control centers and regional quality management bureaus shall be regulated by the Department Head.
5. Inspectors within the Postal, Telecommunications, and Information Technology Inspection System shall be provided with inspection uniforms according to Decree No. 191/HĐBT dated June 18, 1991 of the Council of Ministers (now the Government) on the issuance of Inspector Regulations and Circular No. 01 TT/LB dated September 16, 1991 of the National Inspectorate and the Ministry of Finance. The specifications and colors of the uniforms shall be determined by the Minister of Posts and Telecommunications after consultation with the National Inspector General.
Article 3. The Director of the Office, the Head of the Cadre Organization Department, the Inspector General of the Ministry of Posts and Telecommunications, and the Heads of agencies and units under the Ministry of Posts and Telecommunications shall be responsible for implementing this Decision.
REGULATIONS ON THE DUTIES, POWERS AND WORK RELATIONSHIPS OF THE INSPECTION SYSTEM OF POSTS, TELECOMMUNICATIONS AND INFORMATION TECHNOLOGY (Annexed to Decision No. /2003/QĐ-BBCVT dated /7/2003 of the Minister of Posts and Telecommunications)
Chapter III WORK RELATIONSHIPS OF THE INSPECTION SYSTEM OF POSTS, TELECOMMUNICATIONS AND INFORMATION TECHNOLOGY
Article 15. Work relationships between the Ministry's Inspectorate and the Inspectorates of the Departments under the Ministry
1. The Ministry's Inspectorate shall have the responsibility:
a) To direct and guide all activities and inspection operations of the Inspectorates of the Departments under the Ministry;
b) To chair wide-scale inspections or specialized inspections, inspecting organizations, institutions, enterprises with activities spanning multiple regions or involving multiple Departments of Posts, Telecommunications and Information Technology and the Radio Frequency Management Department or the Postal and Telecommunications Quality Management Department;
c) To approve the annual inspection and supervision programs of the Inspectorates of the Departments at the beginning of November each year; coordinate the inspections and supervisions of the Ministry's Inspectorate and the Inspectorates of the Departments to ensure that there is no overlap in terms of content, time, and inspected entities.
2. The Inspectorates of the Regional Departments of Posts, Telecommunications and Information Technology shall have the responsibility:
a) In cases where the inspection and supervision content involves entities whose scope affects the management areas of other regional Departments, the leading unit shall be responsible for reporting to the Ministry's Inspectorate to establish a joint inspection team among the Departments to conduct the inspection or supervision;
b) In cases where the inspection and supervision content is specifically related to radio frequency and wireless transmission equipment or postal and telecommunications quality, it is recommended that the specialized Inspectorates take the lead while coordinating participation;
c) To cooperate with the Radio Frequency Management Department's Inspectorate or the Postal and Telecommunications Quality Management Department's Inspectorate to handle violations.
3. The Inspectorates of the Radio Frequency Management Department and the Postal and Telecommunications Quality Management Department shall have the responsibility:
a) To notify the content of regular and spot inspections to the relevant Regional Departments of Posts, Telecommunications and Information Technology five days in advance (except in special cases) when conducting inspections or supervisions on entities within their management area, so they can monitor or cooperate if necessary;
b) To inform the relevant Regional Departments of Posts, Telecommunications and Information Technology about decisions to impose administrative penalties occurring within their respective management areas to facilitate coordination in monitoring compliance and report to the Ministry's Inspectorate;
c) To cooperate with the Regional Departments of Posts, Telecommunications and Information Technology's Inspectorate to carry out testing and inspection of complex violations regarding radio frequencies, wireless transmission equipment, or quality issues to proceed with handling the violations.
4. The Inspectorates of the Departments under the Ministry shall have the responsibility:
a) To develop annual inspection and supervision programs and plans and report to the Ministry's Inspectorate by mid-October of the previous year for the Ministry's Inspectorate to review and coordinate before submitting to the Department Head for approval;
b) To implement the reporting system for inspection and supervision results, administrative penalty cases, and complaints and grievances resolved by the Ministry's Inspectorate according to quarterly, semi-annual, annual, or ad hoc schedules as stipulated in the reporting regulations.
Article 16. Relations of Postal, Telecommunications, and Information Technology Inspection Organizations with Relevant Agencies and Units
1. The Ministry's Inspectorate shall have the responsibility:
a) Coordinate or notify the Inspections of central ministries, sectors, or localities related to inspection programs, plans, and contents as prescribed by law;
b) Relate and coordinate with State Inspection agencies and other specialized inspections to handle overlapping inspection and supervision contents concerning organizations and enterprises under the management of the Ministry of Posts and Telecommunications;
c) Coordinate with public security agencies, People's Procuratorates, People's Courts at all levels, and other relevant state agencies in combating criminal activities in the postal, telecommunications, and information technology sectors. If any organization or individual's actions indicate criminal offenses, the case files must be transferred to competent criminal investigation agencies for handling.
2. Inspectors of the Postal, Telecommunications, and Information Technology Inspection System, during their work, shall be responsible for coordinating with State Inspection agencies, other specialized inspections, or local law enforcement agencies to promptly prevent and address violations related to postal, telecommunications, and information technology.
3. In accordance with their assigned functions and tasks, functional departments and business units under the Ministry of Posts and Telecommunications shall be responsible for:
a) Coordinating with the Ministry's Inspectorate to implement inspection, supervision, and violation handling activities;
b) Providing relevant materials and information to the Inspectors of the Cụcs to support inspection, supervision, and violation handling activities.
