DECISION
Regarding the issuance of Regulations on the examination for promotion to the rank of Chief Editor and Senior Reporter from the rank of Editor and Reporter

Pursuant to Decree No. 81/CP dated November 8, 1993 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
Pursuant to Decree No. 95/1998/NĐ-CP dated November 17, 1998 of the Government on recruitment, employment, and management of civil servants;
Pursuant to Decision No. 150/1999/QĐ-TCCP dated February 12, 1999 of the Minister, Head of the Civil Service Personnel Committee of the Government on the examination regulations for promotion of civil servants;
In accordance with the agreement of the Civil Service Personnel Committee of the Government in Circular No. 334/BTCCBCP-CCVC dated July 25, 2000,
DECISION:
Article 1. Attached hereto is the "Regulations on the content and form of the examination for promotion from the rank of Editor and Reporter to the rank of Chief Editor and Senior Reporter in the field of Culture and Information."
Article 2. This Decision shall take effect fifteen days from the date of signature.
Article 3. The Ministers, Heads of Ministries equivalent to Ministries, Agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities shall be responsible for directing the implementation of this Decision.

CONTENTS AND FORM OF THE EXAMINATION FOR PROMOTION FROM THE RANK OF EDITOR AND REPORTER TO THE RANK OF CHIEF EDITOR AND SENIOR REPORTER IN THE FIELD OF CULTURE AND INFORMATION
(Issued together with Decision No. 14/2000/QĐ-BVHTT dated August 7, 2000 of the Minister of Culture and Information)
I. GENERAL PROVISIONS
Article 1. These regulations apply to examinations for promotion from the rank of Editor (code 17.141) and Reporter (code 17.144) to the rank of Chief Editor (code 17.140) and Senior Reporter (code 17.143) for Editors and Reporters currently working at press agencies, publishing houses, etc., receiving salaries from the state budget.
Article 2. The competent authorities organizing the examination for promotion from the rank of Editor and Reporter to the rank of Chief Editor and Senior Reporter include Ministries, agencies equivalent to Ministries, agencies under the Government, Voice of Vietnam Radio, Vietnam Television, Vietnam News Agency, People's Daily Newspaper, National Political Publishing House, Communist Review Magazine.
Article 3. The organization of the examination for promotion from the rank of Editor and Reporter to the rank of Chief Editor and Senior Reporter for candidates working at units directly under the Ministry of Culture and Information and press agencies, publishing houses, etc., in provinces and centrally governed cities shall be carried out by the Ministry of Culture and Information.
Article 4. The selection of candidates and the organization of the examination shall be conducted in accordance with the Examination Regulations for Promotion of Civil Servants issued together with Decision No. 150/1999/QĐ-TCCP dated February 12, 1999 of the Minister - Head of the Civil Service Personnel Committee of the Government.
II. ELIGIBILITY AND APPLICATION DOCUMENTS FOR THE EXAMINATION
Article 1. Eligibility for the examination
Candidates (referred to as examinees) must meet the following conditions:
1.1. They must be Editors (rank code 17.141) or Reporters (rank code 17.144) currently directly working at press agencies, publishing houses, etc., meeting the professional standards of the rank of Editor and Reporter as stipulated in Decision No. 428/TCCP-VC dated June 2, 1993 of the Minister - Head of the Civil Service Personnel Committee of the Government on the issuance of professional standards in the field of Culture and Information;
1.2. There must be a need for positions at the rank of Chief Editor and Senior Reporter in their respective agencies or units, and these positions must have been approved by the Preliminary Examination Board according to the allocated quota;
1.3. They must have good moral character, strictly adhere to the Party and State's policies, laws, and have a strong sense of discipline, not being under disciplinary action from a reprimand upwards;
1.4. They must possess all required educational certificates and training certificates for the rank of Chief Editor and Senior Reporter;
1.5. They must have served a minimum of nine years in the rank of Editor or Reporter (excluding probationary periods);
1.6. Editors must have edited at least five articles or works, and Reporters must have written at least five complex commentaries that have been evaluated as high quality by relevant agencies.
Article 2. Personal application documents
2.1. Application form for promotion from the rank of Editor and Reporter to the rank of Chief Editor and Senior Reporter (according to Form No. 1).
2.2. Scientific curriculum vitae confirmed by the employing agency and directly managing unit (according to Form No. 2).
2.3. A written evaluation by the head of the employing agency regarding the candidate's moral character, professional competence, and sense of responsibility in implementing the Party and State's policies and discipline over the last three continuous years up to the time of application (according to Form No. 3).
2.4. Copies of educational and training certificates required for the rank of Chief Editor and Senior Reporter confirmed by the employing agency.
2.5. Two envelopes with stamps and pre-addressed labels, two 4x6 inch photographs. The candidate's application documents should be placed in one file folder measuring 23 cm x 32 cm and sent to the Preliminary Examination Board.
2.6. The Preliminary Examination Board will compile a list of candidates who have passed the preliminary examination (according to Form No. 4) and send it along with the candidate's application documents to the Examination Board of the competent authority organizing the examination.
III. EXAMINATION FORM AND CONTENT
Article 1. Examination format
It consists of three mandatory parts:
1.1. Written examination
1.2. Oral examination
1.3. Foreign language examination
Article 2. Content of the written examination
Focus on the following main issues:
2.1. The Party and State's viewpoints, policies, and guidelines on cultural and information work;
2.2. Resolution No. 5 of the 5th Plenary Session of the 8th Central Committee of the Party on "building and developing a progressive Vietnamese culture imbued with national characteristics";
2.3. Laws (Laws, Ordinances, and regulatory documents) of the State related to the specialized field of the examinee (Press Law, Publishing Law, and related Decrees of the Government concerning the field of Culture and Information);
2.4. Civil Servant Ordinance; Anti-Corruption Ordinance; Thrift and Anti-Waste Ordinance and guiding documents;
2.5. Editors must edit a section of a work (approximately 1000 words) with complex content; Reporters must write a complex commentary (approximately 1000 words).
Article 3. Content of the oral examination
Focus on the following main issues:
3.1. The position and role of Chief Editor and Senior Reporter in economic, political, and social life;
3.2. The chief editor reviews the content of one manuscript, the chief reporter analyzes some types of journalism;
3.3. Professional standards for the rank of chief editor, chief reporter;
3.4. The organizational system from central to local levels within the industry;
3.5. The Press Law, the Publishing Law, and related Decrees of the Government concerning the Culture and Information sector;
3.6. The Ordinance on civil servants; the Ordinance on anti-corruption; the Ordinance on thrift and waste prevention, and guiding documents therefor;
3.7. Regulations on implementing democracy in the operation of the agency (issued together with Decree No. 71/1998/NĐ-CP dated September 8, 1998 of the Government and Decision No. 56/1999/QĐ-BVHTT dated August 14, 1999 of the Minister of Culture and Information);
4. Content of the foreign language examination
Candidates take the C level examination in one of five languages: English, Russian, French, German, or Chinese, according to their registration;
IV. IMPLEMENTATION
1. Each year, the competent authorities organize the examination to promote the ranks specified in Point 2, Section I of this Regulation shall develop a plan for promoting the ranks of Editor and Reporter to the rank of Chief Editor and Chief Reporter, and submit it to the Personnel Council of the Government for unified opinions and examination quotas. The plan is developed in accordance with the provisions of Point 3, Section 5 of Circular No. 04/1999/TT-TCCP dated March 20, 1999 of the Personnel Council of the Government guiding the implementation of Decree No. 95/1998/NĐ-CP of the Government on recruitment, utilization, and management of civil servants. Based on the allocated quota, the agencies specified in Point 2, Section I shall conduct the examination to promote the ranks from Editor and Reporter to Chief Editor and Chief Reporter in accordance with this Regulation and the General Regulations on Examination for Promotion of Civil Servants.
2. In cases where the agencies specified in Point 2, Section I of this Regulation have not yet had the conditions to organize the examination or the number of promotion quotas is small, those agencies shall send a document to the Ministry of Culture and Information so that the Ministry of Culture and Information can organize a joint examination.
3. The provinces and centrally governed cities shall implement preliminary selection according to the general regulations and establish a list of candidates for the examination to promote the ranks from Editor and Reporter to Chief Editor and Chief Reporter according to the plan and quota allocated by the Personnel Council of the Government based on the registration of the provinces and cities and the Ministry of Culture and Information, along with the dossier submitted to the Examination Board of the Ministry of Culture and Information.
4. During the implementation process, if there are any difficulties, they should be reported to the Ministry of Culture and Information (through the Cadre and Civil Service Department) for research and resolution.
