Decree No. 21/2013/ND-CP dated March 4, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Decree No. 102/2008/ND-CP dated September 15, 2008 of the Government on the collection, management, exploitation, and utilization of data on natural resources and environment;

Pursuant to Decision No. 179/2004/QĐ-TTg dated October 6, 2004 of the Prime Minister approving the Strategy for the application and development of information technology in natural resources and environment until 2015 and orientation until 2020;

At the proposal of the Director of the Department of Information Technology, the Head of the Planning Department, and the Head of the Legal Department;

The Minister of Natural Resources and Environment promulgates this Circular on the Procedure and Economic-Technical Standards for Construction of Databases on Natural Resources and Environment.

Article 1. Attached to this Circular are the Procedure and Economic-Technical Standards for Construction of Databases on Natural Resources and Environment.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Circular takes effect from July 15, 2014.

This Circular replaces the following Circulars: Circular No. 30/2009/TT-BTNMT dated December 31, 2009 of the Ministry of Natural Resources and Environment stipulating the Procedure and Economic-Technical Standards for Construction of Databases on Natural Resources and Environment; Circular No. 08/2011/TT-BTNMT dated March 28, 2011 and Circular No. 12/2012/TT-BTNMT dated October 30, 2012 of the Ministry of Natural Resources and Environment amending and supplementing certain articles of Circular No. 30/2009/TT-BTNMT dated December 31, 2009.

Article 3. The Minister, Heads of ministerial-level agencies, agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities, Directors of the Department of Information Technology, Heads of units directly under the Ministry of Natural Resources and Environment, Directors of Provincial Departments of Natural Resources and Environment, and related organizations and individuals are responsible for implementing this Circular.

In the course of implementation, if there are difficulties or obstacles, please report to the Ministry of Natural Resources and Environment for appropriate amendments and supplements./.
