Pursuant to Resolution No. 01/2007/QH12 dated July 31, 2007 of the National Assembly of the Socialist Republic of Vietnam, the 12th term, first session, concerning the organizational structure of the Government and the number of Deputy Prime Ministers of the Government for the 12th term;
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and intermediary purchase, sale, processing, and transit of goods with foreign countries;
Pursuant to Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade guiding certain provisions of Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and intermediary purchase, sale, processing, and transit of goods with foreign countries;

DECISION:
Article 1. The quota tariff volume for imported goods in 2008 is as follows:

Article 2. The principle of permit under the quota tariff system, the entities eligible to be allocated quota tariff volumes, and the procedures for issuing permits under the quota tariff system shall be implemented in accordance with Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade guiding certain provisions of Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and intermediary purchase, sale, processing, and transit of goods with foreign countries.
Article 3. For refined sugar and raw sugar, the Ministry of Industry and Trade shall issue import permits under the quota tariff system to traders using sugar as raw material for direct production purposes.
Article 4. This Decision takes effect 15 days from the date of publication in the Official Gazette./.
