CIRCULAR

Issuing Regulations on Standards for Primary School Principals

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 24/2010/NĐ-CP dated March 15, 2010 of the Government stipulating regulations on recruitment, utilization, and management of civil servants, and Decree No. 93/2010/NĐ-CP dated August 31, 2010 amending certain articles of Decree No. 24/2010/NĐ-CP stipulating regulations on recruitment, utilization, and management of civil servants;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

At the proposal of the Director of the Teacher and School Management Officer Department,

The Minister of Education and Training decides:

Article 1. The attached Circular issues the Regulations on Standards for Primary School Principals.

Article 2. This Circular takes effect from May 23, 2011.

Article 3. The Director of the Office, the Director of the Department of Teachers and Educational Institution Managers under the Ministry of Education and Training, the heads of relevant units under the Ministry of Education and Training; People's Committees of provinces and centrally governed cities; Directors of Departments of Education and Training, Principals of primary schools, and related organizations and individuals are responsible for implementing this Circular../.
