CIRCULAR
GUIDELINES FOR APPLYING TYPICAL DESIGN AND MODEL DESIGN OF STUDENT HOUSING, WORKER HOUSING IN INDUSTRIAL ZONES, AND HOUSING FOR LOW-INCOME PERSONS
Pursuant to Decree No. 17/2008/NĐ-CP dated February 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;
Pursuant to Resolution No. 18/NQ-CP dated April 20, 2009 of the Government on certain mechanisms and policies to promote the development of housing for students at educational institutions and workers in concentrated industrial zones and low-income persons in urban areas;
Pursuant to Decision No. 65/2009/QĐ-TTg dated April 24, 2009 of the Prime Minister promulgating certain mechanisms and policies for the development of housing for students at universities, colleges, vocational high schools, and vocational training centers for lease;
Pursuant to Decision No. 66/2009/QĐ-TTg dated April 24, 2009 of the Prime Minister promulgating certain mechanisms and policies for the development of housing for workers in industrial zones for lease;
Pursuant to Decision No. 67/2009/QĐ-TTg dated April 24, 2009 of the Prime Minister promulgating certain mechanisms and policies for the development of housing for low-income persons in urban areas;
The Ministry of Construction hereby provides guidelines for applying typical design and model design of student housing at universities, colleges, vocational high schools, and vocational training centers; worker housing in industrial zones; and housing for low-income persons in urban areas according to Decisions No. 65/2009/QĐ-TTg, 66/2009/QĐ-TTg, and 67/2009/QĐ-TTg dated April 24, 2009 of the Prime Minister.
Article 1. Scope of Regulation and Applicability

This Circular guides the application of typical design and model design for student housing at universities, colleges, vocational high schools, and vocational training centers; worker housing in industrial zones; and housing for low-income persons in urban areas according to Decisions No. 65/2009/QĐ-TTg, 66/2009/QĐ-TTg, and 67/2009/QĐ-TTg dated April 24, 2009 of the Prime Minister.

Organizations and individuals participating in investment and construction projects for student housing at universities, colleges, vocational high schools, and vocational training centers; worker housing in industrial zones; and housing for low-income persons in urban areas (hereinafter referred to collectively as housing).
Article 2. Interpretation of Terms
1. Typical Design
Is a design project researched based on technical standards and national standards for construction to be applied multiple times under specific conditions. The objects of typical design are functional components and architectural detail structures (excluding foundation and load-bearing structural details of the building).
2. Model Design
Is a design project applying typical designs of parts for a specific type of house or building with a defined scale and specific conditions.
Article 3. Principles for Applying Typical Design and Model Design
1. Typical design and model design have guiding nature and are applied voluntarily or used as references when preparing investment and construction projects for housing;
2. The application of typical design and model design in housing design proposals must be carried out by construction consulting organizations that meet the required professional capacity conditions;
3. In cases where typical design and model design are suitable for local conditions and the scale requirements of housing projects, investors may use the entire model design as the basic design in investment and construction projects through construction consulting organizations;
4. It is necessary to base the selection and application of typical design and model design on natural conditions in the construction area to ensure safety for the building. For foundations, they must be designed based on geological survey results at the construction site;
5. In addition to the provisions in relevant technical standards and national standards for construction used to prepare designs for investment and construction projects for housing, the following standards may also be applied:
a) Increase the building density and land use coefficient up to 1.5 times compared to current planning construction standards, without controlling the number of floors;
b) The usage ratio (living area and functional area/floor area) for various types of housing from 0.7 to 0.8;
c) The minimum living area standard for student housing is 4m² per student, with a maximum of 8 students per room;
d) The minimum living area standard for worker housing in industrial zones is 5m² per person, with a maximum of 8 people per apartment;
e) Low-income housing is a type of apartment building designed with a maximum area not exceeding 70m² per apartment.
Article 4. Requirements for Housing Design
1. Interior and exterior architecture and building equipment
Depending on the characteristics of each region (delta, mountainous, coastal...), appropriate architectural solutions for interior and exterior should be applied to suit natural conditions, customs, and usage needs. Building equipment, including interior and exterior equipment, should be produced domestically at an average level.
2. Foundation
During the process of preparing design documents for housing construction projects, geological and hydrological conditions at the construction site must be surveyed to design the foundation according to current standards and regulations.
3. Main structure of the house
a) Based on the scale and characteristics of the project, construction technology, and specific local conditions, the consulting design unit shall select suitable main structure and foundation construction plans;
b) Prioritize selecting construction plans that follow industrialization directions.
4. Materials
Use locally available materials and domestically produced components.
Article 5. Design Costs and Investment Cost per Unit of Construction
1. Design costs
a) Costs for developing typical designs and model designs for various types of houses funded from the state budget annually;
b) When using model designs issued by the Ministry of Construction or localities, design costs shall be calculated based on the Project Management and Investment Consulting Cost Standards published by the Ministry of Construction;
c) When reusing construction design documents, the design fee will be reduced with a factor k = 0.36;
2. Investment cost per unit of construction for student housing, factory worker housing, and low-income housing published annually by the Ministry of Construction.
Article 6. Guidelines for Developing Model Designs
1. Local model designs
Localities may establish and publish model designs for housing construction projects within their jurisdiction based on typical designs issued by the Ministry of Construction.
2. Requirements for model design documents
a) Description section
- Design mission; survey data from localities regarding natural conditions, culture, socio-economic conditions, design requirements, and local construction material potential;
- List of applicable standards and regulations;
- Model designs;
- Function, scale, land area, component parts and their areas, building grade, number of floors, floor height, functional layout solutions;
- Structural solutions, materials, technical systems, construction and completion requirements;
- Landscape design solutions, greenery, and technical infrastructure system within the land plot;
- Key economic and technical indicators; main material quantity tables;
- Guidance on selecting and applying model designs when developing design options for housing construction projects.
b) Drawing section
- Master plan drawings for project layout or individual components, technical infrastructure systems;
- Operation flow diagrams;
- Architectural drawings: floor plans, elevations, sections, and key details of the building and its components;
- Overall perspective views of the building and interior perspectives;
- Equipment layout drawings for functional rooms (combined with architectural drawings);
- Structural drawings: floor plans and sections describing the load-bearing structural solutions and materials used;
- Drawings of technical equipment systems;
- Drawing specifications: A3 paper size; drawing representation methods comply with current standards.
Article 7. Implementation Organization
1. Typical designs and model designs published by the Ministry of Construction are provided free of charge to localities via CDs and the Ministry of Construction's website at www.moc.gov.vn;
2. When there are special requirements for localities, the provincial People's Committee shall organize implementation, review, and issue model designs. Before issuing and applying them, localities must submit one set of model design documents to the Ministry of Construction for unified management. In necessary cases, the Ministry of Construction will provide written comments on the model designs of localities.
Article 8. Effective Date
1. This Circular takes effect from August 19, 2009;
2. During implementation, if there are difficulties, opinions should be sent to the Ministry of Construction for amendment and supplementation within its authority./.
