DIRECTIVE
Regarding the launch of a period of competition to celebrate major holidays in the two years 2004-2005
On May 21, 2005, the Political Bureau of the Central Committee of the Communist Party of Vietnam issued Directive No. 39-CT/TW on continuing to innovate and promote patriotic competition movements, identifying, nurturing, summarizing, and promoting exemplary models.

THE MINISTER OF CULTURE AND INFORMATION
On September 8, 2004, the Prime Minister issued Directive No. 31/2004/CT-TTg of the Government on launching a special period of competition from now until the end of 2005 to achieve the five-year socio-economic development plan (2001-2005) successfully, practically contributing to celebrating major holidays in the two years 2004-2005 and the Seventh National Model Competition Congress.
To implement these directives effectively, the Ministry of Culture and Information requests the Provincial Departments of Culture and Information under the central government and units under the Ministry to direct and organize the following specific tasks:
1. Launch a special period of competition, focusing efforts to complete the remaining months' plans for 2004 and the entire year 2005, achieving the five-year socio-economic development plan (2001-2005) successfully, practically contributing to celebrating major national anniversaries and those of the Culture and Information sector:
- Celebrating the 75th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2005).
- Celebrating the 30th anniversary of the complete liberation of the South and reunification of the country (April 30, 1975 - April 30, 2005).
- Celebrating the 115th birthday of President Ho Chi Minh (May 19, 1890 - May 19, 2005).
- Celebrating the 60th anniversary of the August Revolution (August 19, 1945 - August 19, 2005) and National Day (September 2, 1945 - September 2, 2005).
- Celebrating the 60th anniversary of the establishment of the Culture and Information sector (August 28, 1945 - August 28, 2005) and the Model Competition Congress of the Culture and Information sector.
- Welcoming the Seventh National Model Competition Congress in the fourth quarter of 2005 and other anniversaries in the two years 2004-2005.
The common slogan during this special competition period is: "Harnessing the strength of national solidarity to achieve the five-year socio-economic development plan (2001-2005) successfully."
With that spirit, the Provincial Departments of Culture and Information and units under the Ministry, under the leadership of Party committees at all levels, must clearly define specific goals, directing the competition movement towards effectively implementing socio-economic development targets, national defense and security, and building grassroots cultural life in 2004, creating a solid foundation to strive to exceed the targets of the 2005 plan.
Promote socialization in all areas, especially in the Culture and Information sector, strengthen state management to improve efficiency and meet the increasingly high demand for cultural enjoyment of the people; effectively address pressing social issues, gradually curb social evils; implement good propaganda work to contribute to reducing traffic accidents according to the Prime Minister's regulations.
- Continue to consolidate administrative bodies, mass organizations, and national defense and security; enhance discipline in social and unit management.
- Provincial Departments of Culture and Information under the central government and units under the Ministry need to focus on researching and innovating many forms and methods of organizing competitions suitable for each agency and unit to create new quality in the competition movement. Emphasize promoting the following competition movements:
a. The nationwide movement "All people unite to build a civilized lifestyle" and campaigns to prevent and curb negative phenomena, social evils, and harmful cultural products, contributing to implementing the conclusions of the 10th Plenary Session of the Central Committee of the Communist Party (Ninth Term) on "Building and developing a modern Vietnamese culture with strong national characteristics," gradually putting the Resolution into practice.
b. The nationwide movement to compete in being economically proficient, enriching oneself, the community, and the nation, striving each year to have more localities and units without poor households, rapidly increasing wealthy households.
c. The nationwide movement to become a learning society, aiming to raise literacy, first among cadres, party members, and the younger generation.
d. The movement to compete in building a strong national defense and security.
2. Combat waste and ostentatiousness in holiday celebrations and award ceremonies according to Government Decree No. 154/2004/NĐ-CP dated August 9, 2004, stipulating State Ceremonies in organizing rallies, commemorative events, awarding and receiving State honors, Medals, Orders; Flags of Merit of the Government; Certificates of Commendation.
3. Implement the study and implementation of the Law on Competition and Reward and the Government's Circular guiding the implementation of the Law on Competition and Reward; complete the commendation of achievements in the resistance war, ensuring the effective implementation of Directive No. 26/2003/CT-TTg of
4. Build outstanding models, doing well in introducing models to be widely promoted throughout the country. Focus on discovering truly outstanding factors and new elements in patriotic competition movements and the "All People Unite to Build a Civilized Lifestyle" movement. The selection of competition titles must be accurate, recognized by the masses, to have plans for nurturing and proposing appropriate forms of reward (bestowing the title of Heroic Laborer in the Period of Renewal, awarding National Labor Medalists in the last quarter of 2004, May 1, 2005, and September 2, 2005).
5. Continue to innovate organizational and personnel work in competition and rewards: Provincial Departments of Culture and Information and units under the Ministry need to strengthen training and education of competition and reward personnel to meet the requirements of innovation in competition and reward work and the implementation of the Law on Competition and Reward.
5. Continue to reform organizational work and personnel for competition and commendation: The Department of Culture and Information of the province and city, units under the Ministry shall strengthen the training and education of competition and commendation officials to meet the requirements of reforming competition and commendation work and implementing the Law on Competition and Commendation.
6. It is necessary to attach importance to propaganda work for competition movements, especially focusing on propaganda for the Industry's Congress of Competition Movements and the Seventh National Congress of Competition Movements with the aim of commending achievements in all fields of economic and social life, national security and defense, particularly the movement "All people unite to build a cultural life at the grassroots level"; organizing contests for creating and publishing works about the portraits of Heroes, Outstanding Soldiers, and exemplary individuals during the period of renewal. The Minister of Culture and Information requests the Heads of Provincial Departments of Culture and Information under the direct jurisdiction of the Central Government and units under the Ministry to implement this Directive.
