RESOLUTION

Resolution of the Regular Meeting of the Government in November 2004

 

On December 6, 2004, the Government convened its regular meeting for November, discussed and adopted the following issues:

1. The Government heard the National Energy Policy Project presented by the Minister of Industry.

Energy is both a production sector and an infrastructure sector for the entire economy and society, and it is a special priority for every country. Ensuring energy security in a world that is always prone to crises is a long-term strategic requirement. Therefore, over many years, the Party and State have paid great attention to investing in building and developing the energy sector, resulting in significant breakthroughs in this sector, making important contributions to the cause of national renewal.

However, alongside the achievements made, the Vietnamese energy sector still faces underdevelopment; we are still among countries with low average per capita energy production and consumption levels. The level of development of the energy sector still has many weaknesses and inadequacies; the efficiency of production and business operations and labor productivity remain low; energy pricing is not reasonable; investment in development is still very low compared to demand...

The cause of industrialization and modernization of the country under the current conditions requires the early establishment of a National Energy Policy based on the guiding ideology of the Ninth National Congress Resolution, which states that "energy development must precede economic and social development requirements by one step, ensuring national energy security."

The Government assigns the Ministry of Industry to take the lead, coordinate with relevant agencies, incorporate the opinions discussed at the meeting, continue researching and perfecting the draft National Energy Policy Project, especially clarifying issues such as: forecasting global energy sources; forecasting the development of science and technology related to changes in energy usage structure; accurately assessing domestic energy reserves; national energy policies of other countries; balancing energy needs; solutions for energy conservation, resource protection, and environmental protection; national oil reserve... linked to the Strategy for Developing the Coal, Electricity, and Oil and Gas Sectors; submit the project for the Prime Minister's consideration and decision to present to the Politburo.

2. The Government reviewed the draft Decree on procedures for enforcing administrative penalty decisions by the Ministry of Public Security; listened to the report by the Chairman of the Government Office summarizing the opinions of Government members on the draft Decree.

Implementing the Law on Handling Administrative Violations dated July 2, 2002 requires the early issuance of a Decree specifying the procedures for applying coercive measures to enforce administrative penalty decisions, ensuring consistency and synchronization with other legal provisions for proactive prevention, interception, and handling of individuals committing administrative violations, suitable to economic and social conditions and the particularities of enforcing administrative penalty decisions, ensuring the strictness of the law, maintaining social discipline.

Assign the Ministry of Public Security to take the lead, coordinate with the Ministry of Justice, the Government Office, and relevant agencies, incorporate the opinions from the meeting, complete the draft Decree, and submit it to the Prime Minister for signature and promulgation.

3. The Government heard the report on the socio-economic situation in November and the first eleven months of 2004 presented by the Ministry of Planning and Investment; reviewed the report on trade conditions presented by the Ministry of Trade.

The socio-economic situation in November and the first eleven months of 2004 continued to develop positively. Industrial production value continued to increase, particularly in the non-state sector. The domestic market developed steadily; tourism activities became increasingly vibrant. The service sector made significant progress. Export turnover increased considerably. Foreign direct investment increased more than in recent years. Implementation of development capital from the state budget increased significantly, with many projects advancing their schedules. State budget revenue continued to rise, with spending accelerating, monetary activities stable; inflation was gradually contained. Political security was maintained. Social activities continued to develop positively.

However, drought and flood damage caused serious losses to production and people's lives; traffic accidents remained high; criminal and social evils continued to evolve complexly.

To successfully complete the 2004 tasks, in the last month of the year, all ministries, sectors, and localities need to focus all efforts on production, business, and exports; promptly respond to and mitigate the consequences of natural disasters, concentrate efforts on combating drought, restoring production, stabilizing people's lives; closely monitor and effectively prevent diseases for humans and animals; pay attention to restructuring state-owned enterprises; strictly implement measures to control inflation rates, stabilize markets, practice thrift, and avoid waste, especially during the upcoming Tet holiday; maintain political security, social order, and safety, reduce traffic accidents. The Government, ministries, sectors, and localities urgently prepare conditions to allocate targets and plans early and implement tasks for 2005 according to the National Assembly's Resolution; organize the implementation of socio-economic development tasks from the beginning of the year./.
