on scientific and technological tasks

Pursuant to Decree No. 20/2013/NĐ-CP dated February 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
Pursuant to Decree No. 08/2014/ND-CP dated January 27, 2014 of the Government detailing and guiding the implementation of certain provisions of the Law on Science and Technology;
Pursuant to Decree No. 11/2014/NĐ-CP dated February 18, 2014 of the Government on scientific and technological information activities;
At the proposal of the Director of the National Science and Technology Information Center and the Head of the Legal Department;
The Minister of Science and Technology issues this Circular to regulate the collection, registration, storage, and publication of information on scientific and technological tasks.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular guides procedures, processes, and formats for:
1. Collecting information on ongoing scientific and technological tasks.
2. Registering and storing results of the implementation of scientific and technological tasks.
3. Collecting information on the application of results from the implementation of scientific and technological tasks.
4. Publishing and providing information on scientific and technological tasks as stipulated in Clause 1, Clause 2, and Clause 3 of this Article.
Article 2. Applicability
1. State management agencies at all levels related to the selection, direct assignment, evaluation, and acceptance of scientific and technological tasks; organizations placing orders, approving agencies, and signing contracts for the implementation of scientific and technological tasks; units managing scientific and technological tasks.
2. Leading organizations and principal individuals responsible for scientific and technological tasks; organizations granted ownership and usage rights over the results of implementing scientific and technological tasks.
3. Organizations performing national, ministerial, and provincial science and technology information functions; individuals tasked with collecting and publishing information on scientific and technological tasks, registering and storing results of implementing scientific and technological tasks, and collecting and publishing information on the application of results from scientific and technological tasks.
Article 3. Explanation of Terms
In this Circular, the following terms are understood as follows:
1. "Scientific and technological tasks funded by state budget" refers to tasks specified in Clause 2 of Articles 25, 26, 27, and Article 28 of Decree No. 08/2014/NĐ-CP dated January 27, 2014 of the Government detailing and guiding the implementation of certain provisions of the Law on Science and Technology; scientific and technological tasks funded by state funds in the field of science and technology.
2. "Ongoing scientific and technological tasks" refers to scientific and technological tasks currently being implemented in reality at the time of information provision.
4. "Registering results of implementing scientific and technological tasks" refers to the act of leading organizations implementing scientific and technological tasks declaring and submitting results of implementing scientific and technological tasks to competent state authorities to obtain a Registration Result Certificate for Scientific and Technological Tasks.
5. "Unit managing scientific and technological tasks" refers to the unit directly assigned by the head of the approving agency to manage scientific and technological tasks.
Article 4. Use of the Scientific and Technological Classification Table
In the process of handling information to determine the field of scientific research and technological development, the economic and social objectives of scientific and technological tasks, relevant organizations and individuals must use the Statistical Classification Table for Science and Technology issued by the Minister of Science and Technology.
Article 5. Scientific and Technological Tasks Pertaining to State Secrets, Security, and National Defense
1. The collection and publication of information on ongoing scientific and technological tasks; registration and retention of results from the implementation of scientific and technological tasks; collection and publication of information on the application of results from the implementation of scientific and technological tasks containing state secrets shall be carried out in accordance with the provisions of the law on protecting state secrets, except for cases stipulated in Clause 3 of this Article.
2. Based on the list of state secrets decided upon by the competent authority, the managing unit and the organization primarily responsible for the scientific and technological task shall have the responsibility to determine the level of confidentiality, affix the confidentiality stamp, and define the scope of circulation of the documents, and submit them directly according to the confidential regime to the organization implementing the central information science and technology function.
3. For scientific and technological tasks containing state secrets, military secrets, and national security secrets implemented by the Ministry of Defense and the Ministry of Public Security, the registration and retention of results from the implementation of scientific and technological tasks shall be carried out in accordance with the regulations of the Ministry of Defense and the Ministry of Public Security.
Chapter II
COLLECTION OF INFORMATION ON ONGOING SCIENTIFIC AND TECHNOLOGICAL TASKS
Article 6. Collection of Information on Ongoing Scientific and Technological Tasks Using State Budgets
2. Information about each ongoing scientific and technological task using state budgets is entered into one Information Sheet according to Model 1 attached to this Circular, including the following contents:
a) Name of the task; task code (if applicable);
b) Information about the organization primarily responsible for the task, the supervising agency;
c) Name and surname of the task leader and main participants;
d) Information about the organization collaborating in implementing the task;
đ) Objectives and main content of the task;
e) Research field and economic and social objectives of the task;
g) Research methods;
h) Expected results;
i) Address and expected scale of application;
k) Expected start time; expected end time;
l) Approved budget.
3. Regulations on submitting the Information Sheet on ongoing scientific and technological tasks using state budgets are as follows:
a) The Information Sheet on special scientific and technological tasks, national-level scientific and technological tasks shall be sent to the National Science and Technology Information Center under the Ministry of Science and Technology;
b) The Information Sheet on ministry-level and grassroots scientific and technological tasks within the management scope of ministries and sectors shall be sent to the organization implementing the central information science and technology function at the ministry level;
c) The Information Sheet on provincial and grassroots scientific and technological tasks within the management scope of provinces shall be sent to the organization implementing the central information science and technology function at the provincial level;
d) The Information Sheet on scientific and technological tasks funded by state funds at various levels shall be sent to the organization implementing the central information science and technology function at the same level.
4. During the implementation of scientific and technological tasks, if there is any modification or supplementation of any of the information contents specified in Clause 2 of this Article, within fifteen working days from the date of approval of the modification or supplementation, the managing unit of the scientific and technological task has the responsibility to update the information into the Information Update Sheet according to Model 3 attached to this Circular and send it to the organization implementing the central information science and technology function in accordance with Clause 3 of this Article.
Article 7. Collection of information on scientific and technological tasks being carried out without state budget funding
1. Scientific and technological tasks not using state budget funding, after being reviewed by the competent science and technology management agency, are encouraged to provide information in accordance with Clause 2 of this Article.
2. Information about each scientific and technological task being carried out without state budget funding shall be entered into Form 2 attached hereto, including the following contents:
a) Task name;
b) Information about the leading organization of the task (if any);
c) Name and surname of the task leader and main participants;
d) Information about the cooperating organizations implementing the task (if any);
đ) Objectives and main content of the task;
e) Research field and economic and social objectives of the task;
g) Research methods;
h) Expected results;
i) Expected start time; expected end time;
k) Address and expected application scale;
l) Implementation cost.
3. Organizations and individuals implementing scientific and technological tasks not using state budget funding under a ministry or sector shall submit the Information Form on scientific and technological tasks being carried out without state budget funding to the organization performing the central information function for science and technology of that ministry or sector.
4. Organizations and individuals implementing scientific and technological tasks not using state budget funding under a locality shall submit the Information Form on scientific and technological tasks being carried out without state budget funding to the provincial-level organization performing the central information function for science and technology of that locality.
5. During the implementation of scientific and technological tasks, if there are any modifications or supplements to the information contents specified in Clause 2 of this Article, organizations and individuals implementing scientific and technological tasks not using state budget funding shall have the responsibility to update the modified or supplemented information in the Information Update Form according to Form 4 attached hereto and submit it to the organization performing the central information function for science and technology as stipulated in Clauses 3 and 4 of this Article.
6. Criteria for determining scientific and technological tasks are prescribed in Articles 25, 26, 27, and 28 of Decree No. 08/2014/ND-CP dated January 27, 2014 of the Government detailing and guiding certain provisions of the Law on Science and Technology and related guiding documents.
7. Information on scientific and technological tasks not using state budget funding may only be included in the National Database on Science and Technology after being reviewed by the competent state agency managing science and technology. Organizations and individuals providing information have the right to access and use the National Database on Science and Technology in accordance with regulations of the Ministry of Science and Technology.
Article 8. Forms and Methods of Submitting the Information Form on Scientific and Technological Tasks Being Carried Out
1. The Information Form on scientific and technological tasks being carried out includes both paper and electronic versions. The paper version of the Information Form must be confirmed by the task management unit. The electronic version of the Information Form must be saved in Rich Text Format (.rtf) or Microsoft Word format (.doc or .docx) and must use Vietnamese Unicode font (Times New Roman) according to Vietnam Standard (TCVN 6909:2001). The electronic version of the Information Form must not be password protected.
2. The Information Form on scientific and technological tasks being carried out shall be submitted directly, through postal services, and via electronic means to the organizations performing the central information function for science and technology as stipulated in Clause 3 of Article 6 and Clauses 3 and 4 of Article 7 of this Circular.
Within fifteen working days from the date of receipt of the Information Form regarding ongoing science and technology tasks, the organization performing the central information function for science and technology as stipulated in Clause 2, Article 6, Clauses 3 and 4, Article 7 of this Circular shall be responsible for processing the information and updating it into the National Database on Science and Technology in accordance with the regulations of the Ministry of Science and Technology.
Chapter III
REGISTRATION AND RETENTION OF THE RESULTS OF IMPLEMENTATION OF SCIENCE AND TECHNOLOGY TASKS
Article 10. Registration and Retention of the Results of Implementation of Science and Technology Tasks Using State Budget
3. For the results of implementation of science and technology tasks that have applied for protection of intellectual property rights:
a) In the case where the results of implementation of the science and technology task have already applied for protection of intellectual property rights before being officially accepted by the science and technology task management agency, the registration of the results shall be carried out according to Clause 2 of this Article;
b) In the case where the results of implementation of the science and technology task apply for protection of intellectual property rights after being officially accepted, the registration of the results shall be carried out at the competent authorities prescribed in Article 11 of this Circular within five working days from the date of filing the application for protection of intellectual property rights, but not later than sixty days from the date of official acceptance.
a) A consolidated report on the results of implementation of the task (paper version and electronic version);
b) An executive summary of the results of implementation of the task (electronic version);
c) A supplementary table consolidating survey data (if any, electronic version);
d) Maps; drawings; photographs; multimedia materials (if any, electronic version);
đ) Software (including source code, if any).
Article 11. Competent Authority for Registration and Retention of the Results of Implementation of Science and Technology Tasks
1. The National Science and Technology Information Center under the Ministry of Science and Technology has the authority over:
a) Carrying out the registration of the results of implementation of special science and technology tasks, national-level science and technology tasks, ministry-level science and technology tasks, and science and technology tasks funded by state funds in the field of science and technology at the central and ministry levels;
b) Retaining the results of implementation of special science and technology tasks, national-level science and technology tasks, ministry-level science and technology tasks, provincial-level science and technology tasks, grassroots-level science and technology tasks, and science and technology tasks funded by state funds in the field of science and technology at all levels.
2. Organizations performing the central information function for science and technology at the ministry level have the authority over:
a) Carrying out the registration of the results of implementation of grassroots-level science and technology tasks within their management scope;
b) Retaining the results of implementation of ministry-level science and technology tasks and grassroots-level science and technology tasks, and science and technology tasks funded by state funds in the field of science and technology within their management scope.
3. Organizations performing the central information function for science and technology at the provincial level have the authority over the registration and retention of the results of implementation of provincial-level science and technology tasks, grassroots-level science and technology tasks, and science and technology tasks funded by state funds in the field of science and technology within their management scope.
1. The documents for registering the results of implementing scientific and technological tasks funded by state budget include:
a) One Application Form for Registering the Results of Implementing State Budget-Funded Tasks according to Model 5 attached to this Circular for each scientific and technological task;
b) One paper Comprehensive Report on the Implementation Results of the Task (completed after formal acceptance);
c) One electronic Comprehensive Report on the Implementation Results of the Task, Summary Report on the Implementation Results of the Task. One electronic Appendix compiling survey data, maps, drawings, photos, multimedia materials, software (if applicable). The electronic version must be in Portable Document Format (.pdf) and use Vietnamese Unicode font (Time New Roman) according to Vietnam Standard (TCVN 6909:2001). The electronic version must match the paper version, recorded on optical disc and not password protected;
d) One copy of the Minutes of the Official Acceptance Board Meeting for the Implementation Results of the Scientific and Technological Task, document confirming the agreement of authors regarding the order of authorship in the list of task implementers (if applicable), Industrial Property Protection Registration Application (if applicable) accompanied by the original for comparison when submitting;
đ) One Technology Description Form according to Model 8 attached to this Circular for scientific and technological tasks where the product includes a technological process;
2. For the documents for registering the results of implementing provincial-level scientific and technological tasks, in addition to the provisions of Clause 1 of this Article, the leading organization of the task is responsible for submitting an additional Comprehensive Report on the Implementation Results of the Task (paper and electronic versions), Summary Report on the Implementation Results of the Task (electronic version) to the registration authority to send to the National Science and Technology Information Center.
3. The paper documents specified in Point b Clause 1 and Clause 2 of this Article must be bound with hard covers, square spine, and inside cover page must have confirmation from the leading organization about the completion of the implementation results after formal acceptance.
4. Organizations and individuals registering the results of implementing scientific and technological tasks are responsible for determining the level of confidentiality of the implementation results of scientific and technological tasks according to current regulations and notifying the organization performing the central information function on science and technology.
5. The competent authority for registration prescribed in Article 11 of this Circular is responsible for checking and confirming the completeness and validity of the documents according to regulations. The date of submission and receipt of valid documents is recorded on the Receipt for Registration of the Implementation Results of Scientific and Technological Tasks according to Model 9 attached to this Circular. In case of required supplementary documents, within five working days from the date of receiving the documents, the competent authority for registration shall notify in writing to the organization or individual leading the implementation of the scientific and technological task.
6. Within five working days from the date of receiving complete valid documents as prescribed in Clause 1 of this Article, the competent authority for registration shall examine the documents and issue one Certificate of Registration of the Implementation Results of Scientific and Technological Tasks Funded by State Budget according to Model 10 attached to this Circular according to its authority to the leading organization of the scientific and technological task.
7. The documents and Certificate of Registration of the Implementation Results of Scientific and Technological Tasks can be sent directly or through registered mail.
Article 13. Registration and retention of results of scientific and technological tasks not funded by state budget
1. Results of scientific and technological tasks not funded by state budget are encouraged to be registered and retained at competent authorities for registration as prescribed in Article 11 of this Circular after being recognized by the competent state management authority on science and technology.
2. The registration dossier includes:
a) One Application Form for Registration of Results of Scientific and Technological Tasks Not Funded by State Budget according to Model 6 attached to this Circular for each scientific and technological task;
5. Information about the implementation results of scientific and technological tasks not funded by state budget can only be entered into the National Database on Science and Technology after being recognized by the competent state management authority on science and technology. Organizations and individuals who register and submit the results have the right to access and use the National Database on Science and Technology in accordance with the regulations of the Ministry of Science and Technology.
Article 14. Registration of information on research results and technological development purchased with state budget funds
3. The competent authority for registration as prescribed in Article 11 of this Circular shall be responsible for issuing a written confirmation of the registration of information on research results and technological development purchased with state budget funds, compiling information, and updating it into the National Database on Science and Technology.
Article 15. Certificate of Registration of Results of Scientific and Technological Tasks
1. Organizations and individuals completing the registration of results of scientific and technological tasks shall be issued a Certificate of Registration of Results of Scientific and Technological Tasks.
2. Each result of a scientific and technological task shall be issued one Certificate of Registration of Results of Scientific and Technological Tasks and shall not be reissued.
3. Upon request, the competent authority for registration shall issue a certified copy of the Certificate of Registration of Results of Scientific and Technological Tasks.
4. The Certificate of Registration of Results of Scientific and Technological Tasks is one of the bases for confirming the completion of scientific and technological tasks by organizations and individuals participating in their implementation and has value as one of the conditions for the following activities:
a) Liquidation of contracts to implement assigned scientific and technological tasks;
b) Confirmation of organizations and individuals leading and participating in the implementation of scientific and technological tasks;
c) Confirmation of research works in the dossier for recognition of achievement of scientific titles, conferral of scientific and technological awards;
d) One of the bases for profit distribution when using, transferring rights to use, transferring, or contributing capital with research results and technological development outcomes.
Article 16. Revocation of the Certificate of Registration of Results of Scientific and Technological Tasks
1. Organizations and individuals shall have their Certificate of Registration of Results of Scientific and Technological Tasks revoked in the following cases:
a) The content declared in the registration dossier of results of scientific and technological tasks is not true;
b) Forgery of signatures and seals in the registration dossier.
2. The authority issuing the Certificate of Registration of Results of Scientific and Technological Tasks has the right to revoke the Certificate of Registration of Results of Scientific and Technological Tasks it issued.
1. For provincial-level scientific and technological tasks, the organization performing the provincial-level science and technology information central function as prescribed in Clause 3, Article 11 shall be responsible for periodically compiling and sending the documents specified in Clause 2, Article 12 to the National Science and Technology Information Center at the end of March, June, September, and December each year.
2. For basic-level scientific and technological tasks, the registration agency shall be responsible for periodically compiling and sending electronic copies of the consolidated reports on the results of basic-level scientific and technological tasks to the National Science and Technology Information Center at the end of March, June, September, and December each year.
3. Immediately upon receipt of the documents specified in Clause 1 of this Article, the National Science and Technology Information Center shall be responsible for confirming in writing with the registration agency for the results of the implemented tasks.
Article 18. Retention of Registered Results of Scientific and Technological Tasks
1. Registered results of scientific and technological tasks are specialized professional documents with permanent preservation value necessary for scientific and technological activities, to be retained long-term and not transferred to historical archives according to the provisions of Article 15 of Decree No. 01/2013/NĐ-CP dated January 3, 2013 of the Government detailing the implementation of certain articles of the Law on Archives.
2. Authorities with the power to register and retain results of scientific and technological tasks as stipulated in Article 11 of this Circular shall be responsible for organizing storage facilities and serving the exploitation and use of results of scientific and technological tasks.
Chapter IV
COLLECTION OF INFORMATION ON THE APPLICATION OF RESULTS OF IMPLEMENTED SCIENTIFIC AND TECHNOLOGICAL TASKS
Article 19. Collection of information on the application of results from the implementation of science and technology tasks funded by state budget
1. The following types of science and technology tasks must provide information on the application of results from the implementation of science and technology tasks:
a) Science and technology research topics;
b) Science research programs;
c) Pilot production projects;
d) Science and technology projects.
2. Starting from the date when state-budget-funded science and technology tasks are officially accepted, every twelve months and for five consecutive years, the organization primarily responsible for the task or the organization granted ownership and usage rights over the results of the science and technology task shall be responsible for reporting on the application of results from the implementation of science and technology tasks according to Clause 1, Article 20 of this Circular and sending such reports to the organization performing the central information science and technology function as stipulated in Clause 3 of this Article for consolidation and reporting to state management agencies for science and technology.
3. The submission of Application Result Information Forms for state-budget-funded science and technology tasks is regulated as follows:
a) Application Result Information Forms for special science and technology tasks and national-level tasks shall be sent to the National Science and Technology Information Center under the Ministry of Science and Technology;
b) Application Result Information Forms for ministry-level and grassroots-level science and technology tasks within the scope of management of ministries, ministerial-level agencies, and government agencies shall be sent to the organization performing the central information science and technology function at the ministry level;
c) Application Result Information Forms for provincial and grassroots-level science and technology tasks within the scope of management of provinces and centrally-administered cities shall be sent to the organization performing the central information science and technology function at the provincial level;
d) Application Result Information Forms for science and technology tasks funded by state funds at all levels in the field of science and technology shall be sent to the organization performing the central information science and technology function at the same level.
4. The head of the organization primarily responsible for the task or the organization granted ownership and usage rights over the results of the science and technology task shall be responsible for the accuracy of the contents of the report on the application of results from the implementation of science and technology tasks.
Article 20. Content of information on the application of results from the implementation of science and technology tasks
1. Information on the application of results from the implementation of science and technology tasks includes:
a) Task name;
b) Type of task;
c) Information about the individual or organization primarily responsible for the task;
d) Research field, socio-economic objectives;
đ) Application field;
e) Application address;
g) Scale of application;
h) Application effectiveness;
i) Economic effectiveness;
k) Impact on economy, society, and environment;
l) Transfer method of results, degree of commercialization;
m) Intellectual property documentation.
2. Depending on the type of task specified in Clause 1 of Article 19 of this Circular, the content of information on the application of results from the implementation of science and technology tasks shall be presented according to Model 12 attached to this Circular.
Article 21. Forms and Methods of Providing Information on the Application of Scientific and Technological Task Results
1. The information form on the application of scientific and technological task results includes both paper and electronic versions. The paper version of the information form must be confirmed by the organization responsible for the scientific and technological task or the organization granted ownership or usage rights to the results of the scientific and technological task. The electronic version of the information form must be saved in Rich Text Format (.rtf) or Microsoft Word format (.doc or .docx) and must use Vietnamese Unicode font (Times New Roman) according to Vietnam Standard (TCVN 6909:2001). The electronic information form shall not be password protected.
2. The information form on the application of scientific and technological task results shall be sent directly or through postal services and electronic means to organizations performing central information functions for science and technology as stipulated in Clause 3, Article 19 of this Circular.
Article 22. Summary Report on the Application of Scientific and Technological Task Results
1. Organizations performing central information functions for science and technology as stipulated in Clause 3, Article 19 of this Circular, based on the information forms on the application of scientific and technological task results received during the year, shall have the responsibility to compile a summary report on the application results of scientific and technological tasks, to be sent to the competent state management agencies for science and technology at the ministry, sector, and local levels, and to the National Science and Technology Information Center. Summary reports on the application of scientific and technological task results from ministries, sectors, and localities shall be sent directly or through postal services and electronic means to the National Science and Technology Information Center.
2. Based on the summary reports on the application of scientific and technological task results funded by the state budget from ministries, sectors, and localities, the National Science and Technology Information Center shall have the responsibility to process, compile, and report to the Minister of Science and Technology on the application of scientific and technological task results funded by the state budget nationwide.
Chapter V
ANNOUNCEMENT OF INFORMATION ON SCIENTIFIC AND TECHNOLOGICAL TASKS
Article 23. Announcement of Information on Ongoing Scientific and Technological Tasks Funded by the State Budget
2. Publicly disclosed information on ongoing scientific and technological tasks on the website includes:
a) Task name;
b) The organization responsible for the task;
c) The name of the task leader;
d) The objectives and main contents of the task;
đ) Research field;
e) Research methods;
g) Expected results;
h) Expected start date and expected end date.
4. The National Science and Technology Information Center shall have the responsibility to publicly announce a summary report on the list of ongoing scientific and technological tasks at all levels nationwide during the year on its website and link it to the website of the Ministry of Science and Technology.
Article 24. Publicizing information on the results of implementing science and technology tasks funded by the state budget
2. The contents of information about the results of implementing science and technology tasks that are publicly announced on electronic information websites include:
a) Task name;
b) The organization responsible for the task;
c) Full name of the head of the task and main participants;
d) Objectives of the task;
đ) Implementation results (summary);
e) Start and end times;
g) Implementation funds.
Article 25. Publicizing information on the application of the results of implementing science and technology tasks funded by the state budget
2. The National Science and Technology Information Center shall be responsible for publicly announcing the consolidated report on the application of the results of implementing science and technology tasks at all levels nationwide on its electronic information website and linking with the electronic information website of the Ministry of Science and Technology.
Article 26. Publicizing information on science and technology tasks not funded by the state budget
After organizations and individuals voluntarily provide information on science and technology tasks not funded by the state budget, such information will be processed and publicly announced according to the provisions of Articles 23, 24, and 25 of this Circular.
Chapter VI
IMPLEMENTATION
1. Organizations and individuals primarily responsible for implementing science and technology tasks funded by the state budget who fail to fulfill the responsibility of reporting task information, submitting research results, and reporting on the application of the results of implementing science and technology tasks will be restricted from participating in implementing science and technology tasks funded by the state budget according to Circular No. 10/2014/TT-BKHCN dated May 30, 2014, issued by the Minister of Science and Technology on selecting and directly assigning organizations and individuals to implement national-level science and technology tasks funded by the state budget.
2. In cases where organizations performing the central information function for science and technology and units managing science and technology tasks do not fully perform the assigned responsibilities as stipulated in this Circular, the National Science and Technology Information Center has the authority to restrict access and exploitation of the information system, the National Science and Technology Database, and consider recommendations and proposals to adjust the science and technology information activity budget of the organization or unit in the annual plan.
Article 28. Effective Date
1. This Circular takes effect from August 15, 2014.
2. This Circular replaces the Registration, Storage, and Use Regulations for the Results of Implementing Science and Technology Tasks issued together with Decision No. 03/2007/QĐ-BKHCN dated March 16, 2007, of the Minister of Science and Technology, amended and supplemented by Circular No. 04/2011/TT-BKHCN dated April 20, 2011, of the Minister of Science and Technology, and Circular No. 13/2012/TT-BKHCN dated June 26, 2012, of the Minister of Science and Technology.
Article 29. Responsibility for Implementation
1. Ministries, ministerial-level agencies, government agencies, provincial people's committees under the central government shall be responsible for designating organizations to perform the central information function for science and technology of their units and notifying the Ministry of Science and Technology before October 30, 2014.
2. The Ministry of Science and Technology assigns the National Science and Technology Information Center to guide and organize the implementation of this Circular.
3. During the implementation process, if difficulties arise, they should be reported to the Ministry of Science and Technology for consideration and resolution./.
