PRIME MINISTER

WHEREAS EDUCATION Education Law Pursuant to Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

CONSIDERING at the proposal of the Director of the Ministry's Office; Approving the election results for the position of Deputy Chairman Minister of Agriculture and Rural Development in Circular number 4246-NN/KH/TTr dated November 22-1997 and the proposal of the Chairman of the State Appraisal Council on the the This Circular takes effect from August 1, 2022./. investments in Circular number 8530-HĐTĐ dated December 31, 1997,

DECISION:

Article 1. Approves the overall socio-economic development plan for the South Central Coast region including Da Nang city and the provinces of Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa from now until 2010, with the main contents as follows:

I. GENERAL GUIDELINES

1. Focus on industry as the core driving force for economic development in the region, aiming to rearrange the industrial structure to develop key industries with advantages in raw materials, linked to deep-water port resources, forming concentrated industrial zones, primarily along the Le Anh - Da Nang - Dung Quat and Nha Trang - Dien Khanh - Cam Ranh corridors. Emphasize processing industries for export products, prioritize deep investment, favor medium and small-scale enterprises combined with large-scale enterprises that attract significant labor.

2. Concentrate on developing the marine economy to become a leading economic sector. Rapidly develop aquaculture and seafood production, focusing on specialty products.

Construct and exploit deep-water ports to develop transportation and port services, linked to the construction of concentrated industrial zones in Le Anh - Da Nang - Dung Quat and Van Phong - Nha Trang - Cam Ranh.

3. Develop international and domestic tourism in various forms.

4. Develop agriculture and forestry towards sustainable ecological protection; ensure food security firmly, focus on rapidly developing short-term and long-term cash crops; develop livestock breeding for raw materials for processing industries; emphasize forest conservation and development, linked to maintaining landscapes and ecological environments.

5. While promoting economic development, pay attention to developing technical infrastructure and social facilities, protect public health, prevent environmental pollution, especially in areas with intensive industrial, tourism, and service development; improve living conditions and reduce population growth rate to 0.1% per year. Economic and social development must be linked to strengthening national defense and security.

II. BASIC OBJECTIVES

1. Strive for an economic growth rate of 11.5% per year during the period 1998-2000 and 12-13.5% per year during the period 2001-2010. The average GDP per capita will be approximately 330-345 USD in 2000 and 770-810 USD in 2010, with the key economic zone of Le Anh - Da Nang - Dung Quat reaching 400-450 USD in 2000 and 920-1200 USD in 2010.

2. Shift the economic structure of the region towards modernized industry: increase the share of industry from 25-27% in 2000 to 35-39% in 2010, tourism and services accounting for 45-48% in 2000 and increasing to 45-49% in 2010, agriculture 17-19% in 2000 and decreasing to 9-10% in 2010.

3. Export value increases at a rate of 25-30% per year.

Develop education, training, healthcare, culture, society, nurture and develop human resources, improve labor quality according to the requirements of industrialization and modernization, creating momentum for economic growth and improving the material and spiritual life of the people.

III. SECTOR DEVELOPMENT TASKS

1. Regarding industry:

Rapidly develop industry, particularly oil refining; exploit mineral resources (heavy sands, slate, glass sand, mineral water...), develop agricultural and forestry product processing industries, accelerate the restructuring of the regional economic structure, enhance fishing capacity and seafood processing industries, especially for export, invest in the machinery industry, mainly repair and shipbuilding; develop textile, leather, garment industries, serving daily life and exports.

Gradually concentrate investment in industrial parks with advanced technology to achieve high efficiency.

Develop industries and industrial parks to create impetus for the entire region to keep pace with the general development trend of the country.

2. Regarding agriculture, forestry, and fisheries:

Regarding agriculture: Strive to maintain growth rates based on restructuring production towards intensive farming to produce more commodity products; utilize existing irrigation works, build new programs to intensify farming and expand areas gradually to achieve food security goals and contribute to exports; focus on disaster prevention and flood control, develop short-term cash crops such as sugarcane, peanuts, tobacco, and long-term cash crops like coffee, tea, rubber, cocoa, pepper, providing raw materials for processing industries; develop agriculture in combination with forestry and hillside gardens to create a sustainable environment, emphasizing fruit tree planting for daily life, creating scenery and environment for tourism.

Vigorously develop animal husbandry and turn it into a commodity-producing industry, striving for livestock to account for over 30% of agricultural output value by 2000 and 40-45% by 2010, promote beef, dairy cattle, pig, and poultry farming.

Regarding forestry: Protect 897,000 hectares of natural forests, manage and care for 71,700 hectares of planted forests, use about 1 million hectares of barren hills and mountains for afforestation, bringing the total land area under forestry management to about 2.1 million hectares, including:

Production forest system about 1.3 million hectares.

Protective forest system about 0.71 million hectares.

Special-use forest system about 0.23 million hectares.

Increase forest coverage to 44-45% by 2000 and 62-68% by 2010.

Regarding fisheries: Invest and develop the fisheries industry towards modernization to enhance offshore fishing capacity; focus on aquaculture to make the fisheries industry one of the leading economic sectors of the region, striving for an average annual growth rate of 8.4% during the period from now to 2000 and 3% per year from 2001 to 2010; gradually increase the value of processed products contributing to exports.

3. Regarding infrastructure development:

Establishing a transportation system (railway, maritime, inland waterways, aviation) to meet the needs of cargo and passenger transport, creating a favorable environment for investment to promote the development of goods production and bring urban civilization to rural areas;

Concentrating on building several deep-water ports with a focus on leveraging the region's maritime transport advantages, particularly those ports connected to the Trans-Asian Highway, international sea routes, and having significant importance for economic-security and defense;

Gradually constructing and improving the irrigation system to serve production and daily life;

Accelerating the construction of urban infrastructure, primarily in core cities, especially water supply and drainage, electricity, urban public transportation, social infrastructure, environmental sanitation, and enhancing urban management work;

4. Developing tourism and services:

Forming three tourist centers: Da Nang City and its vicinity, Qui Nhon and its vicinity, Nha Trang City and Van Phong area, while building other tourist zones such as the Quang Ngai tourist cluster and its vicinity, the Tuy Hoa-Song Cuoi-Suoi Trai (Phu Yen) tourist cluster;

Developing the trade sector to meet the requirements of the entire region and the Central Highlands; establishing regional trade centers in Da Nang, Qui Nhon, Nha Trang; vigorously developing other service sectors like port, air, international telecommunications, finance, banking, etc.;

5. Regarding the development of social fields:

Continuing to reform education, diversifying educational forms, making education-training a national cause;

Developing the broadcasting and television network;

Building and upgrading health stations to all communes, especially midland, mountainous, and island communes; prioritizing healthcare services, effectively implementing national programs such as malaria eradication, goiter prevention, leprosy control, and planned parenthood. Striving to reduce population growth rate by 0.1% annually from now until 2000 and 0.05% annually after 2000. Implementing measures to prevent and combat social evils;

Paying attention to protecting the ecological environment during economic-social development; industrial, tourism, and service development must include measures to prevent environmental pollution;

Effectively implementing the program of settlement regularization, poverty reduction, supporting ethnic minority groups, remote, border, and island areas, addressing disparities between regions;

6. On national security and defense:

National security and social order must be a solid foundation for economic development;

Implementing an open economy mechanism but maintaining national sovereignty, especially in border, coastal, and island areas, and regions with very strategic positions;

IV. MAJOR SOLUTIONS:

To implement the Plan, People's Committees of provinces in the region need to creatively apply comprehensive mechanisms and policies to mobilize all local resources, domestic and foreign resources. These measures must be detailed in the main directions of economic-social development of the Plan, in long-term, medium-term, and short-term plans;

Implementing effective measures to adjust the regional economic structure towards industrialization and modernization, focusing on the industry, tourism, service sectors, and exploitation of aquatic resources;

People's Committees of provinces in the region and relevant ministries and agencies at the central level should proactively study and propose appropriate mechanisms and policies to the Government based on specific local conditions to develop according to the set direction;

It is necessary to detail solutions regarding capital, human resources, science and technology, efficient allocation and utilization to ensure the feasibility of the Plan;

Article 2. Ministries, agencies equivalent to ministries, government agencies, and People's Committees of provinces in the South-Central Coast Region must develop five-year and annual plans to organize and direct the implementation of economic-social development goals in each province, while monitoring and adjusting the overall economic-social development plan of the province to align with this Plan and the national master plan;

During the implementation of the Plan, the Ministry of Planning and Investment will coordinate with relevant ministries, agencies, and People's Committees of provinces in the region to monitor, summarize, evaluate, and draw lessons to make recommendations;

Article 3. This Decision takes effect fifteen days after the date of signature. Ministers, heads of agencies equivalent to ministries, heads of government agencies, Chairman of the People's Committee of Da Nang City, and Chairmen of People's Committees of Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa Provinces are responsible for enforcing this Decision./.
