Pursuant to the Statistics Law dated June 26, 2003;

Pursuant to Decree No. 20/2013/NĐ-CP dated February 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;

Pursuant to Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Statistics Law;

Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister on the issuance of the National Statistical Indicators System;

At the proposal of the Director of the National Science and Technology Information Center and the Head of the Legal Department;

The Minister of Science and Technology issues this Circular on the Statistical Indicators System for the Science and Technology Sector.

Article 1. Attached to this Circular is the Statistical Indicators System for the Science and Technology Sector

The Statistical Indicators System for the Science and Technology Sector is a collection of statistical indicators reflecting the main situation of science and technology in the country, serving the evaluation, forecasting, strategic planning, policy formulation, and the development of science and technology plans for each period; meeting the information needs of organizations and individuals regarding statistics on science and technology.

Article 2. Implementation

1. Responsibilities of units under the Ministry of Science and Technology

a) The National Science and Technology Information Center shall take the lead and coordinate with relevant units under the Ministry of Science and Technology to establish reporting systems for basic statistics, consolidated industry-wide statistics, and scientific and technological surveys to collect statistical indicators within the unified Statistical Indicators System for the Science and Technology Sector nationwide; monitor and report on the implementation of this Circular.

b) Heads of units directly under the Ministry of Science and Technology are responsible for collecting and summarizing the assigned statistical indicators within the Statistical Indicators System for the Science and Technology Sector throughout the country, providing them to the National Science and Technology Information Center for consolidation and publication.

2. Provincial Departments of Science and Technology are responsible for collecting and summarizing statistical information within their jurisdictions to calculate statistical indicators within the Statistical Indicators System for the Science and Technology Sector.

3. Agencies and units under Ministries, ministerial-level agencies, and government agencies tasked with scientific and technological statistics shall organize the collection, summary, and reporting of statistical information based on the Statistical Indicators System for the Science and Technology Sector to the Ministry of Science and Technology.

Article 3. Implementation Provisions

1. This Circular takes effect from October 6, 2015.

2. This Circular replaces Circular No. 05/2009/TT-BKHCN dated March 30, 2009 of the Minister of Science and Technology on the Statistical Indicators System for the Science and Technology Sector.

3. In case difficulties or obstacles arise during implementation, they should be reported to the Ministry of Science and Technology for timely review and resolution./.
