Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Post and Telecommunications;

Pursuant to Decision No. 217/2003/QĐ-TTg dated October 27, 2003 of the Prime Minister on the management of charges for postal and telecommunication services;

Considering the proposal of Vietnam Post and Telecommunications Corporation at Circular No. 6471/GC-TT dated October 5, 2005 regarding the mechanism for managing Internet charges and Circular No. 8186/GC-TT dated December 16, 2005 regarding the cost report of VNN service;

At the proposal of the Director of the Department of Planning and Finance,

Article 1. The maximum charge (ceiling charge) for Internet access through public telephone networks is: 180 VND/minute.

Article 2. Vietnam Post and Telecommunications Corporation shall determine the charge for Internet access through public telephone networks based on the ceiling charge for Internet access through public telephone networks prescribed in Article 1. The charge set by the Corporation must be based on cost, ensure investment efficiency, business efficiency, and comply with state regulations on price management.

Article 3. Prior to issuing the charge, the Corporation must register with the Ministry of Post and Telecommunications.

Article 4. This Decision takes effect 15 days from the date of publication in the Official Gazette. All previous provisions contrary to this Decision are hereby abolished.

Article 5. The Heads of the Office, Department of Planning and Finance, Heads of units under the Ministry of Post and Telecommunications, Directors of Vietnam Post and Telecommunications Corporation, and related units are responsible for implementing this Decision.
