CIRCULAR
Guidelines for Ranking Vocational College Schools, Intermediate Vocational Schools, and Public Training Centers
Pursuant to Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regulations for civil servants, public officials, and members of the armed forces; Decision No. 181/2005/QD-TTg dated July 19, 2005 of the Prime Minister on classification and ranking of public service organizations and services;
After receiving the unified opinions of the Ministry of Finance in Circular No. 9467/BTC-HCSN dated July 17, 2007 and of the Ministry of Home Affairs in Circular No. 2183/BNV-TCBC dated July 30, 2007, the Ministry of Labor, Invalids and Social Affairs hereby issues guidelines for ranking vocational college schools, intermediate vocational schools, and public training centers as follows:
I. GENERAL PROVISIONS
1. Scope of Regulation and Applicability
These Guidelines provide guidance on ranking vocational college schools, intermediate vocational schools, and public training centers (hereinafter referred to collectively as vocational training institutions). These Guidelines do not apply to private vocational college schools, intermediate vocational schools, or training centers with foreign investment.
2. Purpose of Ranking Vocational Training Institutions
To unify the leadership position allowances for each management position within vocational training institutions.
3. Number of Ranks for Vocational Training Institutions
a) Vocational college schools have two ranks: Rank I and Rank II, corresponding to Rank III and Rank IV in Decision No. 181/2005/QD-TTg dated July 19, 2005 of the Prime Minister regarding public service organizations and services under the education and training sector.The Prime Minister for public service organizations and services under the education and training sector.

II. PRINCIPLES FOR RANKING
1. The ranking of vocational training institutions is determined based on an assessment of the current situation and scoring according to four groups of criteria as follows:
- Group I Criteria: Scale of training, number of trades trained.
- Group II Criteria: Organizational structure and staff.
- Group III Criteria: Physical facilities, equipment, and training programs, textbooks, and teaching aids.
- Group IV Criteria: Efficiency in using resources and results of activities.
2. The rank of a vocational training institution is determined based on the total score achieved according to the four groups of criteria specified above.
3. All vocational training institutions that have been ranked and those that have not yet been ranked must implement ranking and re-ranking according to the provisions of this Circular.
III. RANKING
1. The ranking scale for vocational training institutions is 100 points.
2. Ranking of vocational training institutions:
a) Vocational college schools
- Rank I: Achieving 86 points or more.
- Rank II: Achieving less than 86 points.

b) Intermediate vocational schools
- Rank I: Achieving 86 points or more.
- Rank II: Achieving from 71 points to less than 86 points.
- Rank III: Achieving less than 71 points.

c) Training centers
- Rank I: Achieving 86 points or more.
- Rank II: Achieving less than 86 points.

IV. ALLOWANCE FOR LEADERSHIP POSITIONS
Allowance for leadership positions in vocational training institutions is set according to the rank of the institution and is stipulated as follows:

V. AUTHORITY AND PROCEDURES FOR RANKING
1. Authority for Ranking
a) Ministers of Ministries, Heads of agencies at the level of ministries, and heads of central-level organizations of political social organizations (collectively referred to as Ministries) decide to recognize the rank of vocational training institutions under their management.
b) Chairpersons of People's Committees of provinces and centrally-administered cities (collectively referred to as Provincial People's Committees) decide to recognize the rank of vocational training institutions under their management.
2. Procedures for Ranking
Based on the criteria provided in this Circular, vocational training institutions prepare a ranking application dossier and report it to the competent authority. The ranking application dossier includes:
a) The ranking application document of the vocational training institution.
b) Self-assessment and scoring table of the vocational training institution according to the criteria in Appendix 4 issued along with this Circular and supporting documents, files, and dossiers proving the scores achieved.
Authorities and organizations with ranking authority as stipulated in point 1 of this Section organize the receipt of ranking application dossiers from vocational training institutions. Within thirty working days from the date of receiving complete and valid dossiers, the authority or organization with ranking authority is responsible for reviewing, examining, and deciding to recognize the ranking of vocational training institutions.
VI. IMPLEMENTATION
1. The Ministry of Labor, Invalids and Social Affairs directs, guides, and supervises the ranking of vocational training institutions.
Ministries and Provincial People's Committees direct relevant departments to implement and guide the evaluation and ranking of vocational training institutions under their management according to the guidelines in this Circular; report the ranking results of vocational training institutions under their management to the Ministry of Labor, Invalids and Social Affairs (General Department of Vocational Training) and the Ministry of Home Affairs.
2. Five years (sixty months) after the date of signing the ranking decision, vocational training institutions must be reviewed and re-ranked.
In the case where a vocational training institution, after being ranked, receives investment to upgrade its facilities and expand its tasks, it shall be re-evaluated for ranking one year (twelve months) from the date of the decision on investment, facility upgrade, and task expansion.
3. This Circular takes effect fifteen days after its publication in the Official Gazette. Previous regulations concerning the ranking of vocational training institutions that conflict with this Circular are hereby abolished.
During implementation, if there are any difficulties, they should be reported to the Ministry of Labor - Invalids and Social Affairs by the relevant ministries and provincial People's Committees for study and resolution./.
