DIRECTIVE OF THE PRIME MINISTER
Regarding the implementation of measures to promote and enhance the effectiveness of the activities of the Vietnam Union of Science and Technology Associations
The Vietnam Union of Science and Technology Associations (referred to as the Union) is a political-social organization of Vietnamese intellectuals operating in scientific and technological fields. The Union includes central sector science and technology associations, provincial and municipal science and technology associations (collectively referred to as member associations), which voluntarily join the Union. With the functions and responsibilities of gathering and uniting domestic and overseas Vietnamese intellectuals in science and technology, coordinating the activities of member associations to fully utilize the intellectual potential of these intellectuals for the cause of national construction and defense, since its establishment, the Union has continuously grown stronger in organizational structure and effective operations, contributing positively to the implementation of Party and State policies.
Implementing Directive No. 45/CT-TW dated November 11, 1998 of the Politburo on promoting the activities of the Vietnam Union of Science and Technology Associations, aiming to further enhance the political-social role and intellectual potential of the country's science and technology intellectuals during the period of industrialization and modernization, the Prime Minister issues the following Directive:
Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees, and centrally-administered city People's Committees need to pay attention and create favorable conditions for the Union and member associations to effectively participate in scientific, technological, environmental, and socio-economic development programs and projects.
1. The Ministry of Planning and Investment shall take the lead, in coordination with relevant agencies, to study, draft, and submit to the Prime Minister for issuance specific regulations to create conditions for the Union and member associations to fulfill their advisory, critical review, and social appraisal functions regarding policies, programs, and projects in science, technology, environment, and socio-economic development initiated and implemented by ministries, sectors, and localities.
2. The Ministry of Science, Technology, and Environment shall study and issue necessary documents to create conditions for the Union and member associations to actively participate in the socialization of scientific and technological activities through involvement in scientific and technological programs and projects led by ministries, sectors, and localities, or by initiating and implementing certain research and development projects to leverage interdisciplinary strengths and high professional expertise of experts within association organizations.
3. The Ministry of Education and Training shall study and issue necessary documents to create conditions for the Union and member associations to actively participate in the socialization of educational and training activities, establish training and professional development centers according to legal provisions, contributing to raising public awareness, training human resources, and nurturing talent.
4. The Ministry of Culture, Sports and Tourism shall facilitate the Union and member associations in publishing knowledge dissemination materials, propaganda of Party and State policies, introduction of scientific and technological achievements, and publication of research results.
5. The Ministry of Agriculture and Rural Development, the Ministry of Labor, Invalids and Social Affairs shall study and propose forms of cooperation with the Union in implementing agricultural and rural development programs, production structure transformation, poverty alleviation, vocational training, employment generation, and social evil prevention.
6. The Ministry of Finance, the Government Organizational and Cadre Affairs Commission, the Ministry of Planning and Investment, and provincial and centrally-administered city People's Committees shall provide financial support, necessary technical infrastructure, and favorable mechanisms and policies based on their respective functions, tasks, and authorities for the operation of the Central Union Secretariat and local Union organizations.
7. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, and Chairmen of provincial and centrally-administered city People's Committees are responsible for organizing the implementation of this Directive. The Ministry of Planning and Investment, the Ministry of Science, Technology, and Environment, and the Ministry of Education and Training must complete assigned tasks and report to the Prime Minister on the implementation results before September 30, 2000.
The Central Council of the Union needs to closely coordinate with related ministries, sectors, and provincial and centrally-administered city People's Committees in implementing this Directive./.
The Central Council of the Federation must closely coordinate with relevant ministries, sectors, and People's Committees of centrally governed cities and provinces to implement this Directive./.
