The Minister of Culture, Sports and Tourism hereby issues this Circular amending and supplementing certain provisions of Circular No. 02/2011/TT-BVHTTDL dated January 10, 2011 of the Minister of Culture, Sports and Tourism on conditions for operation of sports facilities organizing swimming and diving activities.
Article 1. Content of amendment and supplementation
Article 1. This Circular stipulates special conditions for organizing training and competitions in Golf.
1. Point c Clause 7 Article 4 shall be amended as follows:
"c) Swimming pool water must meet the maximum permissible limit of water quality standards applicable to individual and household water extraction methods (Category II) according to the National Technical Regulation on Water Quality (QCVN02:2009/BYT) promulgated together with Circular No. 05/2009/TT-BYT dated June 17, 2009 of the Minister of Health. Water quality indicators for swimming pools must be monitored and supervised in accordance with regulations. Sports facilities are responsible for retaining water samples (500ml) each time they test, at least for five days from the date of inspection. Documentation of each inspection must be kept in records and provided when requested by competent state authorities." |

2. Supplement Clause 11 to Article 4 as follows:
"11. Monitoring and supervising water quality in swimming pools during operation:
a) For indicators under Category A:
- Testing at least once per month conducted by the sports facility;
- Monitoring, supervising, and testing at least once every three months conducted by competent authorities.
b) For indicators under Category B:
- Testing at least once every three months conducted by the sports facility;
- Monitoring, supervising, and testing at least once every six months conducted by state authorities.
c) Spot checks:
- When hygiene inspections or epidemiological investigations indicate potential contamination of the water source;
- When environmental incidents occur that may affect water hygiene quality;
- When there are other special requirements.
Spot checks are carried out by competent state authorities.
d) Indicators can be determined using rapid testing methods and field testing kits. Field testing kits must be approved for circulation by competent authorities."
3. Supplement Clause 3 to Article 7 as follows:
"3. Cultural, Sports and Tourism Inspectors conduct inspections and handle violations according to their authority against organizations and individuals who organize swimming and diving activities in violation of the provisions of this Circular."
1. This Circular takes effect from January 1, 2015.
2. During implementation, if any difficulties arise, please promptly report them to the Ministry of Culture, Sports and Tourism for study and appropriate amendments and supplements./.
