Decision No. 142/2005/QĐ-TTg On approving the Master Plan for Construction of Nhơn Hội Economic Zone, Binh Dinh Province until 2020

Regarding the approval of the Master Plan for Construction

of the Nhơn Hội Economic Zone, Binh Dinh Province until 2020

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Construction Law dated November 26, 2003;

Considering the proposal of the Minister of Construction at the report number 15/TTr-BXD dated May 13, 2005, and the Chairman of the People's Committee of Binh Dinh Province at the report number 19/TT-UB dated April 8, 2005.

DECISION:

Article 1. Approve the Master Plan for Construction of the Nhơn Hội Economic Zone, Binh Dinh Province until 2020 with the main contents as follows:

1. Scope of planning: The Nhơn Hội Economic Zone, Binh Dinh Province located on the Phuong Mai Peninsula, Binh Dinh Province, including the communes of Nhơn Hội, Nhơn Lý, Nhơn Hải, and the area of nine wards of Haicang District, Quy Nhon City; part of the commune of Phuoc Hoa, Phuoc Son District; part of the commune of Cat Tien, Cat Hai, Cat Chan, Phu Cat District, limited as follows:

- North bordering Mount Ba, Cat Hai Commune, Phu Cat District.

- South bordering the East Sea.

- West bordering Thi Nai Lagoon.

1. To fully exploit advantages in natural conditions, geographical and economic positions, and political factors in international and domestic trade and services, promoting socio-economic development in Quang Tri Province and the Central Region, thereby contributing to narrowing the gap between this region and other regions nationwide, closely combining investment attraction and economic development with national defense and security assurance.

2. Nature:

- It is an economic zone with its own operational regulations, including: Duty-free zone, industrial zone, port and maritime economy, trade and services, tourism, new urban area, operating under special preferential mechanisms, serving as a driving force for economic and social development of Binh Dinh Province and the Central region.

- It is a new development area of Quy Nhon City with modern and synchronized technical infrastructure and social infrastructure, clean environment integrated with nature.

3. Population size and land:

- Total planned area approximately 12,000 hectares.

- Total population by 2020 approximately 150,000 people, of which urban population approximately 130,000 people; rural population approximately 20,000 people.

4. Main directions of development:

a) The southwestern part of the Phuong Mai Peninsula (east of Thi Nai Lagoon and west of Phuong Mai Mountain): developing the industrial zone connected with the Nhơn Hội Port and the duty-free zone.

b) The central part of the Phuong Mai Peninsula (east of Thi Nai Lagoon and west of Phuong Mai Mountain): developing tourist areas, service zones, and urban areas.

c) The northern part of the Phuong Mai Peninsula: renovating and organizing urban villages, developing wind power industrial zones and coastal resort tourism.

5. Spatial organization:

The Nhơn Hội Economic Zone includes two main functional zones: the duty-free zone and the taxed zone.

a) The duty-free zone (approximately 545 hectares of construction area) is a fenced area with inter-agency inspection upon entry and exit, located in Nhơn Hội Commune, Quy Nhon City, including the Port and Backport Area (55 hectares), the Central Area (90 hectares), the Export Processing Zone (300 hectares), and the Warehouse Area (100 hectares).

b) The taxed zone (approximately 4,720 hectares of construction area), including:

- Industrial zones (total area approximately 1,395 hectares) comprising: Nhơn Hội Industrial Zone (approximately 1,050 hectares); Wind Power Zone (approximately 300 hectares) arranged from Phu Hau to Khe Da Su; shipbuilding and repair industry (approximately 45 hectares) arranged south of the Nhơn Hội Port.

- Tourist zones (area approximately 1,585 hectares) comprising: eco-tourism in lagoons, beaches, and mangrove forests and mountain tourism arranged in Thi Nai Lagoon, Phuong Mai - Nhơn Lý Mountain, and Ba Mountain - Cat Hai.

- Urban residential zones (total area approximately 1,105 hectares) comprising: New Urban Area Nhơn Hội (population approximately 84,000 people, area approximately 750 hectares); Tourism Service Residential Area Cat Tien (population approximately 32,000 people, area approximately 230 hectares); Tourism Service Residential Area Nhơn Lý (population approximately 8,000 people, area approximately 65 hectares); Tourism Service Residential Area Cat Hai (population approximately 6,000 people, area approximately 60 hectares).

- Rural residents: initially maintaining existing rural residential areas and constructing resettlement areas for land clearance for the construction of the Nhơn Hội Economic Zone. By 2020, the area of rural residential zones will be approximately 60 hectares.

- System of centers: training center located in the industrial zone (approximately 15 hectares); management and operation center of the Nhơn Hội Economic Zone (approximately 10 hectares) and urban centers located in the new urban area of Nhơn Hội and Cat Tien.

- Green park system including: greenery within residential units (approximately 130 hectares); sports park greenery north of the new urban area of Nhơn Hội (approximately 140 hectares); ecological greenery around Thi Nai Lagoon separating the industrial zone from the ecological lagoon and urban residential zones (approximately 175 hectares).

6. Architectural planning and natural landscape protection:

a) For natural landscape areas and historical and cultural relics:

- Preserve natural landscapes such as sand dunes, hills, water surfaces, rivers, lagoons. Protect marine and lagoon ecosystems. Improve and supplement appropriate tree species for urban landscapes and tourism.

- Maintain and restore historical and cultural relics.

- Exploit beach bathing areas, swampy areas, high hills, riverbanks, canals to form green spaces and attractive tourism areas.

- Water surface greenery forms a continuous and evenly distributed system across the peninsula to protect the ecological environment of the entire Nhơn Hội Economic Zone.

b) For urban areas:

- New construction areas determine the structure and spatial form of urban ecological areas with main spatial axes facing Thi Nai Lagoon and the sea.

- The new urban area of Nhơn Hội is a key area in terms of space of the Nhơn Hội Economic Zone, built synchronously and modernly with high-rise buildings. The main spatial axis runs from Thi Nai Lagoon to Phuong Mai Mountain.

- In the coastal tourism area, mainly construct low-rise buildings, integrate with the ecological green system, develop separate tourism clusters with spatial axes facing the sea.

- In industrial zones, construct public service buildings to create landscapes and microclimate environments within the industrial zones.

7. Orientation for the development of technical infrastructure:

a) Transportation:

- External transportation:

+ Roadways: build a new road connecting the central area of Quy Nhon City with the Nhơn Hội Port and the industrial zone; build a new external road on the western side of the Phuong Mai Peninsula, with a cross-section width of 65 meters. Build external passenger bus stations in the north (approximately 3 hectares) and south (approximately 4 hectares); external freight truck station (approximately 3 hectares) and storage areas (approximately 5 hectares).

+ Waterway: The Nhơn Hội port has a capacity of about 12 million tons/year; the total area of the port zone is approximately 210 hectares, including 55 hectares for the free port, 110 hectares for the customs port, and 45 hectares for the ship repair and construction zone.

+ Railways: Utilize the new railway station at Nhơn Bình as the main railway station serving international rail transport for the Nhơn Hội Economic Zone.

+ Airports: Utilize Phú Cát airport as the international airport for the Nhơn Hội Economic Zone.

- Internal transportation:

The main road system includes: north-south axes with cross-sections ranging from 40 meters to 80 meters; east-west axes with cross-sections ranging from 45 meters to 65 meters; two international bus terminals at Cát Tiến and the new Nhơn Hội urban area; two international truck terminals at the new Nhơn Hội urban area and near industrial zones.

b) Land leveling:

- For residential areas, the land leveling elevation for construction must be greater than or equal to 3.0 meters.

- For industrial zones, the land leveling elevation for construction must be greater than or equal to 3.5 meters.

- For the ecological tourism zone of Thị Nại lake, the land leveling elevation for construction must be greater than or equal to 2.5 meters.

- Along mountain slopes, when constructing, only local earthmoving should be done for each project, avoiding large-scale earthmoving that would affect the environmental landscape.

c) Water supply:

- Total water demand: approximately 24,000 cubic meters/day-night during the initial phase; approximately 64,000 cubic meters/day-night in the long term.

- Water sources: mainly using water from the Côn River system, Định Bình Lake, part of the Hà Thanh River watershed, and Mỹ Thuận Lake (south of Bà Mountain).

d) Stormwater drainage:

Select a separate stormwater drainage system, with main lines using circular culverts and branch lines outside urban areas using covered drainage networks.

đ) Power supply:

- Power source: utilizing the 220 KV grid extended from Phú Tài; constructing a 220/110 KV substation with a capacity of 2 x 125 MVA in the Phương Mai area. Additionally, there will be a wind power plant with a capacity of approximately 50 MW.

- Power grid:

+ 110 KV substations: four 110/22 KV substations (Nhơn Hội Substation, Nhơn Hội 1 Substation, Nhơn Hội 2 Substation, Nhơn Hội 3 Substation) throughout the area.

+ 110 KV power grid: three 110 KV double-circuit lines from the 220 KV substation to the 110 KV substations. The 22 KV grid within residential areas uses underground cables, while in industrial zones, underground cables or overhead lines may be used depending on economic conditions.

e) Wastewater drainage:

Sewage: domestic sewage is collected and treated separately for each urban area, meeting Class B standards (TCVN-5942-1995); industrial wastewater is collected and treated separately, meeting Class B standards.

g) Environmental sanitation:

- Solid waste treatment: using technology to produce organic fertilizer, recycle inorganic materials, and sanitary landfilling.

- Cemeteries: applying single burial or cremation technology to save land and ensure environmental sanitation.

8. Priority investment projects:

- Project for resettlement of households affected by land acquisition compensation when implementing the construction of the Nhơn Hội Economic Zone.

- Investment project for technical infrastructure development in the Nhơn Hội Economic Zone, including the road network, waterway (Phase I of the Nhơn Hội Port), land leveling, power supply, and water supply and drainage systems.

- Investment project for the construction of Phase I of the Nhơn Hội Industrial Zone.

- Investment project for social infrastructure construction in residential areas.

Article 2. Implementation

The People's Committee of Bình Định Province shall announce and manage construction according to the Master Plan for the Construction of the Nhơn Hội Economic Zone in accordance with the provisions of the law.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Ministers of the Ministries of Construction, Planning and Investment, Transport, Finance, Industry, Agriculture and Rural Development; the Director-General of the Vietnam National Administration of Tourism; heads of relevant agencies, and the Chairman of the People's Committee of Bình Định Province are responsible for implementing this Decision.
