CIRCULAR
Issuing National Technical Regulations on Aquatic Seedlings

Pursuant to Decree No. 15/2017/NĐ-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Based on the Law on Animal Husbandry 2018;

Pursuant to the Law on Product Quality and Commodities 2007;

Pursuant to the Fisheries Law 2017;

Pursuant to the Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to the Decree No. 132/2008/ND-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality and Commodities;

Pursuant to the Decree No. 74/2018/ND-CP dated May 15, 2018 of the Government amending and supplementing some articles of the Decree No. 132/2008/ND-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality and Commodities;

Pursuant to the Decree No. 154/2018/ND-CP dated November 9, 2018 of the Government amending, supplementing, and abolishing some regulations on investment and business conditions in the field of state management by the Ministry of Science and Technology and some inspection regulations;

Pursuant to the Decree No. 26/2019/ND-CP dated March 8, 2019 of the Government detailing some provisions and measures for implementing the Fisheries Law;

Upon the proposal of the Director of the Department of Science, Technology and Environment and the General Director of the Fisheries General Department;

The Minister of Agriculture and Rural Development issues the National Technical Regulations on Aquatic Seedlings.

Article 1. Attached to this Circular are the National Technical Regulations on Aquatic Seedlings including:

1. Freshwater Fish Seedlings.

Part 2: Tra Fish.

2. Freshwater Fish Seedlings - Part 3.

Code: QCVN 02 - 33 - 3: 2021/BNNPTNT.

3. Brackish Water Shrimp and Marine Shrimp Seedlings. Part 1: Black Tiger Shrimp and Whiteleg Shrimp.

4. Brackish Water Shrimp and Marine Shrimp Seedlings. Part 2: Rock Lobster.

5. Saltwater and Brackish Water Fish Seedlings.

6. Soft-bodied Animal Seedlings.

Article 2. Effective Date

1. This Circular takes effect from June 1, 2022.

2. Organizations and individuals producing, breeding, harvesting from natural sources, and importing aquatic seedlings listed in the above six national technical regulations must implement conformity declarations within six months from the date this Circular takes effect.

Article 3. Implementation Organization

The Head of the Ministry's Office; the Director of the Department of Science, Technology and Environment; the General Director of the Fisheries General Department; the Heads of relevant units under the Ministry; the Directors of Provincial Departments of Agriculture and Rural Development and related organizations and individuals are responsible for implementing this Circular.

During the implementation process, if there are any difficulties, organizations and individuals shall promptly report them to the Ministry of Agriculture and Rural Development for study and amendment.
