DECREE-LAW

OF THE PRESIDENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM

NO. 139/SL DATED SEPTEMBER 19, 1950

THE PRESIDENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM

Considering the financial needs;

Pursuant to Decree-Law No. 20-SL dated February 12, 1950, promulgating a general mobilization order;

At the proposal of the Minister of Finance;

In accordance with the resolution of the Council of Ministers, after consultation with the Standing Committee of the National Assembly;

ISSUES THE FOLLOWING DECREE-LAW:

Article 1: The issuance throughout the country of a national bond called "National Bond" is hereby permitted.

Article 2: The national bond shall be denominated in rice and redeemed in cash or rice.

Article 3: The total amount of bonds to be issued is set at 100,000 tons of rice.

There are five types of certificates:

Type A: 10 kilograms of rice

Type B: 50 kilograms of rice

Type C: 100 kilograms of rice

Type D: 500 kilograms of rice

Type E: 1,000 kilograms of rice

Article 4: The bond certificate shall bear the name of the purchaser.

Article 5: The national bond will earn an annual interest rate of 3% calculated in terms of the amount of rice recorded on the certificate.

Article 6: The principal will be repaid after five years from the date of purchase of the national bond.

In addition, one percent of the total bonds sold each year will be set aside as a prize to be distributed among purchasers through a lottery system.

Article 7: A decree issued by the Minister of Finance shall provide detailed regulations for issuing the national bond.

Article 8: Any person who issues or engages in acts that destroy national bonds will be prosecuted before military courts.

Article 9: The Minister of Finance is responsible for implementing this decree-law.
