THE MINISTER OF POSTS AND TELECOMMUNICATIONS

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Posts and Telecommunications Ministry;

Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on managing service charge prices for postal and telecommunications services;

Considering the proposal of Vietnam Post and Telecommunications Corporation at Circular No. 27/GCTT-HĐQT dated January 28, 2005 regarding the plan to reduce channel leasing rates;

At the proposal of the Director of the Department of Planning and Finance,

DECISION:

Article 1. Attached hereto is the table of intra-provincial telecommunication channel leasing rates of Vietnam Post and Telecommunications Corporation.

Article 2. This Decision takes effect 15 days from the date of publication in the Official Gazette. Previous regulations contrary to this Decision are abolished.

Article 3. The Director of the Office, the Head of the Planning and Finance Department, Vietnam Post and Telecommunications Corporation, and related units shall be responsible for implementing this Decision./.

TELECOMMUNICATION CHANNEL LEASING RATES FOR INTRA-PROVINCIAL USE

OF VIETNAM POST AND TELECOMMUNICATIONS CORPORATION

of the Minister of Posts and Telecommunications)

1. Table of intra-provincial telecommunication channel leasing rates (excluding value-added tax)

Unit of measurement: 1000 VND

2. Scope of application of the rates.

2.1. Rate Level 1:

- Both ends of the customer's channel are located in districts, towns, provincial cities with contiguous administrative boundaries;

- Both ends of the customer's channel are located in districts, towns under central cities (except for the cities of Hanoi, Ho Chi Minh City, and Da Nang) with contiguous administrative boundaries;

- One end of the customer's channel is located in inner-city districts, the other end is located in districts, towns under central cities (except for the cities of Hanoi, Ho Chi Minh City, and Da Nang) with contiguous administrative boundaries;

2.2. Rate Level 2:

- Both ends of the customer's channel are located in districts, towns, provincial cities with non-contiguous administrative boundaries;

- Both ends of the customer's channel are located in districts, towns under central cities (except for the cities of Hanoi, Ho Chi Minh City, and Da Nang) with non-contiguous administrative boundaries;

- One end of the customer's channel is located in inner-city districts, the other end is located in districts, towns under central cities (except for the cities of Hanoi, Ho Chi Minh City, and Da Nang) with non-contiguous administrative boundaries.

3. Vietnam Post and Telecommunications Corporation:

- Specifies initial connection and network integration rates.

- Specifies the maximum rate reduction for long-term leasing customers (leasing for a year) not exceeding 30% of the rates specified in the table in Section 1.

4. Applicability: Customers using intra-provincial dedicated channel leasing services of Vietnam Post and Telecommunications Corporation.
