PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to the Urban Planning Management Charter issued together with Decree No. 91/CP dated August 17, 1994 of the Government;

Considering the proposal of the People's Committee of Thanh Hoa Province and the Ministry of Construction at Document No. 145/UB-BXD dated January 23, 1999, and the supplementary proposal of the People's Committee of Thanh Hoa Province at Document No. 1098/UB-CN dated May 26, 1999,

DECISION:

Article 1. Approves the Master Plan for the Construction of Thanh Hoa City until 2020 with the main contents as follows:

1. Objectives:

Determine the position and function of Thanh Hoa City in the relationship of socio-economic development of Thanh Hoa Province, the North Central Region, and neighboring provinces to contribute to the cause of accelerating industrialization and modernization; combine urban construction with ensuring national defense and security; between renovation and new construction to gradually build Thanh Hoa City into a modern city with strong ethnic characteristics, playing a role as the political, economic, cultural, and scientific center of Thanh Hoa Province.

2. Scope of study and spatial development orientation:

The scope of planning includes Thanh Hoa City with an area of 5,788 hectares and surrounding satellite towns in Quang Xuan, Dong Son, Hoang Ha districts within a radius of influence from 5 to 10 kilometers. The natural area of the planning research region is approximately 8,500 to 10,000 hectares.

2. Nature:

Thanh Hoa City is the provincial capital of Thanh Hoa Province, the political, economic, cultural, and scientific and technological center of the province, the hub for the province's interaction with the whole country; it has an important position regarding national defense and security.

3. Population scale:

- By 2010: about 300,000 people, including 270,000 people in the inner city and 30,000 people in the outer city;

- By 2020: about 400,000 people, including 380,000 people in the inner city and 20,000 people in the outer city.

4. Land use planning and urban architectural landscape:

a) Regarding land use indicators and the direction of urban development:

- Average urban land use indicator: 100 m2/person by 2010; 104 m2/person by 2020.

- Direction of urban development:

+ Main direction: Eastward, developing towards the Ma River (Dong Huong Commune); Southeastward, developing in conjunction with the Quang Thanh, Le Mon Communes (Quang Hung Commune);

+ Secondary direction: developing toward Northwest (Dong Tho Ward, Dong Cuong Commune) and Northeast (Nam Ngan Ward).

b) Regarding functional zoning:

- Residential areas include: the inner city area (11 wards belonging to the current inner city and the expanded development area) with a population control limit of about 380,000 people; the suburban area comprising rural residential areas with about 20,000 people and satellite towns (Mo, Hoi, Luu Ve, Rung Thong, Tao Xuyen) with about 60,000 people.

- The Ding Huong Industrial Zone will be renovated, upgraded, and expanded in accordance with the urban construction plan, while simultaneously constructing a new concentrated industrial zone in Le Mon (about 150-200 hectares), mainly for the development of clean industries, high-tech industries, attracting many workers, and producing export goods with high economic value. Small-scale, clean enterprises that do not pollute the environment can be arranged in residential areas. Hazardous industries causing environmental pollution will be relocated far from the city. The construction area for industry and warehouses is about 500-700 hectares.

- The system of service centers of the city is organized in a multi-center direction; administrative, commercial, cultural, and sports centers located in the old inner city area and along Le Loi Street from National Highway 1A to Vinh Canal; commercial, financial, representative office centers both domestic and foreign, and new urban district centers are extended along Le Loi Street in Dong Huong Commune.

Supporting public service centers of the city at regional and grassroots levels are arranged in conjunction with clusters of wards and residential areas, suitable to the scale of regional and grassroots levels.

- Specialized centers include:

+ State management agencies connected to the city center. New offices of companies, representative offices both domestic and foreign are arranged along the extended Le Loi Street section from Vinh Canal to the Eastern Ring Road (future National Highway 1A);

+ Health care centers, health protection centers are located in the current area, renovated and upgraded in accordance with the scale, nature, and usage requirements according to the city's planning;

+ Educational training centers, research institutes, universities, vocational schools are located in the Quan Nam Bridge area, Lai Thanh area; some small-scale research facilities are located in the inner city area;

+ Cultural, historical ethnic area combined with tourism center, botanical garden, zoo, youth activity center, entertainment center are located on Ham Rong Hill;

+ Provincial and city sports center is initially located in Ba Lit Field; gradually forming a comprehensive sports complex at Quang Dong - Quang Thanh Commune.

Upgrade the City Lake Park, riverside parks, drainage channels of the city, and construct large lakes in Phu Son, Dong Huong, Dong Hai, Dong Ve Wards, and Ham Rong Ward, combining them with water regulation and rest and entertainment areas.

Form a green belt, protect vegetation, environment, maintain urban ecological balance with a radius of 1 to 2 kilometers.

Preserve, maintain, and develop the Ham Rong, Rung Thong, Nu Long Lake ecological areas in combination with the green belt protecting the urban environment.

- Existing and newly constructed security and defense facilities are planned and reasonably arranged according to the city's planning.

c) Regarding urban architecture and landscape:

- For the old inner city area: must preserve and enhance cultural and historical heritage, valuable architectural works; renovate and upgrade infrastructure; increase green space and public service facility areas; relocate industrial, small-scale handicraft, and warehouse facilities causing pollution to the outer city; gradually improve the urban environment;

- For new urban areas: They must be constructed in a modern, civilized, sustainable manner, reflecting national characteristics; emphasis should be placed on developing green spaces, parks, and water surfaces; they should have advanced, integrated infrastructure systems, increase building heights, reduce construction density; prioritize land for open spaces.

5. On traffic planning and technical infrastructure:

a) On traffic planning:

- Regarding roadways:

+ Complete the ring road system and major city exit roads, including intersections and inter-provincial bus stations, such as the route from Sang Bridge - Crane Bridge - Thanh Hoa Railway Station to Nguyen Trai Street to Cau Coc; the route from Huong Pagoda - Phu Son - Lai Thanh Bridge through Dong Huong - Nam Ngan - Dong Tho connecting to National Highway 1A and the route from Ham Rong - Le Mon - Quan Nam Bridge looping back to Nhoi Junction connecting to National Highway 47.

Renovate and construct new roads along the Ma River to Nam Ngan, Le Mon, Sam Son, combined with reinforcing and renovating the Ma River dike; major exit roads from the city center to the north, south via the old National Highway 1A to Sam Son and west via National Highways 45 and 47. In the future, after 2020, build a bridge over the Ma River, forming a northern ring road.

+ Renovate, expand, upgrade, and construct new urban road axes, including bridges, combined with expanding and constructing important intersections; evenly distribute parking lots and traffic signal systems.

+ Renovate and expand Coc Bridge, Lai Thanh Bridge; construct new bridges over Vinh Canal, Guangzhou River, Crane Bridge River, and Nha Le River to close off ring roads and main axes. In the short term, focus on constructing a bridge over Vinh Canal on Le Loi Road, connecting the city center to the new urban area.

- Regarding railways:

+ Plan to reserve land for constructing a double-track railway with a gauge of 1,000 mm along the North-South railway passing through Thanh Hoa City;

+ Renovate passenger and cargo station areas, station squares, and construct a new overpass for road traffic south of Thanh Hoa Railway Station.

- Regarding inland waterways:

+ Dredge channels and streams of the Ma River; consider the relationship with Nghi Son Port to renovate and upgrade Le Mon Port; construct a passenger boat dock along the Ma River at Nam Ngan.

+ Dredge and renovate the Crane River, Vinh Canal, Nha Le River, and Guangzhou River to serve water transport and drainage; form material storage and logging docks along these rivers.

- Regarding air transport:

Based on the civil airport system planning, study the possibility of forming a suitable-sized and located civil airport in Thanh Hoa in the future.

b) On technical preparation and land:

- Determine appropriate ground elevation for each area, ensuring a minimum ground elevation of +3.00 meters;

- In the old downtown area, continue using the common stormwater and sewage drainage system temporarily. In new urban areas, use separate stormwater and sewage drainage systems, combined with open drainage systems including rivers, canals, and reservoirs for water regulation;

- Renovate and construct new water regulation reservoirs, combined with landscape creation and local earthwork balance for urban and industrial area construction;

- Construct river, canal, and lake embankments in the downtown area, combined with retaining walls, sidewalks, and tree planting;

c) Regarding water supply:

- Water demand forecast for Thanh Hoa City area until 2010 is approximately 70,000 m³/day-night; until 2020 is approximately 110,000 m³/day-night;3- Water source: Until 2010 mainly use Mat Son Water Plant; construct a new Ham Rong Water Plant; after 2020 invest in expanding the capacity of the plant to meet urban water supply needs;3/day-night;

- Satellite towns like Moi, Nhoi, Tao Xuyen will share Thanh Hoa City's water supply; towns Luu Ve, Rung Thong will be equipped with their own water supply systems;

Implement the power grid development plan approved by the Chairman of Thanh Hoa Provincial People's Committee and the Minister of Industry;

d) Regarding electricity supply:

e) On information and postal telecommunications:

Modernize communication networks according to the post and telecommunications sector project; complete regional post office network and public telephone network; develop advanced postal and telecommunications services;

f) On wastewater treatment and environmental sanitation:

- By 2010, implement wastewater treatment measures: 35,000 m³/day-night; by 2020: 60,000 m³/day-night; treat industrial wastewater: 20,000 m³/day-night;

- Wastewater discharge direction: In old downtown areas, temporarily continue using the combined stormwater and sewage drainage system with localized treatment plants before discharging into the stormwater system; in new urban areas, construct separate stormwater and sewage drainage systems;

- On garbage collection and solid waste disposal:

+ Collect and transport all solid waste to disposal sites; construct a collection, transportation, and disposal system using appropriate technology;

+ In the short term, renovate Chonhang Cemetery, construct a new cemetery to consolidate scattered cemeteries within the administrative boundaries of the city; in the future, use cremation and electric cremation solutions.

The People's Committee of Thanh Hoa Province shall coordinate with the Ministry of Construction and relevant ministries and sectors to organize the implementation of the General Urban Planning of Thanh Hoa City until 2020:

Article 2. 1. Complete and approve the design documentation, organize the publication of the General Urban Planning of Thanh Hoa City until 2020 for public knowledge, inspection, and implementation;

2. Organize the drafting and promulgation of the Urban Architecture Management Regulations and Urban Construction Planning of Thanh Hoa City;

3. Develop and submit detailed planning for functional zones and specialized planning to concretize the general planning project;

4. Formulate annual and long-term plans and measures to implement the urban renovation and construction planning of Thanh Hoa City based on mobilizing all domestic and foreign investment sources through appropriate policies and mechanisms.

This Decision takes effect 15 days after the date of signature. The Chairman of the People's Committee of Thanh Hoa Province, the Ministers, the Heads of Ministries equivalent to Ministries, and the Heads of Government agencies are responsible for implementing this Decision./.

Article 3. This Decision shall take effect fifteen days from the date of signature. The Chairman of the People's Committee of Thanh Hoa Province, the Ministers, the Heads of ministerial-level agencies, and the Heads of government-affiliated agencies are responsible for implementing this Decision./.
