Amending and supplementing certain Articles of Circular No. 32/2016/TT-MINCOMMERCE dated December 15, 2016 issued by the Minister of Industry and Tradeconcerning the "National Technical Regulation on Safety for Mine Hoists"On the basis of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing a number of provisions of the Law on Standards and Technical Regulations; Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing a number of provisions of the Law on Standards and Technical Regulations;

THE MINISTER OF INDUSTRY AND TRADE
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;
On the basis of Decree No. 132/2008/ND-CP dated December 31, 2008 of the Government detailing a number of provisions of the Law on Product Quality; Decree No. 74/2018/ND-CP dated May 15, 2018 of the Government amending and supplementing certain provisions of Decree No. 132/2008/ND-CP dated December 31, 2008 of the Government detailing a number of provisions of the Law on Product Quality;
The Minister of Industry and Trade issues this Circular to amend and supplement certain Articles of Circular No. 32/2016/TT-MINCOMMERCE dated December 15, 2016 promulgating the National Technical Regulation on Safety for Mine Hoists.
Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
At the proposal of the Director of the Department of Safety Technology and Industrial Environment;
Article 1. Amend and supplement Article 1 of Circular No. 32/2016/TT-MINCOMMERCE dated December 15, 2016 as follows:
"Annexed to this Circular is the National Technical Regulation on Safety for Mine Hoists. Code: QCVN 02:2016/MINCOMMERCE.
Amend and supplement certain provisions of the National Technical Regulation on Safety for Mine Hoists. Code: Amendment 1:2019 QCVN 02:2016/MINCOMMERCE."
This Circular shall take effect from October 18, 2019.
Article 2. - Prime Minister, Deputy Prime Ministers;
Article 3. The Head of the Ministry's Office, the Director of the Department of Safety and Environmental Technology; Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
