CIRCULAR
1. Amend and supplement Point d of Clause 2 of Article 24 as follows: amending certain provisions of the Rules on Subject Classrooms of General Education Institutions

At the proposal of the Director of the Department of Planning and Finance;
Pursuant to the Education Law dated June 14, 2019;
Pursuant to the Government Decree No. 37/2025/NĐ-CP dated February 26, 2025, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
The Minister of Education and Training issues this Circular to amend and supplement
certain provisions of the Rules on Subject Classrooms of General Education Institutions issued together with Circular No. 14/2020/TT-BGDĐT dated May 26, 2020 of the Minister of Education and Training Article 1. Amending and supplementing certain provisions of the Rules on Subject Classrooms of General Education Institutions issued together with Circular No. 14/2020/TT-BGDĐT dated May 26, 2020 of the Minister of Education and Training. 1. Supplement Clause 3 and Clause 4 of Article 1 as follows:.
"3. The Northern Vietnam High School, Friendship 80 School, and Friendship T78 School shall apply these Rules to implement the general education program. 4. Preparatory schools shall apply these Rules as secondary schools to implement the preparatory university training program."
2. Supplement Point d of Clause 1 of Article 4 as follows:
"d) Subject classrooms used for multiple subjects shall be implemented according to the principle of ensuring sufficient functions of subject classrooms, having similar functions, adequate equipment for each subject, ensuring the scheduling of time and space for teaching and organizing educational activities according to each function, ensuring the plan and class hour quota for students for each subject. Ensuring room standards, preparation rooms, specialized furniture, technical requirements for subject classrooms used for multiple subjects."
3. Amend Clause 2 of Article 4 as follows:
"2. The number of subject classrooms shall be based on the scale of classes and actual conditions of general education institutions, ensuring the standards for facilities of kindergartens, primary schools, junior high schools, senior high schools, and multi-grade schools as prescribed by the Minister of Education and Training."
4. Amend Point a of Clause 1 of Article 5 as follows:
"a) For primary schools, the minimum working area for one student in computer science and foreign language subject classrooms is 1.50 square meters, and each classroom must have an area of at least 50 square meters; for science and technology, music, and art subject classrooms, the minimum working area for one student is 1.85 square meters, and each classroom must have an area of at least 60 square meters;"
5. Supplement Point d of Clause 1 of Article 5 as follows:
"d) The minimum working area of subject classrooms used for multiple subjects shall be determined according to the largest classroom area among the shared subjects."
Article 2. Repealing certain phrases and clauses of the Rules on Subject Classrooms of General Education Institutions issued together with Circular No. 14/2020/TT-BGDĐT dated May 26, 2020 of the Minister of Education and Training
1. Remove the phrase "Multi-functional" throughout the entire Rules.
2. Repeal Clause 4 of Article 2.
The Head of the Office, the Director of the Department of Planning and Finance, and the Heads of relevant units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally governed cities; Directors of Departments of Education and Training; related organizations and individuals are responsible for implementing this Circular.
2. Transitional Provisions: For new construction projects of subject classrooms approved by competent authorities before the effective date of this Circular, they shall continue to be implemented according to the regulations at the time of approval./.
This Circular takes effect from December 25, 2025/.
The Head of the Office, the Director of the Department of Planning - Finance and Heads of relevant units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally governed cities; Directors of Departments of Education and Training; related organizations and individuals are responsible for implementing this Circular.
Article 4. Implementation provisions
1. This Circular takes effect from September 2, 2025.
2. Transitional provisions: For new subject room construction projects that have been approved by competent authorities before the effective date of this Circular, they shall continue to be implemented according to the regulations at the time of approval./.
