Pursuant to Resolution No. 30/2008/NQ-CP dated December 11, 2008 of the Government on urgent measures to prevent economic decline, maintain economic growth, and ensure social welfare;
Considering the proposal of the Minister of Agriculture and Rural Development,
DECISION:
Article 1. Scope of regulation, applicable subjects
2. Applicability:
a) Types of natural disasters causing direct damage to crops, livestock, and aquaculture products;
b) Dangerous diseases published according to laws on plant protection, veterinary medicine, and aquaculture.

Households engaged in farming, fishing, farm owners, cooperative groups, and cooperatives producing crops, livestock, and aquaculture products that suffer losses due to natural disasters and diseases as stipulated in Clause 1 of this Article.
Article 2. Principles of Support
1. The State shall provide support and share risks with producers when they suffer losses from natural disasters and diseases.
2. Support shall be timely and directly provided in cash or in kind.
3. Plant seeds, livestock breeds, and aquaculture species must meet quality standards suitable for local ecological conditions.
4. Transparency, accuracy, and compliance with target recipients and quotas.
Article 3. Support Level
1. Support for crop areas suffering losses of 30% or more:
a) For paddy fields suffering losses over 70%, support at 1,000,000 VND per hectare; for losses between 30-70%, support at 500,000 VND per hectare;
b) For hybrid rice fields suffering losses over 70%, support at 1,500,000 VND per hectare; for losses between 30-70%, support at 750,000 VND per hectare;
c) For corn and vegetable fields suffering losses over 70%, support at 1,000,000 VND per hectare; for losses between 30-70%, support at 500,000 VND per hectare;
d) For perennial industrial crops and fruit trees suffering losses over 70%, support at 2,000,000 VND per hectare; for losses between 30-70%, support at 1,000,000 VND per hectare;
2. Support for livestock:
a) Damage caused by natural disasters
- Poultry: support at 7,000 to 15,000 VND per breeding animal;
- Pigs: support at 500,000 VND per breeding animal.
- Cattle, horses: support at 2,000,000 VND per breeding animal;
- Deer, antelopes, sheep, goats: support at 1,000,000 VND per breeding animal.
b) Losses due to dangerous diseases: the level of support for seeds shall be implemented according to Decision No. 719/QĐ-TTg dated June 5, 2008 of
3. Support for aquaculture and marine products suffering losses of 30% or more:
a) For aquaculture areas suffering losses over 70%, support at 3,000,000 to 5,000,000 VND per hectare; for losses between 30-70%, support at 1,000,000 to 3,000,000 VND per hectare;
b) For cages and floating structures suffering losses over 70%, support at 3,000,000 to 5,000,000 VND per 100 cubic meters; for losses between 30-70%, support at 1,000,000 to 3,000,000 VND per 100 cubic meters.
4. In cases where support is provided in kind with seeds for crops, livestock, and aquaculture, the level of support is equivalent to the monetary support converted at the time of support.
Article 4. Financial resources and support mechanisms from the central budget
1. Resources:
a) Central budget reserve;
b) Local budget reserves;
c) Funding from domestic and foreign organizations and individuals.
d) National reserve fund.
2. Support mechanisms from the central budget:
a) Provinces in mountainous regions and the Central Highlands shall receive 80% of the costs incurred due to natural disasters and diseases;
b) Hanoi and Ho Chi Minh City shall use their local budget reserves to implement the policy;
c) Other provinces and centrally-administered cities shall receive 70% of the costs incurred due to natural disasters and diseases;
d) Areas with significant losses: when local budgets allocate more than 50% of their reserve funds to support farmers affected by natural disasters and diseases, additional funding will be considered to ensure sufficient resources for implementation.
Article 5. Implementation
1. The Ministry of Finance shall take the lead and coordinate with the Ministry of Agriculture and Rural Development and relevant agencies to guide the implementation of this Decision. Based on the provisions of this Decision and the actual expenditure from local budgets for seed support to recover production in disaster-stricken areas, the Ministry of Finance shall consider providing support from the central budget reserve annually for each locality and report periodically.
2. The Ministry of Agriculture and Rural Development shall be responsible for guiding specific types of natural disasters and dangerous diseases supported under this Decision.
3. Chairmen of People's Committees of provinces and centrally-administered cities shall be responsible:
a) Based on the actual situation in their locality, the levels and sources of financial support stipulated in this Decision, they shall decide on direct support levels for affected recipients as stipulated in Clause 2 of Article 1 of this Decision.
b) Publicize the policy and support levels through mass media and at village and commune levels to ensure direct support reaches those affected. Use support funds for their intended purpose, effectively, without waste or corruption;
c) Actively use local budget reserves and other legitimate financial sources to implement support for production recovery in disaster-stricken areas; promptly compile reports and request the Ministry of Finance to provide additional funding (from the central budget) for implementation;
d) At the end of the disaster period or year-end, report to the Ministry of Agriculture and Rural Development and the Ministry of Finance on the implementation results for consolidation and reporting.
Article 6. Implementation Provisions
1. This Decision shall take effect from February 15, 2010.
2. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, and Chairmen of People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision./.
