DECISION OF THE PROVINCE PEOPLE'S COMMITTEE OF VINH PHU
Regarding the establishment of forest product control stations
PROVINCE PEOPLE'S COMMITTEE OF VINH PHU
Pursuant to the Law on the Organization of People's Councils and People's Committees at all levels dated July 9, 1983.
Pursuant to Circular No. 1582-V6 dated December 30, 1987 of the Chairman of the Council of Ministers regarding the establishment of forest product control stations and Circular No. 144 LN-KL dated January 22, 1988 of the Ministry of Forestry agreeing to establish forest product control stations for Vinh Phu Province.
DECISION:
Article 1: Now, the following forest product control stations are established within the territory of Vinh Phu Province:
Roadways:Forest product control station Golden Fort - Thanh Son District under the Thanh Son Forest Protection Department.
- Forest product control station Head Lo - Doan Hung District under the Doan Hung Forest Protection Department.
River Transport:Forest product control station Ngoc Thap - Ha Thach Commune, Phong Chau District (Red River) under the Forest Protection Service.
- Forest product control station An Dao - Phong Chau District (Lo River) under the Forest Protection Service.
Article 2:Duties and powers of the forest product control stations.
They have the authority to inspect all means of transport carrying timber, firewood, paper raw materials, forest products, and forest specialties according to the regulations of the Council of Ministers and the Ministry of Forestry. The forest product control stations must strictly implement Decision No. 80/CT of the Chairman of the Council of Ministers, not inspecting other goods, hindering the legitimate circulation of goods by the people, not controlling passenger buses, cars, and boats. When inspecting means of transport carrying forest products and rafts that have complete transportation procedures according to Circular No. 09/LNKL dated April 12, 1986 of the Ministry of Forestry, they must facilitate and promptly resolve issues without causing inconvenience or hindrance to traffic. However, if transporting forest products and forest specialties without permits or lacking the required procedures stipulated in Circular No. 09 dated April 12, 1986 of the Ministry of Forestry and Circular No. 05 dated August 4, 1981 of the Provincial People's Committee, they must handle such cases according to Circular No. 23/LN-KL dated October 8, 1984 and Circular No. 2499/KL-KL dated October 5, 1987 of the Ministry of Forestry (including state-owned forestry enterprises). For repeated offenses, serious violations, or intentional illegal business activities, they must resolutely handle them according to the Ordinance on Forest Protection.
Article 3: The Provincial People's Committee assigns the responsibility to the Department of Forestry (Forest Protection Service) to organize and direct the implementation and, when necessary, cooperate with the police and military inspection forces to perform inspection tasks and report results monthly to the Provincial People's Committee.
Article 4: The Chairman of the Provincial People's Committee's Office, the Director of the Department of Forestry, the Chief of the Forest Protection Service, and the aforementioned stations shall implement this decision from the date of issuance./.
