Pursuant to Decree No. 38/CP dated June 4, 1993 of the Government regarding the functions, tasks, powers, and organization of the Ministry of Justice;
Considering the proposal of the Director of the Department of Organization of Ministries and Training, the Director of the Department of Management of Local Courts - Ministry of Justice;|||
DECISION:
Article 1.Attached hereto is the Regulation on Delegating Authority to the President of the People's Court of the Province, City under Central Administration to Manage Organizational Matters Pertaining to the People's Court of the Province, City under Central Administration.
Article 2.The President of the People's Court of the Province, City under Central Administration shall be responsible for implementing this Decision; the Director of the Office, the Director of the Department of Organization of Cadres and Training, and the Director of the Department of Management of Local Courts shall be responsible for guiding and supervising the implementation of this Decision./.

- Prime Minister;1. The President of the People's Court of the Province, City under Central Administration assists the Minister of Justice in carrying out the establishment, improvement of the organizational structure, and management of civil servants of the People's Court of the Province, City under Central Administration in the following areas of work.
1. Recruitment, acceptance, and arrangement of civil servants within the allocated quota according to the job titles and standards issued and guided by the Ministry of Justice;
2. Transfer and reassignment of civil servants, except Judges;
3. Preparation of personnel files for the selection and appointment of Judges according to the procedures guided by the Ministry of Justice;
4. Preparation of procedures for the Minister of Justice to issue decisions on salary increments for Judges, Senior Appellate Judges, Senior Specialists, and decisions on salary increments for other civil servants after approval by the Minister of Justice;
Proposal for the Minister of Justice to issue decisions on retirement and termination of employment for Presidents, Deputy Presidents, and Judges; decisions on retirement and termination of employment for other civil servants;
5. Development of planning and implementation of training programs according to the standards of civil service ranks and plans guided by the Ministry of Justice;
6. Decisions on awarding certificates of merit, and proposals for the Minister of Justice or the Chairman of the People's Committee of the Province, City under Central Administration to award collective and individual honors according to current reward systems;
7. Decisions on disciplinary actions against civil servants according to current regulations, except for the dismissal of Judges; in cases of compulsory termination of employment, reports must be made to the Minister of Justice before issuing such decisions.

Article 3.For matters related to cadres involving the People's Court of the District, County, Town, and City under Province, the President shall coordinate with the Director of the Department of Justice according to the Coordination Regulation No. 91/TP-TA dated January 19, 1994 of the Minister of Justice and the President of the Supreme People's Court./.
