Decree No. 139 On the Incorporation of Local Agricultural, Veterinary and Forestry Budgets into the National Budget

DECREE-LAW

No. 139 dated July 19, 1946

CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM

On the national budget of Vietnam for the fiscal year 1946;

At the request of the Minister of Agriculture and the Minister of Finance;

After consultation with the Council of Ministers,

ENACTS THE FOLLOWING DECREE-LAW:

Clause 1

The local agricultural, veterinary, and forestry agencies previously under the budgets of the Provinces shall now be merged into the national budget of Vietnam.

Clause 2

The expenditures and revenues of these agencies previously under the budgets of the Provinces shall now fall under the national budget (Ministry of Agriculture).

Funds for repairing and maintaining movable and immovable property of these agencies, which were previously charged to the budgets of the Provinces, shall now be charged to the national budget.

Clause 3

The provincial budgets will reimburse the national budget of Vietnam for expenditures pertaining to fiscal year 1945 and previous years that the national budget assumed after January 1, 1946.

Conversely, the national budget of Vietnam shall refund the provincial budgets for revenues pertaining to fiscal year 1945 and previous years that were collected by the provincial budgets after January 1, 1946.

Clause 4

The provisions of this Decree-Law shall take effect from January 1, 1946.

Clause 5

The Minister of Agriculture, the Minister of Finance, and the Chairmen of the Provincial People's Committees are hereby authorized to implement this Decree-Law.
