Amend and supplement the testing procedure for public mobile phone base stations issued together with Circular No.policies18/2011/TT-BTTTT (hereinafter referred to as Circular No. 18/2011/TT-BTTTT)

Camend1. Amend Clause 3.3 as follows: "Public mobile phone base stations that must be tested are those included in the 'List of Telecommunication Equipment and Radio Stations Required to Be Tested.'"y 2. Amend Clause 4.1 as follows: "Public mobile phone base stations installed at the same location may be issued a joint or separate Certificate of Testing upon request of the enterprise."ỹ 3. Amend Clause 4.5 as follows: "Testing organizations are permitted to hire laboratories designated by the Ministry of Information and Communication (hereinafter referred to as laboratories) to perform part or all of the testing content specified in Clause 6.3.2 to support the testing of public mobile phone base stations.""b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."hereinafter referred to as the DecreeDeputy ministers of ministerial-level agencies, 4. Amend the second bullet point of Clause 6.3 as follows: "The testing organization or laboratory conducts the testing." This Circular applies to individuals who have worked at the Ministry of Justice, Provincial Legal Departments, and relevant agencies and organizations that perform tasks within one of the fields listed in Article 3 of this Circular after ceasing to hold their positions. 5. Amend the first sentence of Clause 6.3.2 as follows: "The testing organization or laboratory performs the testing at the public mobile phone base station, recording all information in the testing results (according to Form 2) as follows:"of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Home Affairs6. Amend and supplement the first bullet point of Clause 7.1 as follows: "Within thirty (30) days from the date the public mobile phone base station is put into operation, the enterprise must complete the posting of the announcement (according to Form 4) for public mobile phone base stations not included in the 'List of Telecommunication Equipment and Radio Stations Required to Be Tested.' Within twenty (20) days of the beginning of each quarter, the enterprise must report to the Telecommunications Department the list of public mobile phone base stations not included in the 'List of Telecommunication Equipment and Radio Stations Required to Be Tested' that were installed and posted in the previous quarter (according to Form 5). In case a public mobile phone base station not included in the 'List of Telecommunication Equipment and Radio Stations Required to Be Tested' has been announced but later changes to become a public mobile phone base station included in the 'List of Telecommunication Equipment and Radio Stations Required to Be Tested,' within thirty (30) days from the date of change, the enterprise must conduct testing for this base station."119. Appendix 4 of Circular No. 18/2011/TT-BTTTT with the "Announcement of public mobile phone base stations not included in the List of Telecommunication Equipment and Radio Stations Required to Be Tested" in Appendix 4 issued together with this Circular.

13. Replace the term "notice" with the term "announcement" in

Appendix 5 of Circular No. 18/2011/TT-BTTTT.
