Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 170/2004/NĐ-CP dated September 22, 2004 of the Government on the reorganization, modernization, and development of state-owned agricultural farms;
Pursuant to Decree No. 200/2004/NĐ-CP dated December 3, 2004 of the Government on the reorganization, modernization, and development of state-owned forestry farms;
Considering the proposal of the Minister of Agriculture and Rural Development.

Article 1. Approves the Scheme for the reorganization and modernization of state-owned forestry and agricultural farms under the Ministry of Agriculture and Rural Development as follows:
1. Reorganizing state-owned forestry farms:
a) Continuing to maintain and consolidate forestry companies and forestry farms directly under them:
- Dong Bac Forestry and Agricultural Company:
+ Huu Lung I Forestry Farm.
+ Huu Lung II Forestry Farm.
+ Huu Lung III Forestry Farm.
+ Dong Son Forestry Farm.
+ Phuc Tan Forestry Farm.
- Hoa Binh Forestry Company:

2. Reorganizing state-owned agricultural farms:
a) Continuing to implement the reorganization and modernization of state-owned enterprises according to the Scheme approved by the Prime Minister; leasing land for the area used by enterprises and transferring unused land areas to localities from the following enterprises:
- Vegetable and Fruit Processing Corporation.
- Tea Corporation.
- Mulberry and Silk Corporation.
- Sugar Corporation I.
- Livestock Corporation.
b) Dissolving Agricultural Farm 25/3, a unit directly under the Quang Ngai Food Processing Company - Vegetable and Fruit Processing Corporation.
Article 2. Minister of Agriculture and Rural Development:
1. Direct the implementation of the reorganization and modernization of state-owned forestry and agricultural farms as stipulated in Article 1 of this Decision.
2. Issue a decision to adjust the area and boundaries of various types of land allocated to agricultural farms, forestry companies, Forest Management Boards, and localities in accordance with the local agricultural and forestry development plan and the development plan of each agricultural and forestry farm as proposed by the Ministry of Agriculture and Rural Development in the report No. 1096/BNN-ĐMDN dated May 8, 2006.
Article 3. The Ministries of Agriculture and Rural Development, Finance, Planning and Investment, Labor, Invalids and Social Affairs, Home Affairs, and related ministries shall be responsible for coordinating the implementation of this Scheme.
Article 4. This Decision takes effect fifteen days after its publication in the Official Gazette.
The Minister of Agriculture and Rural Development and heads of relevant agencies are responsible for implementing this Decision./.
