Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State-Owned Enterprises dated November 26, 2003;
Pursuant to the Enterprise Law dated November 29, 2005;
Pursuant to Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification lists for wholly state-owned enterprises;
Considering the proposal of the Ministry of Education and Training,
DECISION:
Article 1. Approves the restructuring and modernization plan for wholly state-owned enterprises under the Ministry of Education and Training for the period 2008-2010 as follows:
Implementing shareholding reform for wholly state-owned enterprises (in 2008):
- Construction School Company;
- Investment - Construction and Technology Development Company.
Article 2. The Minister of Education and Training:
1. Based on the provisions of Decision No. 38/2007/QĐ-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification lists for wholly state-owned enterprises and relevant current laws, decides the proportion of state-held shares in the shareholding enterprises.
2. Directs the Educational Publishing House to continue consolidating and developing in the form of a parent company - subsidiary structure, forming conditions for development into an economic group.
3. Directs the Companies: University Construction Consulting, Technology Implementation Consulting and Mine - Geology Construction, and Technology Implementation Consulting and Transportation Construction established pursuant to Decision No. 68/1998/QĐ-TTg dated March 27, 1998 of the Prime Minister, to develop a proposal to transform into science and technology enterprises according to Decree No. 80/2007/NĐ-CP dated May 19, 2007 of the Government on science and technology enterprises, to be submitted to the competent authority for approval.
Article 3. The Ministries of Finance, Planning and Investment, Home Affairs, Science and Technology, and related agencies shall be responsible for coordinating with the Ministry of Education and Training in implementing this Decision.
The Steering Committee for Enterprise Reform and Development shall be responsible for directing, urging, guiding, and monitoring the implementation.
This Decision takes effect from the date of signature. The Minister of Education and Training and heads of related agencies are responsible for enforcing this Decision./.
