CIRCULAR
Issuing National Technical Regulations on systems
to prevent marine pollution from ships

Pursuant to the Maritime Code of Vietnam dated November 25, 2015;
Pursuant to the Law on Technical Standards and Regulations dated June 29, 2006;
BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;
At the proposal of the Director of the Science, Technology, and Environment Department and the Director of the Vietnam Registration Agency;
The Minister of Transport issues this Circular promulgating the National Technical Regulation on systems to prevent marine pollution from ships.
Article 1. This Circular promulgates the National Technical Regulation on systems to prevent marine pollution from ships; Registration number: QCVN 26:2024/BGTVT.
Article 2. Effective Date
1. This Circular shall take effect from December 1, 2024.
2. Repeal Circular No. 09/2019/TT-BGTVT dated March 1, 2019 issued by the Minister of Transport promulgating the National Technical Regulation on systems to prevent marine pollution from ships.
3. Transitional provisions: For ships with construction commencement phases prior to the date this Circular takes effect, continue to comply with the provisions of QCVN 26: 2018/BGTVT, except for specific cases provided for in QCVN 26: 2024/BGTVT.
Article 3. Implementation Organization
The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Ship Survey Bureau, Heads of agencies and units under the Ministry of Transport, relevant organizations and individuals are responsible for implementing this Circular./.
