DECISION OF THE PRIME MINISTER
Regarding the establishment of the National Defense Education Council at Military Regions

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 119/2004/NĐ-CP dated May 11, 2004 of the Government on defense work in ministries, agencies equivalent to ministries, government agencies, and localities;
Pursuant to the Government's Decree No. 15/2001/NĐ-CP dated May 1, 2001 on national defense education;
Upon the proposal of the Minister of National Defense,
DECISION:
Article 1. Establishing the National Defense Education Council at Military Regions 1, 2, 3, 4, 5, 7, 9, and the Capital, with the following composition:
1. Chairman of the Council: Commander of the Military Region.
2. Vice Chairmen of the Council: Deputy Commander for Political Affairs of the Military Region, Vice Chairman in charge of the Council, Deputy Commander - Chief of Staff of the Military Region.
3. Members of the Council: One Deputy Chief of Staff of the Military Region, member of the Standing Board of the Council, One Deputy Director of Political Affairs of the Military Region, Chairman of the National Defense Education Councils of provinces and centrally governed cities within the Military Region, Director of the National University, Regional University or Principal of a university within the Military Region, Principal of the Military Region Training School. The Military Regions shall report the list of personnel for their National Defense Education Council to the Central Standing Board of the National Defense Education Council (Civil Defense Bureau, General Staff Department, Ministry of National Defense). Members and supporting units of the Military Region's National Defense Education Council work on a part-time basis. The Military Region Command organizes a permanent support unit for its National Defense Education Council and locates the headquarters of this Council at the Military Region Command.
Article 2. The Military Region's National Defense Education Council is responsible for assisting the Military Region Commander in examining and resolving matters related to national defense education; determining the direction, tasks, programs, and plans of activities of their own National Defense Education Council, and having specific duties and powers as follows:
1. Advising and proposing to assist the Military Region Commander in examining and deciding on projects, programs, and plans regarding national defense education.
2. Assisting the Military Region Commander in supervising and guiding the Provincial National Defense Education Councils within the Military Region to implement their tasks related to national defense education; resolving issues within their authority or reporting to the Chairman of the Central National Defense Education Council for examination and decision-making on matters related to national defense education tasks.
3. Directing units of the Military Region to coordinate with central units headquartered within the Military Region to organize propaganda and mobilize the masses to participate in implementing national defense education tasks; implementing the national defense education program as prescribed by the Central National Defense Education Council.
4. Performing other tasks assigned by the Chairman of the Central National Defense Education Council.
5. The Military Region's National Defense Education Council is responsible for requesting the Provincial National Defense Education Councils to report on the situation and provide information on issues related to the implementation of national defense education tasks at the provincial level within the Military Region.
6. The Military Region's National Defense Education Council is subject to guidance and direction from the Central National Defense Education Council.
Article 3
1. The operational regulations of the Military Region's National Defense Education Council are decided by the Chairman of the same-level National Defense Education Council, in accordance with the operational regulations of the Central National Defense Education Council.
2. The operating funds of the Military Region's National Defense Education Council are guaranteed by the state budget for national defense education work and are allocated in the annual budget of the Military Region.
3. Based on the work plan and guidance of the Central National Defense Education Council, the requirements of national defense tasks at the local level, and the content and program of national defense education for each target group (including key officials of central agencies headquartered within the Military Region) annually, the Military Region's National Defense Education Council builds a work plan for national defense education in the Military Region and organizes its implementation.
4. Every six months, the Military Region's National Defense Education Council reports to the Central National Defense Education Council (Standing Office - Civil Defense Bureau, General Staff Department, Ministry of National Defense) on the results of national defense education work.
Article 4. This Decision takes effect 15 days after its publication in the Official Gazette; it abolishes previous Decisions that conflict with this Decision concerning the Military Region's National Defense Education Council.
Chairman of the Central National Defense Education Council; Minister of National Defense; Minister of Education and Training; Principals of universities that are members of the National Defense Education Councils of the Military Regions; Commanders of Military Regions: 1, 2, 3, 4, 5, 7, 9, and the Capital; Chairmen of People's Committees of provinces and centrally governed cities and Chairmen of Provincial National Defense Education Councils are responsible for implementing this Decision./.
