1. The Prime Minister decides to assign the target plan for building and mobilizing the reserve forces, and the Minister of National Defense decides to assign the target plan regarding the scale, organizational form, number of reserve units, and based on the list of female citizens with specialized professions meeting the requirements of the People's Army who have registered to serve in the reserve cadre (hereinafter referred to as female reserve soldiers) to arrange them into reserve mobilization units.

đ) Archival Science, Museum Studies: Archival Science and Information Management;

Logistics and technical units under the Ministry of National Defense, military regions, corps, branches, formations, Command of Hanoi Capital, Command of Ho Chi Minh City, Military Command of provinces and centrally governed cities, military schools; specialized reserve units established by ministries, agencies at the level of ministries, government agencies, and provincial and centrally governed city people's committees; agencies under the Ministry of National Defense, Command of military regions, corps, branches, formations; agencies under the Command of Hanoi Capital, Command of Ho Chi Minh City, Military Command of provinces and centrally governed cities, and Military District Command of districts, towns, urban districts, and equivalent administrative units.

g) Audiovisual Arts: Photography; Film and Television Technology; Sound and Lighting Design;

h) Aviation: Air traffic control; groups of technical professions in electricity, electronics, and telecommunications.

Article 4. Arrangement and management of female citizens with specialized professions registered to serve in reserve ranks

3. The Military District Command of districts, towns, urban districts, and equivalent administrative units (hereinafter referred to as the Military District Command of districts) shall take the lead and coordinate with the receiving units and the Military District Command of communes, wards, towns, and organizations where female reserve soldiers have registered to serve in the reserve cadre to organize the arrangement and management of female reserve soldiers who have been assigned to reserve mobilization units.

2. Principles of arrangement

a) Arrange female reserve soldiers with suitable specialized professions for the positions in the establishment, if there is a shortage, arrange female reserve soldiers with corresponding specialized professions;

b) Arrange female reserve soldiers residing near each other or working at the same place into one unit;

c) Arrange female reserve soldiers group A into combat support units directly subordinate to military branches, arms, local military units;

1. Citizens working in the Communist Party of Vietnam organization

a) Secretary, Deputy Secretary in charge of the Provincial Party Committee (hereinafter referred to as the provincial level), Secretary, Deputy Secretary in charge of the District Party Committee (hereinafter referred to as the district level); Secretary of the Commune Party Committee (hereinafter referred to as the commune level);

b) Heads, Deputy Heads, Department Directors of Central Party Building Departments; Heads of Provincial Party Building Departments; Heads of District Party Building Departments;

Chapter III

EXEMPTION FROM CONSCRIPTION DURING WAR

Article 5. Citizens working in political organizations, political-social organizations, and political-social-professional organizations

a) Chairman, Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Heads and equivalent positions of the Central Committee of the Vietnam Fatherland Front; Chairman, Vice Chairman of the Provincial Committee of the Vietnam Fatherland Front; Chairman of the District Committee of the Vietnam Fatherland Front;

b) Central Youth League Secretary, Heads and equivalent positions of the Central Youth League Secretariat of the Ho Chi Minh Communist Youth Union; Secretary, Deputy Secretary of the Provincial Youth League Secretariat of the Ho Chi Minh Communist Youth Union; Secretary of the District Youth League Secretariat of the Ho Chi Minh Communist Youth Union;

c) Chairman, Vice Chairman in charge of the Vietnam General Confederation of Labor; Heads and equivalent positions of the Vietnam General Confederation of Labor; Chairman of the Provincial Federation of Labor;

c) Secretary of the Party Committee of the Central Government Agencies; Secretary of the Party Committee of central organizations; Secretary of the Central Party Committee of State-Owned Enterprises; Secretary of the Provincial Party Committee of Mass Organizations and State-Owned Enterprises;

d) Commander-in-Chief of the Military Command of the Central Party Agency.

2. Citizens working in political-social organizations

a) The Chairman, Vice Chairmen of the Central Committee of the Vietnam Fatherland Front; the Heads and equivalent positions within the Central Committee of the Vietnam Fatherland Front; the Chairmen and Vice Chairmen of the Vietnam Fatherland Front Committee at provincial level; the Chairman of the Vietnam Fatherland Front Committee at district level;

b) The Central Committee Secretary of the Ho Chi Minh Communist Youth Union, the Heads and equivalent positions within the Central Committee of the Ho Chi Minh Communist Youth Union; the Secretaries and Deputy Secretaries of the Ho Chi Minh Communist Youth Union at provincial level; the Secretaries of the Ho Chi Minh Communist Youth Union at district level;

c) The Chairman, Permanent Vice Chairman of the General Confederation of Labor of Vietnam, the Heads and equivalent positions within the General Confederation of Labor of Vietnam; the Chairmen of the Labor Federation at provincial level;

d) For associations recognized by the competent authority of the Party as political-social organizations or political-social-professional organizations, which are allocated personnel quotas and financial support by the State and guaranteed conditions for organizational structure, operation, and management in accordance with the regulations of the Government, including: the Chairman, the Standing Vice-Chairman, the General Secretary, and equivalent positions at the Central Association; the Chairman and equivalent positions at the provincial-level association.

Article 6. Citizens working in state agencies

1. Ministers, Deputy Ministers, and equivalent positions within Ministries and sectors; General Directors, Deputy General Directors, Directors, Department Heads, and equivalent positions within Ministries and sectors.

2. Chairpersons, Deputy Chairpersons of Committees of the National Assembly.

3. Chief Justices, Deputy Chief Justices of the Supreme People's Court; Chief Justices of Provincial and District People's Courts.

4. Procurators-General, Deputy Procurators-General of the Supreme People's Procuracy; Procurators of Provincial and District People's Procuracies.

5. Department Heads and equivalent positions within the Supreme People's Court and the Supreme People's Procuracy.

6. Chairpersons, Deputy Chairpersons: People's Councils and People's Committees at provincial and district levels; Chairpersons: People's Councils and People's Committees at commune level.

7. Heads of agencies under and directly under the People's Committees and People's Councils at provincial and district levels.

8. Commanders of Military Command Boards of central agencies and organizations.

9. Commanders of Military Command Posts, Chiefs of Public Security Stations in border communes, island communes, remote areas, and ethnic minority regions identified as particularly difficult according to the Prime Minister's Decision.

Article 7. Citizens working in public service units and state-owned enterprises

1. Citizens working in public service units, state-owned enterprises in border communes, island communes, remote areas, and ethnic minority regions identified as particularly difficult according to the Prime Minister's Decision.

a) Those working in the following fields: Education, Health, Postal Services, Telecommunications, Natural Resources and Environment, Agriculture, Forestry, Fisheries, Electricity, Coal, Oil, Gas, Petroleum Products, Chemicals;

b) Those engaged in road construction, building projects, technical management of rubber planting, harvesting and processing, coffee planting, industrial crops, forest product extraction and processing, fisheries.

2. Citizens working in public service units and state-owned enterprises in other areas.

a) Education Sector:

Directors, Deputy Directors, Principals, Deputy Principals: Academies, universities, colleges, secondary vocational training centers, integrated vocational and general education centers and equivalents; Principals of high schools, middle schools, primary schools, kindergartens;

Heads of departments in higher education institutions;

Individuals with professor and associate professor titles, doctoral degrees, distinguished teacher titles, people's teachers, senior lecturers, provincial-level or higher excellent teachers in educational institutions;

Fifty percent of lecturers and teachers in educational institutions.

b) Health Sector:

Directors, Deputy Directors, Heads of Departments in central, regional, provincial hospitals and equivalent positions; Directors of county-level hospitals and equivalent positions;

Individuals with the title of people's medical doctor;

Eighty percent of the staff working in central hospitals and institutes; seventy percent of the staff working in provincial hospitals; sixty percent of the staff working in county-level hospitals and equivalents are not included in the plan to supplement the regular forces of the military when mobilization orders are issued.

c) Foreign Affairs Sector:

Heads of representative offices of the Socialist Republic of Vietnam abroad;

Heads of government-level and ministry-level negotiation delegations and anti-dumping investigation delegations currently participating in negotiations or investigations.

d) Natural Resources and Environment Sector:

General Directors, Deputy General Directors, and equivalent positions within the National Meteorological and Hydrological Center; Directors and equivalent positions of Centers, Federations, Stations under the National Meteorological and Hydrological Center; Station Chiefs of meteorological, hydrological, marine, environmental, radar, and satellite positioning stations;

Federation Chiefs, Deputy Federation Chiefs, Team Chiefs of geological, planning, and water resource investigation teams; Directors and equivalent positions of National Water Resource Planning and Investigation Federations; Directors and equivalent positions of federations under the National Water Resource Planning and Investigation Center.

đ) Transportation Sector:

Directors of international seaports; Directors of airports;

Pilots, Co-pilots, Cabin Chiefs of aircraft of the National Vietnam Airline Corporation are not included in the plan to supplement the regular forces of the military when mobilization orders are issued; heads of technical departments at airports; heads of aircraft engineering companies and subsidiaries under the Vietnam Airlines Corporation; Directors, Deputy Directors of Flight Operation Management Centers;

Heads of national railway transport management agencies, urban rail transport management agencies;

Persons responsible for defense product production and repair chains;

Captains, Chief Drivers, Chief Engineers, Chief Electricians of vessels: passenger and cargo ships with power of 1960 HP or more, pilot boats, dredgers, rescue boats are not included in the plan to supplement the regular forces of the military when mobilization orders are issued;

Chief Drivers, Chief Engineers of ferries at ferry terminals not included in the plan for supplementing regular forces of the Army when mobilization orders are issued;

Fifty percent of personnel at international seaports, airports;

Chief Drivers of operating freight trains, train dispatchers, train duty officers, station masters of the Vietnam Railway sector;

Lighthouse keepers, pilots.

e) Postal Services and Telecommunications Sectors:

Directors of provincial telecommunications centers; Directors of provincial information control centers;

Personnel ensuring communication during wartime;

Personnel working in defense product production and repair chains.

g) Construction Sector:

Chief Engineers, Supervisory Consultants of national key projects as stipulated by competent authorities;

Personnel engaged in road construction, building national key projects as stipulated by competent authorities during wartime.

h) Culture, Information, and Communications Sector:

Directors of Ministry-level and national museums;

Chiefs of Central Art and Culture Teams and equivalent positions;

Chief Directors of national cultural art programs and works;

Individuals with the title of people's artist.

The Director of the National Sports Center and equivalent positions;

International arbitrators in sports disciplines;

Head coaches and athletes of national teams during the preparation and participation in international competitions;

i) Sectors: Electricity, Coal, Oil, Natural Gas, Petroleum Products, Chemicals:

Persons working on production and repair lines for defense products during wartime;

Persons responsible for operating and repairing boilers and machines in power plants; persons responsible for operating and repairing high-voltage transmission lines and substations belonging to distribution and transmission facilities;

Fifty percent of chemical engineers in enterprises;

k) Persons working in scientific research fields:

Directors, Deputy Directors of Research Institutes; Directors and equivalent positions of Research Centers, laboratories, stations, experimental farms, monitoring stations, testing stations under the Government and Ministries;

Principal Investigators of Ministry-level, national, and international research projects;

Doctoral candidates conducting Ministry-level, national, and international research projects;

Persons with master's degrees or senior researchers conducting national and international scientific projects;

Persons with professor or associate professor titles having research projects;

l) Persons directly involved in engraving, printing, minting currency;

m) Persons working in the cryptographic field;

n) Mechanical and Power Sector: Those working on production and repair chains of defense products;

o) Chairpersons of the Board of Members or Chairpersons of the Board of Directors, General Managers or Directors, Chief Accountants of enterprises with 350 employees or more, or enterprises with 150 to less than 350 employees but having significant impact on economic activities in a region or sector of the country; Chairpersons of the Board of Members or Chairpersons of the Board of Directors, General Managers or Directors, Deputy Directors of enterprises with 700 employees or more; Deputy Directors, Chief Inspectors, Heads of Departments, and equivalent positions of enterprises with 1,400 employees or more;

Persons with vocational skill level 5 or equivalent in enterprises with 350 employees or more;

Article 8. Other Citizens Exempted from Military Service

1. Students who have won third place or higher in national student excellence exams; students and university students who have won medals or titles in international competitions, world skill contests, ASEAN skill contests, and national skill contests, are exempt from conscription until they graduate from college, university, or post-secondary vocational school.

2. One child of烈士或一级残疾军人;因遭受橙剂影响需抚养的人员的一个子女。

Article 9. Confirmation of the number of citizens working in agencies and organizations and serving in the People's Army for citizens exempted from military service

1. Annually, the head of enterprises specified in Point o Clause 2 Article 7 of this Decree shall report the number of citizens working at the enterprise to the Command of Hanoi Capital City, the Command of Ho Chi Minh City, the Military Command of provinces and centrally governed cities (hereinafter referred to collectively as the Provincial Military Command) where the enterprise's headquarters is located; the Provincial Military Command shall take the lead and coordinate with relevant agencies to review, and the Chairman of the People's Committee of the province shall confirm.

2. The Military Committee of the district shall confirm the percentage of citizens exempted from conscription of agencies and organizations whose headquarters are located in the same place.

3. A citizen who is eligible for exemption from conscription may be called up for military service if they submit a voluntary application to serve in the Vietnam People's Army and obtain the consent of the head of the agency or organization managing and using such citizen.

Article 10. Registration for Exemption from Military Service during War Time

Registration for exemption from conscription during wartime shall be carried out in accordance with the provisions of Article 9 of Decree No. 13/2016/NĐ-CP dated February 19, 2016, of the Government stipulating the procedures and formalities for registration and the system of policies for citizens during the registration period, medical examination, and health check-up for military service.

Chapter IV

RESERVE SOLDIER TRAINING LEVEL TWO

Article 11. Subjects Called for Concentrated Training as Reserve Soldiers Level Two

The target group for concentrated training of second-class reservists shall be implemented in accordance with the provisions of Clause 3 Article 24 of the Law on Military Service Obligation.

Article 12. Requirements for Training Reserve Soldiers Level Two

Training of second-class reservists must be accurate in terms of target groups, sufficient in quantity and duration, and consistent with the content and program prescribed for each target group; it must also be suitable for the requirements and tasks of building the reserve force and being ready for combat of the Vietnam People's Army.

Article 13. Allocation of Training Targets for Reserve Soldiers Level Two

1. Annually, the Prime Minister decides to allocate targets to provincial People's Committees and relevant ministries and sectors for selecting reserve soldiers level two to be trained by military units.

2. Based on the Decision of the Prime Minister, the Chairman of the People's Committee of the province shall assign the People's Committee of the district the quota for selecting and calling up second-class reservists for concentrated training; the heads of Ministries and sectors shall assign the quota for selecting second-class reservists for concentrated training to subordinate units.

3. Based on the Decision of the Chairman of the People's Committee of the district or the head of the agency or unit under the Ministries and sectors having second-class reservists registered for military service in the district, the Commander of the Military Committee of the district shall call up individual second-class reservists for concentrated training and hand them over to military units assigned the task of training.

Article 14. Criteria for Selection and Calling for Concentrated Training of Reserve Soldiers Level Two to Become Reserve Soldiers Level One

1. Male reserve soldiers level two up to 35 years old; female reserve soldiers level two up to 30 years old.

2. Political quality, health, and cultural standards shall be implemented according to the criteria for selecting and calling up citizens for annual military service as prescribed by the Ministry of National Defense.

Article 15. Duration, Content of Training and Transfer to Reserve Soldier Level One Status for Reserve Soldiers Level Two

1. Duration of training: six months.

2. Training content includes: political education, legal education, military training, logistics, and technical training.

3. The Minister of National Defense shall specify the content and program of training; the number of training sessions, and the duration of each session, but not more than two concentrated training sessions per year.

4. Second-class reservists who complete the prescribed training time and content as stipulated in Clauses 1 and 2 of this Article shall be considered for transfer to first-class reservists. The Commander of the Military Committee of the district shall issue a decision and issue a certificate of reservist status.

Article 16. Assurance systems and policies for second-class reservists during concentrated training, exercises, and readiness checks for mobilization and combat readiness.

During the period of concentrated training, exercises, and readiness checks for mobilization and combat readiness (hereinafter referred to as the concentrated training period), second-class reservists shall enjoy the following systems and policies:

1. Subsidies

a) Second-class reservists currently receiving salaries from the state budget, during the concentrated training period, shall have their salaries and all allowances, subsidies, benefits, travel allowances, and transportation costs paid by the agency or organization where they work, in accordance with the current regulations for civil servants and public officials on business trips. The agency or organization providing the salary from which source shall be responsible for ensuring the funding.

b) Second-class reservists belonging to other categories shall be paid a subsidy equivalent to two years' rank allowance of non-commissioned officers and soldiers in active service at the same rank level by the military unit organizing the training. For second-class reservists without a rank, they shall receive a rank allowance equivalent to the rank of private second class; the time for enjoying the allowance shall be calculated as follows: If the concentrated training period is from five to fifteen days, they shall receive half a month's allowance, if the period is from sixteen to thirty-one days, they shall receive a full month's allowance, and if the period exceeds thirty-one days, the allowance shall continue to be paid as prescribed from the beginning; they shall also be provided with travel allowances and transportation costs as for non-commissioned officers and soldiers in active service.

2. Uniform standards, health care, and living supplies

Second-class reservists with a concentrated training period of five days or more in one session shall be provided with uniforms, health care, and living supplies in accordance with the current regulations of the Ministry of National Defense.

3. Food standards

Second-class reservists shall enjoy food standards equivalent to those of non-commissioned officers and soldiers in active service during the concentrated training period.

4. Family assistance during the concentrated training period

a) Second-class reservists currently receiving salaries or wages from agencies or organizations and participating in mandatory social insurance, their families shall be assisted daily at a rate of 0.025 times the basic wage level as stipulated by the Government (hereinafter referred to as the basic wage level) at the time of concentrated training;

b) Second-class reservists not receiving salaries or wages from agencies or organizations and not participating in mandatory social insurance, their families shall be assisted daily at a rate of 0.05 times the basic wage level at the time of concentrated training.

5. Systems and policies when sick, injured, or killed due to accidents

a) Second-class reservists participating in mandatory social insurance and health insurance: During the concentrated training period, if they fall ill, suffer an accident, become injured, or die, they shall enjoy the systems and policies as prescribed by the laws on social insurance and health insurance;

b) Second-class reservists not participating in social insurance and health insurance, during the concentrated training period, if they fall ill, suffer an accident, become injured, or die, they shall be entitled to the following assistance:

In case of illness requiring hospitalization, they shall be treated at military hospitals or civilian hospitals. During the treatment period, second-class reserve soldiers shall enjoy medical examination and treatment benefits equivalent to those of non-commissioned officers and active-duty soldiers. If the illness persists beyond the concentrated training period and requires further treatment for up to a maximum of fifteen days, additional treatment time shall be supported with daily food and medication expenses equal to 0.1 base salary per actual day of treatment. If death occurs due to illness, the person responsible for burial shall be granted a one-time allowance of five months' base salary at the month of death.

In cases of accidents or risks during training at designated locations and within training hours, or outside these locations and hours as ordered by competent authorities, along reasonable routes and times from their residence to the training location, second-class reserve soldiers shall be treated at military hospitals or civilian hospitals until fully recovered. During the treatment period, they shall enjoy medical examination and treatment benefits equivalent to those of non-commissioned officers and active-duty soldiers. If there is a reduction in work capacity between 5% and 21%, a one-time allowance of twelve months' base salary shall be granted; if the reduction is between 22% and 80%, an additional allowance of 0.4 months' base salary shall be granted for each additional 1% reduction; if the reduction is 81% or more, a one-time allowance of sixty months' base salary shall be granted. If death occurs due to an accident or risk, the relatives of the second-class reserve soldier shall be granted a one-time allowance of thirty-six months' base salary, and the person responsible for burial shall receive a funeral allowance of ten months' base salary at the month of death.

c) In cases where second-class reserve soldiers suffer injury or death during concentrated training periods, competent authorities shall examine them to determine if they qualify as war invalids or martyrs, and if so, they shall be entitled to benefits under the laws on preferential treatment for persons who have contributed to the revolution, including a one-time allowance of thirty-six months' base salary for war invalids and sixty months' base salary for the relatives of martyrs.

In cases where death occurs due to the recurrence of injuries during concentrated training periods, the person responsible for burial shall receive a funeral allowance of ten months' base salary at the month of death.

For cases involving second-class reserve soldiers as stipulated in Points a, b, and c of Clause 5 of this Article, if death occurs, they shall be organized for funeral ceremonies according to military rituals prescribed by the Ministry of National Defense.

The funds to ensure the benefits and policies specified in Point b of Clause 1, Clause 2, Clause 3, Point b, and Point c (one-time allowances for war invalids and relatives of martyrs) of Clause 5 of this Article shall be paid by the military unit conducting concentrated training and settled into the national defense budget if it is a main force unit, or settled into the local budget if it is a local force unit.

The funds to ensure the benefits and policies specified in Clause 4 and Point d of Clause 5 of this Article shall be paid by the Military Command Board of the district and settled into the local budget.

7. Second-class reserve soldiers who are employed in agencies or organizations and are on annual leave when called for concentrated training may continue their leave afterward or take it at a suitable time thereafter.

If the concentrated training period coincides with the period for upgrading vocational skills, civil service ranks, end-of-term examinations, or completion of courses, and such coincidence is confirmed by the place of employment or study, or if there are special difficulties confirmed by the People's Committee of the commune where they reside, then the second-class reserve soldier may be exempted from that round of concentrated training.

Article 17. Tasks Funded for Training Reserve Soldiers Level Two

1. The state budget shall allocate funds to the Ministry of National Defense for the following tasks:

a) Paying allowances to second-class reserve soldiers during concentrated training periods, who do not receive salaries from the state budget.

b) Ensuring food, accommodation, uniforms, medical care, and living supplies for reserve soldiers level two during concentrated training;

c) Funding organizational work for training;

d) Funding other related training activities for reserve soldiers level two.

2. The state budget shall allocate funds to ministries and sectors for the following tasks:

a) Organizing the selection and calling of reserve soldiers level two for concentrated training;

b) Funding specialized reserve unit training as allocated by the Prime Minister to ministries and sectors.

3. Local budgets fund the following tasks:

a) Organizing the selection and calling of reserve soldiers level two for concentrated training;

b) Paying family allowances to reserve soldiers level two during concentrated training periods;

c) Funding the organization and implementation of second-class reserve soldier training as allocated by the Prime Minister to localities through local budgets, including: Organizational training costs; allowances for second-class reserve soldiers who do not receive salaries from the state budget; ensuring food, accommodation, uniforms, health care, and living supplies for second-class reserve soldiers; other costs related to second-class reserve soldier training.

4. The contents of funding as stipulated in Clauses 1, 2, and 3 of this Article shall be implemented according to current legal standards.

Article 18. Sources of budget guarantee

The state budget funds for second-class reserve soldier training shall be allocated in the annual state budget estimates of ministries, sectors, and localities according to the current state budget allocation system. Budget preparation, management, and settlement shall be carried out in accordance with the State Budget Law and its implementing regulations.

Chapter V

RESPONSIBILITIES OF AGENCIES, ORGANIZATIONS, AND INDIVIDUALS IN THE IMPLEMENTATION OF INSPECTION CONCLUSIONS

Article 19. Responsibilities of the Ministry of National Defense

1. To lead and coordinate with ministries, sectors, and provincial People's Committees in registering and managing: Female citizens of military age with professions suitable for the needs of the People's Army; citizens exempted from conscription.

2. To stipulate the content, program, and duration of training for second-class reserve soldiers converted to first-class reserve soldiers.

3. To annually develop training targets and plans for second-class reserve soldiers and submit them to the Prime Minister for decision.

4. Based on the Prime Minister's decision, the Minister of National Defense decides to allocate training targets to military units.

5. To direct, guide, urge, and inspect the selection and call-up of second-class reserve soldiers for concentrated training nationwide.

Article 20. Ministries, Sectors, and Provincial People's Committees

1. The Ministry of Finance shall be responsible for coordinating with the Ministry of National Defense in the preparation and implementation of state budget estimates in accordance with the State Budget Law to ensure the implementation of the benefits and policies stipulated in this Decree.

2. Ministries, sectors, and provincial People's Committees shall coordinate with the Ministry of National Defense in registering and managing: Female citizens of military age with professions suitable for the needs of the People's Army; citizens exempted from conscription.

3. Ministries, sectors, and provincial People's Committees assigned targets for training specialized reserve units with second-class reserve soldiers: To lead and coordinate with military units assigned targets for receiving specialized reserve units of ministries, sectors, and provincial People's Committees by the Minister of National Defense to organize training.

Chapter VI

IMPLEMENTATION PROVISIONS

Article 21. Effective Date

This Decree takes effect from May 1, 2016.

2. Decree No. 42/2011/NĐ-CP dated June 13, 2011 of the Government stipulates that citizens subject to military service obligations are exempt from being called up for conscription during wartime; Decree No. 150/2007/NĐ-CP dated October 9, 2007 of the Government on training second-class reserve military personnel; Decision No. 203/2006/QĐ-TTg dated August 31, 2006 of the Prime Minister regarding the specialized professions of female citizens needed by the Military, shall cease to be effective upon the entry into force of this Decree.

Article 22. Responsibility for enforcement

Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the Central Government, relevant agencies, organizations, and individuals are responsible for implementing this Decree./.
