DECREE-LAW
No. 14 dated September 8, 1945
CHAIRMAN OF THE PROVISIONAL GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
Pursuant to the resolution of the National Congress held on August 16 and 17, 1945 in the Liberation Zone, which stipulates that Vietnam will adopt a democratic republican government, and the national government shall be elected by a national congress through universal suffrage;
Considering that the Vietnamese people, represented by the National Congress, is the supreme authority to establish a democratic republican constitution for Vietnam;
Considering that in the current situation, convening a national congress not only can be realized but is also necessary for all citizens to participate in consolidating independence and resisting foreign aggression.
After the Council of Ministers unanimously approved;
DECREE-LAW:
1- Within two months from the date this decree-law is signed, a general election will be held to elect the National Congress.
2- All Vietnamese citizens, both male and female, aged eighteen years or older, have the right to vote and stand for election, except those who have been deprived of their civil rights and those with mental disabilities.
3- The number of representatives in the National Congress is set at three hundred people.
4- The National Congress shall have full authority to establish a constitution for the Democratic Republic of Vietnam.
5- A committee to draft the rules for the general election will be established.
6- To draft a constitution to submit to the National Assembly, a seven-member constitutional drafting committee will be established.
7- The Minister of Interior and the Minister of Propaganda are responsible for implementing this decree-law./.
