Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the salary system for officials, civil servants, and armed forces;

Pursuant to Decree No. 205/2004/NĐ-CP dated December 14, 2004 of the Government stipulating the wage scale and wage system and the allowance regime in state-owned enterprises;

Considering the proposal of the Minister of Transport,

DECISION:

Article 1. Scope and Applicability

1. This Decision stipulates the salary mechanism and preferential allowances according to profession for officials, civil servants, and workers engaged in maritime search and rescue forces.

Article 2. Adjustment coefficient for increasing the minimum wage level

1. Apply an adjustment coefficient of 1.8 times the general minimum wage level for civil servants and workers operating on maritime search and rescue vessels classified under Pay Scale B5, Group III, and high-speed rescue boat crew members classified under Pay Scale B2 issued together with Decree No. 205/2004/NĐ-CP dated December 14, 2004 of the Government.

2. Apply an adjustment coefficient of 1.34 times the general minimum wage level for officials, civil servants, and workers at the Vietnam Maritime Search and Rescue Coordination Center and its subordinate units, except those specified in Clause 1 of this Article.

Article 3. Allowance levels and calculation methods

1. A 50% allowance on the current salary plus leadership position allowance and seniority allowance exceeding the standard (if applicable) shall be applied to civil servants and workers operating on specialized maritime search and rescue vessels classified under Pay Scale B5, Group III, and high-speed rescue boat crew members classified under Pay Scale B2 issued together with Decree No. 205/2004/NĐ-CP dated December 14, 2004 of the Government.

2. A 30% allowance on the current salary plus leadership position allowance and seniority allowance exceeding the standard (if applicable) shall be applied to officials and civil servants engaged in command coordination of search and rescue operations, duty watch communications, technical management, and supervision, guidance, and training in maritime search and rescue operations.

Article 4. Source of Funds

1. The financial resources for implementing the salary mechanism and preferential allowances according to profession as prescribed in this Decision shall be allocated within the annual state budget estimate of the Ministry of Transport in accordance with the State Budget Law.

2. The Vietnam Maritime Search and Rescue Coordination Center shall directly pay to officials, civil servants, and workers engaged in maritime search and rescue operations in accordance with current regulations.

Article 5. Effective Date

1. This Decision takes effect from February 15, 2010.

2. The provisions set out in this Decision shall be implemented from January 1, 2010.

3. This Decision replaces Decision No. 179/2006/QĐ-TTg dated August 7, 2006 of

Article 6. Responsibility for Implementation

1. The Ministry of Transport shall take the lead and coordinate with the Ministry of Home Affairs and the Ministry of Finance to guide the implementation of this Decision.

2. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under central cities shall be responsible for enforcing this Decision.
