THE MINISTER OF FINANCE

Pursuant to the Law on Product Quality and Goods dated November 21, 2007;

Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality and Goods;

Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Circular No. 42/2010/TT-BTC dated March 25, 2010 of the Ministry of Finance on National Technical Regulations for State Reserves of Ventilated Paddy Storage and Circular No. 61/2009/TT-BTC dated March 26, 2009 of the Ministry of Finance on National Technical Regulations for State Reserves of Hermetically Sealed Rice Storage;

Considering the proposal of the Director of the National Reserve General Department,

DECISION:

Article 1. Specifies the quality standards for rice and paddy stored in state reserves in 2011, as follows:

1. For paddy

a. Types of paddy to be stored

Classification of paddy is defined according to TCVN 8370:2010 Japonica paddyas follows:

- For the State Reserves Bureaus in Ho Chi Minh City, Southwest Region, and Mekong Delta, the paddy to be stored is classified based on grain shape (length of milled rice) as long-grain and extra-long-grain.

- For the remaining State Reserves Bureaus, the paddy to be stored is classified based on grain shape (length of milled rice) into two groups: long-grain and extra-long-grain group, and short-grain group.

b. Quality of paddy to be stored

According to QCVN 11:2010/BTC National Technical Regulations for State Reserves of Ventilated Paddy Storage issued together with Circular No. 42/2010/TT-BTC dated March 25, 2010 of the Minister of Finance on National Technical Regulations for State Reserves of Ventilated Paddy Storage.

2. For rice

a. Types of rice to be stored

15% husked rice, long-grain variety milled from paddy harvested in the South in 2011.

b. Quality of rice to be stored

According to TCVN 5644:2008 White Rice - Technical Requirements. Some key indicators are as follows:

- Husk ratio: Not exceeding 15%;

- Golden grain ratio: Not exceeding 0.5%;

- Milling and polishing level: Fine;

- No live insects.

Article 2. This Decision shall take effect from the date of signing.

Article 3. The Director of the State Reserves General Department, heads of relevant agencies, organizations, and individuals involved in storing paddy and rice in state reserves in 2011 are responsible for implementing this Decision./.
