Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the establishment, approval, and management of the overall socio-economic development planning and Decree No. 04/2008/NĐ-CP dated January 11, 2008 of the Government amending and supplementing certain articles of Decree No. 92/2006/NĐ-CP;

Pursuant to Decision No. 581/QĐ-TTg dated May 6, 2009 of the Prime Minister approving the Cultural Development Strategy until 2020;

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 2198/QĐ-TTg dated December 3, 2010 of the Prime Minister approving the Physical Education and Sports Development Strategy of Vietnam until 2020;

Pursuant to Decision No. 2473/QĐ-TTg dated December 30, 2011 of the Prime Minister approving the Tourism Development Strategy of Vietnam until 2020, with a vision to 2030;

Pursuant to Decision No. 629/QĐ-TTg dated May 29, 2012 of the Prime Minister approving the Family Development Strategy until 2020, with a vision to 2030;

Pursuant to Decision No. 275/QĐ-TTg dated February 18, 2014 of the Prime Minister promulgating the Implementation Plan for Conclusion No. 27-KL/TW dated August 2, 2012 of the Politburo on continuing to implement Resolution No. 53-NQ/TW dated August 29, 2005 of the Ninth Politburo to promote economic and social development and ensure national defense and security in the Southeast Region and the Southern Key Economic Zone until 2020;

Considering the proposal of the Minister of Culture, Sports and Tourism,

Approves the Overall Development Plan for Culture, Family, Physical Education and Sports, and Tourism in the Southeast Region and the Southern Key Economic Zone until 2020, with a vision to 2030 (hereinafter referred to as the Plan), including eight centrally governed cities and provinces: Ho Chi Minh City, Ba Ria-Vung Tau, Dong Nai, Binh Duong, Binh Phuoc, Tay Ninh, Long An, and Tien Giang, with the main contents as follows:

1. To fully exploit and effectively utilize the potential, infrastructure system, and position of the Region, with Ho Chi Minh City as the leading force, to create a driving force for comprehensive development in the fields of culture, family, physical education and sports, and tourism, thereby promoting the cultural market, physical education and sports activities, and tourism throughout the country and other localities.

DECISION:

Article 1. 2. To strengthen intra-regional linkage based on identifying the advantages of each locality to create focal points and breakthroughs in the development of culture, family, physical education and sports, and tourism; focusing on cooperation with countries in the ASEAN region to promote sustainable development of culture, sports, and tourism in the Region.

I. GUIDING PRINCIPLES

3. To diversify resources, invest with focus, and promote socialization to develop culture, family, physical education and sports, and tourism; prioritizing key programs and projects, ensuring harmony with economic and social development goals, national defense and security, environmental protection, and climate change response.

II. DEVELOPMENT DIRECTION

To comprehensively develop culture and physical education and sports in the Region towards Truth, Goodness, and Beauty, imbued with national spirit and humanism; to build prosperous, progressive, and happy families; to develop tourism in the Region into a spearhead economic sector, professional, modern, and competitive; to produce high-quality tourism products with brands reflecting the national cultural identity. To develop the Region into a major cultural, artistic, physical education and sports, and tourism service center in the country.

1. On culture and family

a) To develop Ho Chi Minh City into a major national cultural and artistic center, scientific research, and training hub for cultural and artistic personnel and family work; having a strong fine arts, theater, and performing arts market leading the nation. To develop a network of cultural and artistic services in large urban areas within the Region as a link between the Region and other regions nationwide.

To promote the East-West cultural axis to enhance collaboration and development of culture and art among localities in the Region; between the western mountainous area and the eastern coastal and island area; between the Region and countries in the Mekong Subregion; to expand and intensify cultural diplomatic relations with other nations and territories.

b) To prioritize the conservation and promotion of the value of cultural heritages in the Region, especially world heritage sites and outstanding national relics. Gradually complete the restoration, renovation, and anti-degradation of relic systems in the Region from now until 2020 and 2030. Strive to complete the upgrading and expansion of existing museums and construction of new modern museums by 2030.

c) To improve the quality of the "All People United to Build a Cultural Life" movement, closely linked with the construction of new rural areas, civilized and modern cities.

d) To consolidate and invest in developing a synchronized and modern cultural system, gradually addressing disparities in cultural consumption and entertainment among the people. By 2020 and aiming towards 2030, to complete and upgrade cultural centers and cultural-sports centers meeting prescribed standards; 60% to 80% of residential areas, new urban zones, industrial parks, and export processing zones will have cultural-sports centers and children's recreational facilities.

đ) To invest in renovating and upgrading film infrastructure in provinces and cities in the Region. Strive to construct four to five new film studios and film theaters, one modern film screening center in Ho Chi Minh City, several film theaters in provinces and cities; upgrade and renovate existing film theaters. To build the film industry in the Region into a strong film industry in the region.

d) Strengthening and investing in the development of a synchronized and modern cultural system, gradually addressing the disparity in cultural enjoyment and entertainment among the people. Striving to complete and upgrade cultural centers, cultural-sports centers meeting prescribed standards by 2020 and aiming for 2030; 60% to 80% of residential areas, new urban zones, industrial zones, export processing zones having cultural-sports centers and children's recreational facilities.

e) Investing in the renovation and upgrading of film infrastructure in provinces and cities within the Region. Striving to construct from four to five new film studios and shooting locations, one modern cinema center in Ho Chi Minh City, several cinemas in provinces and cities; upgrading and renovating existing cinema systems. Building the Region's film industry into a strong film industry in the region.

e) Promote the development of contemporary art forms, with Ho Chi Minh City as the national center; preserve and promote traditional art forms such as folk music, cải lương, and court music; focus on organizing high-quality modern performing arts events; upgrade the physical infrastructure and modern technical equipment for existing theaters, cinemas, and exhibition halls. By 2030, build a new national theater and a new national exhibition hall (Ho Chi Minh City).

g) Strengthen the application of information technology in library activities. Strive to achieve a standard library ratio of 60% at the district level by 2020 and 100% by 2030; complete the upgrading of eight provincial and city libraries; construct new libraries suitable for the economic and social development needs of each locality in the Region. Focus on building reading culture linked with the general education system and the development of new media.

h) Develop a key school system for cultural, artistic, family work, and tourism training in the Region; focus on selecting, training, and developing human resources for traditional art forms that are at risk of disappearing and have unique characteristics. Strive to establish a university for culture, art, and tourism by 2020 and aim to do so by 2030, suitable for the Region's training needs and the national university network planning.

i) Strengthen propaganda on family affairs, prevention, and combating domestic violence. Develop counseling, assistance, and support facilities for victims of domestic violence. Improve the capacity of grassroots-level family workers and volunteers to meet assigned tasks. Reduce the rate of domestic violence incidents.

2. On Physical Education and Sports

a) Promote the development of mass physical education and sports activities, recreational sports to meet the fitness and health improvement needs of the people. Strive to achieve a regular physical exercise participation rate of 35% by 2020 and 40% by 2030; a household participation rate in physical exercise and sports of 25% by 2025 and 30% by 2030; a rate of students and pupils implementing the compulsory physical education program reaching 75% by 2025 and over 90% by 2030.

b) Develop high-performance and professional sports based on the strengths of each locality, focusing on Olympic sports, key sports, and regional strengths, contributing to Vietnam maintaining its position as one of the top three countries in Southeast Asia. Strive for Ho Chi Minh City's high-performance sports to maintain a leading national position, while other provinces in the Region continue to improve their rankings.

c) Concentrate on developing sports human resources, prioritizing the selection, training, and development of high-performance athletes based on the strengths of each locality. Complete the regional sports talent training system. Increase the number of athletes in key sports disciplines and national-level athletes.

d) Strive to build and put into use the National Sports Complex, the National High-Performance Training Center in Ho Chi Minh City, provincial sports complexes, and provincial sports centers by 2020 and aim to do so by 2030; upgrade and expand the Ho Chi Minh City University of Physical Education and Sports; major sports facilities at the regional and provincial levels are constructed and completed to serve domestic and international sporting events.

3. On Tourism

a) Develop the Region, with Ho Chi Minh City as the driving force, to truly become a leading national tourism center with a unique product system, brand recognition, and competitiveness compared to other countries in the region; become the gateway for the Greater Mekong Subregion tourism, and simultaneously be a key tourism space on the trans-Asian travel route.

b) By 2020, welcome over 6 million international tourist arrivals and serve more than 34 million domestic tourists; total tourism revenue reaches over 170 trillion VND; create jobs for over 200 thousand direct workers; accommodation facilities have approximately 150 thousand rooms. Strive to attract about 15 million international tourist arrivals and serve over 60 million domestic tourists by 2030; total tourism revenue reaches about 550 trillion VND; create jobs for about 430 thousand direct workers; accommodation facilities have approximately 300 thousand rooms.

c) Intensify the exploitation of the international tourist market from Northeast Asia, Southeast Asia, Eastern Europe, Western Europe, North America, Oceania, with a focus on high-spending and long-stay market segments. Prioritize the exploitation of the domestic tourist market from provinces in the South Central Coast, Central Highlands, Mekong Delta, and tourists from Hanoi and northern large cities; focus on market segments such as: leisure, conferences, shopping; encourage the development and expansion of specialized tourism markets.

d) Prioritize investment and development of eco-tourism, conference tourism, urban tourism, and beach resort tourism.

đ) Focus on strongly developing national tourist areas and national tourist sites, including: six national tourist areas: Can Gio (Ho Chi Minh City), Long Hai - Phuoc Hai, Con Dao (Ba Ria-Vung Tau), Nui Ba Den (Tien Giang), Land of Happiness (Long An), Thoi Son Island (Tien Giang); six national tourist sites: Cu Chi (Ho Chi Minh City), Cat Tien, Tri An Lake - Ma Da (Dong Nai), Ta Thi (Binh Phuoc), Central Office of South Vietnam (Tien Giang), Lang Sen (Long An); gradually form a tourism city of Vung Tau (Ba Ria-Vung Tau).

e) Develop inter-regional tourism routes, national tourism routes linked with the aviation, road, and waterway systems such as Tan Son Nhat International Airport, Long Thanh International Airport, the Trans-Asian Highway (through Mo Cay International Road Border Gate, Tay Ninh Province), national highways connecting international road border gates, inland waterways through Ho Chi Minh City and Vung Tau ports (Ba Ria - Vung Tau Province); develop inland waterway tourism routes on the Vam Co River (Long An Province) and Sai Gon River (Ho Chi Minh City).

III. IMPLEMENTATION SOLUTIONS FOR THE PLAN

1. Strengthening cooperation and development linkage

a) Enhance cultural and artistic exchanges, sports competitions, and national and international tourism promotion; exploit cultural and sports events to become attractive tourism products with competitive strength.

b) Study and implement measures for closer collaboration between cultural, artistic, and sports activities and socio-economic development goals, tourism promotion, trade promotion, and investment cooperation.

c) Establish mechanisms for coordination to implement cultural diplomacy activities. Closely coordinate cultural, artistic, and sports activities with tourism promotion and trade promotion, investment cooperation.

d) Mobilize and seek support from foreign countries, organizations, and individuals for resources, experience, and training work.

2. Developing human resources and applying science and technology

a) Strengthen training, capacity building, and improving the qualifications of civil servants, public officials, and workers. Standardize criteria and selection mechanisms for cultural, family, sports, and tourism cadres at all levels.

b) Build and innovate training programs and content; complete the system of key national training institutions closely aligned with market and societal needs; continue to improve the infrastructure for cultural, family, sports, and tourism training.

c) Review and supplement policies to attract high-quality human resources, develop talents, and enhance the qualifications of human resources in cultural, artistic, sports, and tourism activities.

d) Develop scientific and technological potential in the Region. Increase investment in research, application, and transfer of technology related to culture, family, sports, and tourism.

đ) Implement the application of advanced technical equipment in some fields of cultural and sports activities to enhance efficiency in creating, preserving, disseminating, and promoting cultural works; treating, caring for athletes' health, training, and improving competition results in various sports.

e) Apply scientific and technological progress in resource management, environmental control, and climate change mitigation. Increase the use of renewable energy sources in tourism service facilities. Encourage the use of environmentally friendly means of transportation.

3. Investment in infrastructure and promoting socialization

a) Localities should proactively allocate local budget funds to build, upgrade, and renovate technical infrastructure serving cultural, family, sports, and tourism activities; must reserve land for constructing cultural, sports facilities, and children's entertainment venues when planning new residential areas, cities, industrial zones, and export processing zones.

b) Focus state budget support funds (including ODA) on investing in cultural heritage conservation and enhancement; training and human resources; creation of cultural and artistic works serving political tasks; developing technical infrastructure for national tourist sites and building distinctive tourism products for the Region; prioritize funding for difficult areas in remote, border, and island regions in constructing cultural and sports facilities.

c) Implement special mechanisms and policies, including preferential policies on capital and land, to leverage the potential and advantages of localities in the Region. Promote socialization, actively mobilize other sources of capital (including FDI) from domestic and foreign organizations and individuals; increase legitimate revenue to invest in developing culture, family, sports, and tourism in various forms such as build-operate-transfer (BOT), build-transfer (BT), public-private partnership (PPP), transfer of business exploitation rights, land fund utilization, and related services...

d) Vigorously implement Decree No. 16/2015/ND-CP dated February 14, 2015, of the Government on the self-management mechanism of public service units in the Region's cultural, sports, and tourism sectors.

đ) The implementation budget includes state budget, contributions from domestic and foreign organizations and individuals, and other lawful investment sources.

4. Continue implementing mechanisms and policies to enhance the effectiveness of state management.

a) Reform and perfect the institutional management of the state regarding culture, family, sports, and tourism in provinces and cities; issue certain incentive policies to encourage cultural development linked with economic development, accelerate administrative reform, and strengthen inspection and supervision.

b) Continue implementing policies to support, sponsor, and commission literary and artistic works.

5. Strengthen education and propaganda to raise awareness

a) Strengthen education and propaganda to popularize laws in all sectors and levels and among the community about the position and role of culture, family, sports, and tourism in socio-economic development.

b) Carry out propaganda and promotion of the Region's cultural and tourism products through mass media, via domestic and international political, economic, cultural, artistic, sports, and tourism events.

c) Strengthen propaganda and education to raise public and tourists' awareness about tourism, civilized behavior, cultural protection, natural resources, environmental protection, and climate change response.

6. Reforming the operating and business methods of units operating in the fields of culture, sports, and tourism

a) Transforming the operating methods, gradually converting artistic units into service-providing units for artistic performances. Converting some state-owned artistic units to self-managed entities ensuring 100% funding for their operations. Developing competitive film enterprises and performing arts companies.

b) Vigorously transforming eligible public service units into joint-stock companies according to Decision No. 22/2015/QĐ-TTg dated June 22, 2015, of the Prime Minister on the transformation of public service units into joint-stock companies.

c) Promoting various forms of sports business, particularly adventurous sports, marine sports, motorcycle racing, and health services for physical exercise. Promoting high-revenue-generating tourism models such as beach and island resort tourism, eco-tourism, cultural and spiritual tourism...

d) Vigorously piloting traditional cultural and artistic training models involving artisans and artists; expanding school (theoretical teaching) and theater (practical teaching) collaboration models.

Article 2. Implementation of the Master Plan

1. The Ministry of Culture, Sports and Tourism

a) Organizing the announcement and planning the implementation of the Master Plan.

b) Coordinating with relevant Ministries, agencies, People's Committees of provinces and centrally-administered cities within the Region to review and improve mechanisms and policies to encourage investment and organize promotional activities to attract investment in building infrastructure and training human resources in culture, family, sports, and tourism in the Region based on the list of priority investment projects attached to this Decision.

c) Conducting mid-term reviews, final evaluations, assessments, and inspections of the implementation of the Master Plan; making recommendations.

d) Studying and recommending the establishment of a coordinating body for the development of culture, family, sports, and tourism in the Southeast Region and the Southern Key Economic Region.

2. Ministries, ministerial-level agencies, and government-affiliated agencies shall implement the Master Plan based on their functions, tasks, and authorities, in coordination with the Ministry of Culture, Sports, and Tourism.

3. People's Committees of provinces and centrally-administered cities within the Region

a) Implementing the contents of the Master Plan; coordinating with the Ministry of Culture, Sports, and Tourism and related agencies to monitor the implementation of the Master Plan; collaborating with other localities within the Region to develop and implement cooperation and linkage programs with other localities nationwide to promote the development of culture, family, sports, and tourism in the Region.

b) Maintaining and enhancing the effectiveness of existing technical facilities; allocating sufficient land for the development of culture, sports, and tourism according to the approved construction plan.

c) Establishing mechanisms to attract investment from domestic and foreign organizations and individuals, proactively arranging local resources, and using investment funds in accordance with the law for the development of culture, family, sports, and tourism.

d) Reporting periodically every six months and annually to the Ministry of Culture, Sports, and Tourism for consolidation and reporting.

Article 3. This Decision takes effect from the date of signature.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, and Chairpersons of People's Committees of provinces and centrally-administered cities within the Region are responsible for implementing this Decision./.
