Regulations on technical procedures and economic-technical norms for design
and construction of community-based biodiversity conservation models in coastal wetland ecosystems

Pursuant to the Biodiversity Law No. 20/2008/QH12 dated January 13, 2008 of the National Assembly of the Socialist Republic of Vietnam;
Pursuant to the Decree No. 65/2010/NĐ-CP dated June 11, 2010 detailing and guiding the implementation of certain provisions of the Biodiversity Law;
Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to the Decree No. 25/2009/NĐ-CP dated March 6, 2009 of the Government on comprehensive management of marine resources and environmental protection of islands;
At the proposal of the Director General of the Environment Administration, the Head of the Planning Department, and the Head of the Legal Department,
The Minister of Natural Resources and Environment promulgates this Circular stipulating technical procedures and economic-technical norms for design and construction of community-based biodiversity conservation models in coastal wetland ecosystems,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. This Circular includes the technical procedures and economic-technical norms for design and construction of community-based biodiversity conservation models in coastal wetland ecosystems.
Article 2. This Circular takes effect from August 5, 2013.
Article 3. The Minister, Heads of ministries equivalent to ministries, agencies under the Government, Chairpersons of provincial People's Committees along the coast directly under the Central Government, Directors General of the Environment Administration, Heads of units under the Ministry, and related organizations and individuals are responsible for implementing this Circular.
In the course of applying this Circular, if there are difficulties or unreasonable aspects discovered, please report to the Ministry of Natural Resources and Environment for timely consolidation and adjustment./.
