PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State-Owned Enterprises dated November 26, 2003;
Pursuant to Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises with 100% state capital;
Considering the proposal of the People's Committee of Quang Binh Province,
DECISION:
Article 1. Approves the plan for restructuring and modernizing state-owned enterprises with 100% state capital under the People's Committee of Quang Binh Province for the period 2007-2010 as follows:
1. Quang Binh Water Resources Management and Exploitation Joint Stock Company Limited: retain as a state-owned enterprise with 100% state capital.
2. Quang Binh Lottery Construction Joint Stock Company Limited: convert into a state-owned joint stock company limited with 100% state capital in 2007.
3. Quang Binh Water Supply and Drainage Joint Stock Company Limited: undergo shareholding reform in 2008.
4. Quang Binh River Transport Joint Stock Company Limited: undergo shareholding reform in 2008.
5. Quang Binh Urban Construction Joint Stock Company Limited: undergo shareholding reform in 2009.
Article 2.
1. The Chairman of the People's Committee of Quang Binh Province shall be responsible for:
a) Directing the implementation of the restructuring and modernization of state-owned enterprises with 100% state capital under the People's Committee of Quang Binh Province according to the approved content and schedule;
b) Deciding the percentage of state-held shares at state-owned enterprises undergoing shareholding reform based on the criteria and classification lists for state-owned enterprises with 100% state capital issued together with Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Prime Minister.
2. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the People's Committee of Quang Binh Province in implementing this Decision.
3. The Steering Committee for Enterprise Modernization and Development shall be responsible for directing, urging, guiding, and monitoring the implementation.
Article 3. This Decision takes effect from the date of issuance.
The Chairman of the People's Committee of Quang Binh Province and the heads of related agencies shall be responsible for enforcing this Decision./.
