MINISTRY OF SCIENCE AND TECHNOLOGY
Implementing Resolution No. 10/NQ-CP dated April 24, 2012 of the Government on the Action Program of the Government to implement the Strategy for Socio-Economic Development 2011-2020 and the Orientation and Tasks for National Development over the 2011-2015 period

On April 24, 2012, the Government issued Resolution No. 10/NQ-CP to issue the Action Program of the Government to implement the Strategy for Socio-Economic Development 2011-2020 and the Orientation and Tasks for National Development over the 2011-2015 period. To successfully implement the assigned tasks in the Government's Action Program, the Ministry of Science and Technology has developed an Action Program to implement the Strategy for Socio-Economic Development 2011-2020 and the Orientation and Tasks for National Development over the 2011-2015 period, with the main contents as follows:
I. OBJECTIVES AND REQUIREMENTS
1. The Action Program includes key contents and tasks that are systematically and comprehensively determined which the Ministry of Science and Technology needs to focus on directing and implementing to achieve the goals and tasks assigned in the Strategy for Socio-Economic Development 2011-2020 and the Orientation and Tasks for National Development over the 2011-2015 period.
2. The Action Program includes contents that need to be institutionalized to implement the goals and tasks in the Strategy for Science and Technology Development during the 2011-2015 period; the Orientation, Goals, and Main Tasks of Science and Technology during the 2011-2015 period, and the Project to Continue Comprehensive and Fundamental Reform of the Organization, Management Mechanism, and Operation Mechanism of Science and Technology (ST).
3. The Action Program serves as the basis for subordinate units of the Ministry, management units of ST under ministries, sectors, and provincial Departments of Science and Technology to develop annual work programs and five-year medium-term plans from 2016-2020 to achieve national ST development goals and tasks.
II. DIRECTION AND SOME INDICATORS
1. Direction for ST Development
Develop social sciences and humanities, natural sciences, engineering sciences and technology in a coordinated manner. Reform and improve the quality and effectiveness of ST activities at all levels to produce high-quality research results, reach international technological standards, and make ST a key driving force to meet the basic requirements of a modern industrial country. By 2020, Vietnam’s ST will have some fields reaching advanced levels in ASEAN and the world.
2. Some Indicators
a) Period up to 2015:
- Increase the contribution rate of ST to economic growth and the number of enterprises implementing technological innovation by an average of 10% per year. The value of transactions on the ST market increases by an average of 15-17% per year.
- Increase the number of international publications by an average of 15-20%. The number of patent applications for protection increases by 1.5 times compared to the 2006-2010 period.
- Establish 4,000 national standards, of which 45% of national standards aim to harmonize with international standards.
- Total social investment in ST reaches 1.5% of GDP.
- Form 30 research and development organizations equipped with modern facilities and strong research capabilities to address major national issues, reaching advanced levels in the region and the world; 3,000 ST enterprises; 30 high-tech incubation centers, and high-tech enterprise incubators. Apply high technology to increase the value of high-tech industrial production to about 30% of total industrial value.
- Form and develop at least 10 products based on advanced technology produced by ST enterprises; develop and expand the market for national products.
- Regarding human resources, by 2015, the number of scientific and technological researchers reaches 9-10 people per ten thousand population.
b) Period up to 2020:
- By 2020, ST will significantly contribute to economic growth and economic restructuring. The number of enterprises implementing technological innovation increases by an average of 15% per year. The value of transactions on the ST market increases by an average of 15-17% per year.
- The number of international publications exceeds that of the 2011-2015 period. The number of patent applications for protection doubles compared to the 2011-2015 period.
- Establish 2,000 national standards, of which 60% of national standards aim to harmonize with international standards.
- Total social investment in ST reaches 2% of GDP.
- Establish 60 research and development organizations with strong research capabilities to address major national issues, reaching advanced levels in the region and the world; 5,000 science and technology enterprises; 60 high-tech incubation centers, incubation centers for high-tech enterprises. Apply high technology to increase the value of high-tech industrial production to about 40% of total industrial value.
- Regarding human resources, by 2020, the number of scientific and technological researchers will reach 11-12 people per ten thousand inhabitants.
III. MAIN TASKS AND SOLUTIONS
1. Improve the legal framework and policies on science and technology to fundamentally, comprehensively, and synchronously reform the organization, management mechanisms, and operational mechanisms of science and technology.
a) Focus on implementing the project to continue fundamentally, comprehensively, and synchronously reforming the organization, management mechanisms, and operational mechanisms of science and technology to enhance potential, level, quality, and effectiveness of scientific and technological activities towards international integration, serving rapid and sustainable socio-economic development; strive to achieve the goals set out in the Science and Technology Development Strategy for the period 2011-2020 and the Direction, Objectives, and Main Tasks of Science and Technology for the period 2011-2015.
b) Improve the legal framework for science and technology to ensure synchronization and consistency between specialized legal systems and other related fields, ensuring the implementation of the Party and Government's policies for reforming scientific and technological activities.
Complete and implement the Resolution of the Sixth Plenary Session of the Central Committee of the Communist Party of Vietnam (XIth Term) on the development of science and technology during the period of industrialization, modernization, and international integration.
Draft and submit to the Government and National Assembly for approval the amended Law on Science and Technology, the Law amending and supplementing certain articles of the Atomic Energy Law, and the Law amending and supplementing certain articles of the Technology Transfer Law.
Participate in researching and contributing opinions during the process of amending the State Budget Law, the Corporate Income Tax Law, the Land Law, the Trade Law, and other relevant legal documents.
Develop annual plans for drafting regulatory legal documents on science and technology for the Ministry, focusing on completing documents related to planning and managing national programs and state-level scientific and technological tasks; financial mechanisms for scientific and technological activities; mechanisms and policies for scientific and technological personnel and organizations when implementing self-management and self-responsibility mechanisms (asset disposal; intellectual property valuation; capital contribution with intellectual property; ...); import technology policy; developing scientific and technological service organizations and issues serving the development of nuclear power in Vietnam.
2. Strengthen the potential of national science and technology.
a) Effectively utilize the investment of 2% of the total state budget expenditure annually for science and technology; regularly coordinate with ministries, sectors, and localities to strictly implement development investment work, ensuring focus, priority, and effectiveness. Develop mechanisms and policies to attract other social and business investments for scientific research and technological development activities.
Enhance the effectiveness of the National Science and Technology Development Fund. Establish and put into operation the National Technology Innovation Fund. Develop a system of high-tech venture capital funds.
b) Invest in establishing strong scientific and technological organizations to address national priority and key tasks; pay attention to seeking, discovering, supporting, and encouraging entrepreneurial business start-ups, commercializing research results from young and strong research groups from research institutes and universities to become pioneering scientific and technological enterprises in applying, innovating technology, and market orientation; invest in building some key research institutes and some research universities at regional and international levels.
Promote the connection between education, scientific research, and business operations towards concentrating on technology incubation, scientific and technological enterprise incubation, forming scientific and technological enterprises within universities and research institutes; concentrate resources to build national research and innovation centers, technology and high-tech enterprise incubation centers in high-tech zones. Enhance scientific evaluation and technology valuation activities. Focus on evaluating scientific and technological organizations, scientific and technological tasks; valuing intellectual property assets and technology value.
Review, reorganize, strengthen investment, and improve the capacity and effectiveness of operations of national key laboratories; organize the implementation of the program to enhance the capacity of application centers for advanced science and technology, standardization - measurement - quality control centers under central provinces and cities. Invest in building the Southern Science and Technology Information Center (in Ho Chi Minh City) and the National Scientific Information and Technology Exchange Center (in Hanoi).
c) Develop high-level scientific and technological human resources and a team of intellectuals. Build a database of experts in each field. Review and evaluate training programs to improve the management skills of scientific and technological managers at all levels. Implement the plan to train scientific and technological researchers, chief engineers, and general construction engineers in priority scientific and technological directions and fields. Improve policies for training, attracting, and utilizing scientific and technological personnel, especially emphasizing overseas Vietnamese intellectual human resources. Develop a project to develop the team of intellectuals until 2020.
d) Vigorously develop the Vietnamese Science and Technology Information Network (VISTA), expand the connection of the Vietnamese Research and Training Network (VinaREN) to 100% of research institutes, key laboratories, universities, large hospitals, and main information-library centers.
Promote the development of scientific and technological service activities, particularly information, advisory, brokerage, evaluation, appraisal, and technical inspection services for intellectual property rights and standards - measurement - quality. Establish a national database on technology information and a network of technology transfer centers to support import activities and technological innovation.
3. Accelerate the application of science and technology in production to enhance productivity, quality, and competitiveness of products and businesses.
a) Reform the methods of building, organizing, and managing key national science and technology programs, as well as research tasks at the ministry and organizational levels; improve the efficiency of research activities, increase the proportion of pilot production projects, and mobilize the potential of enterprises to commercialize research products, quickly applying research results to business operations.
Review and integrate tasks under approved science and technology programs and projects with the restructuring and reorganization of key national science and technology programs.
Reform the method of evaluating science and technology tasks. Amend regulations on the assessment of the implementation results of science and technology tasks to ensure objectivity, transparency, and alignment with international standards, focusing on output results and specific responsibilities of task assigners. Strengthen inspections, supervision, and specialized audits during the implementation and post-completion acceptance of science and technology programs, projects, and tasks funded by the state budget.
b) Effectively implement the National Product Development Program until 2020, the National High-Tech Development Program until 2020, and the National Technological Innovation Program until 2020, striving to create high-value-added national products and high-tech products bearing the Vietnamese brand, capable of competing in exports and replacing imports.
c) Vigorously promote the transfer and application of scientific research and technological development results in all areas of social life:
- Improve mechanisms to encourage organizations and individuals to invest in technological innovation in agriculture and rural areas. Continue to effectively implement the Program to Support the Application and Transfer of Scientific and Technological Advances to Serve Rural and Mountainous Economic and Social Development.
- Vigorously apply and innovate technology in industry; strengthen the combination of technology imports with enhanced research capabilities, decoding, mastering, and localization of imported technologies.
- Promote research to absorb, develop, and apply advanced and new technologies suitable for improving product quality and competitiveness to meet industrialization and modernization needs in various domestic industries and sectors, aiming for export. Selectively develop high-tech industries and high-tech services. Develop plans to enhance research, design, and manufacturing capabilities for new high-tech products.
d) Identify key products and goods of the economy and those meeting market quality requirements. Guide enterprises producing key products and goods to apply technological solutions and innovations to improve productivity and quality in line with industry, local, and enterprise characteristics.
e) Vigorously promote activities related to the promotion of technology transfer and commercialization, supporting patent registration and exploitation in universities, research institutes, and enterprises. Support the development of technology import activities, exploitation, search, and advice on determining technology needs in enterprises. Vigorously develop technology promotion and transaction support centers. Form a nationwide network of technology transfer service organizations. Create the most favorable conditions for domestic and foreign scientific and technological products to be exchanged and sold in the market.
f) Strengthen statistical work, information dissemination, and publicity on science and technology. Organize the annual compilation of the Statistical Yearbook on Science and Technology. Organize an annual journalism award on science and technology (starting from 2012).
4. Vigorously implement the mechanism of autonomy and self-responsibility; form a system of science and technology enterprises; develop the technology market.
a) Implement the Program to Support the Development of Science and Technology Enterprises and Public Research Organizations to operate under the mechanism of autonomy and self-responsibility, and the Program to Develop the Science and Technology Market.
b) Promote activities related to innovation and technology application in enterprises. Continue to support enterprises in investing in research and technological innovation and establishing enterprise research organizations. Encourage the formation and development of research and technological development organizations within enterprises.
Enhance the capacity of scientific and technological service organizations nationwide, forming a system of organizations providing services on intellectual property rights, standards, measurement, quality, technology transfer, and technology information (advisory, evaluation, valuation, appraisal, inspection, testing, technology exchange platform...).
Establish technology trading centers in major economic regions, real and virtual technology exchanges in localities. Organize Technology and Equipment Markets at different scales. Strengthen activities connecting supply and demand for technology.
5. Enhance the quality of management activities related to standards, measurement, and quality, and intellectual property rights.
a) Develop a harmonized national standard system with international and regional standards. Complete the construction of national technical regulations for groups of products that may cause safety, hygiene, and environmental pollution risks. Strengthen the application of national standards and technical regulations; carry out inspection and measurement quality control activities for domestic and imported/exported goods, contributing to promoting exports and reducing trade deficits. Continue to invest in technical infrastructure for measurement and testing activities.
Establish a network of organizations and individuals to assess conformity with technical standards and national standards for key products and goods. Build a network of professional organizations and individuals working on productivity and quality. Organize promotional activities, build movements, and guide enterprises to improve productivity and quality.
Vigorously implement legal regulations in the field of standardization, measurement, and quality control, the Implementation Plan for the Technical Barriers to Trade (TBT) Agreement for the period 2011-2015, and the National Program to Promote Productivity and Quality of Vietnamese Enterprises until 2020.
b) Focus on enforcing intellectual property rights, exploiting and developing intellectual property assets. Implement solutions to enhance the capacity and effectiveness of the intellectual property protection and enforcement system nationwide.
Organize the implementation and manage effectively the Intellectual Property Development Support Program until 2015, particularly providing professional and legal support for the protection of trademarks, geographical indications, and product origin of enterprises and localities.
Vigorously promote training, publicity, support, consulting, guidance, construction, protection, and development of intellectual property assets. Encourage the exploitation of intellectual property resources, especially inventions serving production.
Maintain and expand bilateral and multilateral international cooperation activities, fully implement international commitments on intellectual property. Proactively participate in international cooperation activities on intellectual property within the framework of the World Trade Organization (WTO).
6. Proactively integrate internationally in science and technology.
a) Implement the International Integration Project in Science and Technology, strengthen cooperation with developed countries in science and technology, organize joint research activities, train scientific staff and science management personnel abroad, take the lead in organizing international scientific conferences and seminars in Vietnam.
b) Enhance the effectiveness of the overseas science and technology representative network to seek and transfer advanced technologies; absorb progress in strategic research and science and technology policy from foreign countries; mobilize international financial resources for science and technology activities through Memoranda of Understanding, mobilize overseas Vietnamese scientists, foreign science and technology organizations, and foreigners to participate in science and technology activities in Vietnam; connect supply and demand for technology between Vietnamese enterprises and foreign entities.
c) Effectively implement cooperative projects with major partners such as the World Bank and countries like Germany, Finland, Denmark, etc. Manage and use effectively Official Development Assistance (ODA) funds from Japan at the Hoa Lac High-Tech Park.
d) Form excellent research and development centers based on long-term cooperation between Vietnamese and foreign scientific research organizations. Pilot the establishment of some advanced institutes of science and technology with foreign investment in Vietnam.
7. Actively prepare technical infrastructure and human resources for nuclear power development; intensify management of atomic energy and radiation, nuclear safety.
a) Actively implement the Overall Planning for the Implementation of the Atomic Energy Application Strategy for Peaceful Purposes until 2020. Focus on preparing material and technical conditions; perfecting the legal framework; training high-level technical and managerial staff to serve nuclear power development; promoting public awareness about nuclear safety and security.
b) Strengthen state management activities regarding safety, security, radiation, and nuclear source control. Improve the organization of the agency managing atomic energy, safety, and radiation. Complete procedures for negotiating and signing important bilateral and multilateral treaties in this field.
c) Intensify research and application of radiation; atomic energy in agriculture, industry, environment, health, etc., to serve economic and social development. Initiate the Project to establish a Nuclear Science and Technology Research Center.
VI. IMPLEMENTATION
1. Heads of agencies and units under the Ministry of Science and Technology, science and technology management units under ministries, sectors, and provincial and municipal science and technology departments directly under the central government shall, based on their assigned functions and tasks, develop plans to implement the assigned work contents according to this Action Program.
2. Annually and every five years, the aforementioned agencies and units shall prepare reports on the results of implementation, including statistical data on the achievement of plan indicators (if applicable). Specifically, the specialized Departments (Department of Science and Technology in Economic-Technical Sectors, Department of Social Sciences and Natural Sciences, Department of High Technology) are responsible for urging and consolidating the results of implementation by the ministries and sectors they oversee and manage; the Local Science and Technology Departments are responsible for urging and consolidating the results of implementation by the provincial science and technology departments. Reports from units shall be submitted to the Department of Planning and Finance and the Ministry's Office before December 5 each year.
The Department of Planning and Finance and the Ministry's Office are responsible for guiding units in preparing reports and compiling the Ministry's consolidated report to be sent to the Ministry of Planning and Investment for consolidation and submission to the Government as required.
3. During the implementation process, proactively report and propose to the Minister necessary measures to ensure that this Action Program is implemented effectively and consistently./.
