OF THE MINISTRY OF FINANCE NUMBER 1404 TC/HCVX DATED AUGUST 1, 1992
REGARDING PAYMENT TO CITIZENS FOR LOANS MADE TO THE STATE DURING TWO WARS OF RESISTANCE

 

Respected: People's Committees of provinces and cities

Likewise respectfully sent to: Departments of Finance and Prices of provinces and cities

 

The Ministry of Finance has received numerous petitions from citizens requesting payment for the amounts they lent to the state during the two wars of resistance.

According to Letter No. 3703-PPLT dated November 11, 1990 of the Office of the Council of Ministers regarding repayment to citizens in the two wars of resistance: "The Standing Committee of the Council of Ministers has adopted a policy to provide political encouragement or subsidies for those truly in difficulty. Now we do not revisit the issue of repaying debts to citizens during the two wars of resistance."

Based on the above letter, from now on, it is requested that People's Committees of provinces and cities review and verify cases where individuals lent money, if original valid documents are still available according to regulations and their current living conditions are truly difficult, they may be considered for a subsidy to help alleviate their difficulties.

The subsidy expenses shall be calculated and settled into the local budget for settlement with the Ministry of Finance.
