CIRCULAR

Issuing the College Charter

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
The Minister of Education and Training hereby issues this Circular on the College Charter as follows:

Article 1. This Circular promulgates the College Charter attached hereto.

Article 2. This Circular takes effect from July 10, 2009, and replaces Decision No. 56/2003/QĐ-BGD&ĐT dated December 10, 2003 of the Minister of Education and Training issuing the College Charter.

Article 3. The Ministers of Ministries, Heads of ministerial-level agencies and agencies under the Government, Chairmen of Provincial People's Committees and Municipal People's Committees directly under the Central Government with colleges, Directors of the Office of the Ministry, Heads of the Department of Higher Education, Heads of units related to the Ministry of Education and Training, and Principals of colleges are responsible for implementing this Circular./.
