Pursuant to Decree No. 36/2017/NĐ-CP dated April 4, 2017 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant EDUCATION to Decree No. 73/2017/NĐ-CP dated June 14, 2017 of the Governmenton the collection, management, exploitation, and utilization of natural resources and environment information;

At the proposal of the Director of the Department of Information Technology and Natural Resources Data, the Director of the Science and Technology Department, the Director of the Planning and Finance Department, and the Director of the Legal Department;

The Minister of Natural Resources and Environment issues this Circular on economic-technical standards for construction, maintenance, and operation of the natural resources and environment information system. Procedures and Economic-Technical Standards for Construction, Maintenance, and OperationThis Circular promulgates Procedures and Economic-Technical Standards for Construction, Maintenance, and Operation of the Natural Resources and Environment Information System.

Article 1. This Circular promulgates Procedures and Economic-Technical Standards for Construction, Maintenance, and Operation of the Natural Resources and Environment Information System attached hereto.

Article 2. Effectiveness

1. This Circular takes effect from January 11, 2021

2. Repeal Section 6 Part I, Chapter II Part II and Chapter II Part III of Circular No. 26/2014/TT-BTNMT dated May 28, 2014 issued by the Minister of Natural Resources and Environment on Procedures and Economic-Technical Standards for Construction of Natural Resources and Environment Database.

3. Repeal Article 18 of Circular No. 58/2015/TT-BTNMT dated December 8, 2015 issued by the Minister of Natural Resources and Environment on the review, inspection, and acceptance of projects applying information technology in natural resources and environment.

4. Repeal Chapter II Part II of Circular No. 17/2016/TT-BTNMT dated July 19, 2016 issued by the Minister of Natural Resources and Environment on Economic-Technical Standards for Inspection and Acceptance of Products Applying Information Technology in Natural Resources and Environment.

5. Repeal Circular No. 20/2019/TT-BTNMT dated December 18, 2019 issued by the Minister of Natural Resources and Environment on Technical Procedures for Construction, Maintenance, and Operation of the Natural Resources and Environment Information System.

Article 3. Transitional Provisions

1. Special tasks and projects on the application of information technology in the natural resources and environment sector approved according to Section 6 Part I, Chapter II Part III of Circular No. 26/2014/TT-BTNMT and Chapter II Part II of Circular No. 17/2016/TT-BTNMT before the effective date of this Circular shall continue to be implemented in accordance with the provisions thereof, except where there is a requirement to implement in accordance with the provisions of this Circular.

2. Special tasks and projects on the application of information technology in the natural resources and environment sector approved according to the provisions of Circular No. 20/2019/TT-BTNMT before the effective date of this Circular shall be adjusted in accordance with the provisions of this Circular prior to acceptance.

Article 4. Ministries, ministerial-level agencies, government-affiliated agencies, provincial people's committees under central cities, and related organizations and individuals are responsible for implementing this Circular.

In the course of implementation, if there are difficulties or obstacles, please report to the Ministry of Natural Resources and Environment for appropriate amendments and supplements./.
